QMU unveils plans for £80m innovation hub

Queen Margaret University (QMU) has submitted a Proposal of Application Notice (PAN) to East Lothian Council for an £80 million commercial and innovation hub on the land surrounding its Musselburgh campus.

The university is preparing a masterplan for an investment ready business hub which it said will support 13,000 jobs.

Knowledge economy advisors CAM-SCI were recently appointed to guide the university’s land development strategy.

QMU Principal Professor Petra Wend said: “I can confirm that we are formulating plans for the development of a commercial and innovation hub adjacent to the campus. We are of the strong belief that our proposals will deliver long term benefits to the region and I very much hope that the local community will help us shape those plans over the coming months through our consultation process.”

Phase One of the park is for the development of a 5,000sqm innovation centre followed by a range of facilities including retail, coffee shops, health and fitness, hotel and residential accommodation.

Petra Wend added: “We have drawn on international best practice in developing our plans. A £1 billion city region deal bid has been submitted by Edinburgh and the south east area of Scotland which concentrates on the region’s strengths of knowledge culture and technology.

“Although still in its early stage, we are confident that if the deal progresses our proposals would be relevant for inclusion.

“QMU has a key role as a catalyst to attract high growth SMEs to East Lothian and to work with them to achieve Scotland’s economic aspirations in partnership with industry bodies, other learning institutions and Government Agencies. To achieve this potential, the land adjacent to our campus must be retained for the development of specialist facilities needed to support business growth.”

QMU is already committed to a partnership with East Lothian Council and has created an on-campus Business Innovation Zone (BIZ) which includes the Council’s Business Gateway, the first time a Business Gateway has been based in a Scottish university.

Members of the local community will have the opportunity to drop in and view the university’s proposals and to ask questions of QMU representatives at consultation events to be held on 9th September at the Brunton Hall in Musselburgh and on 10th September at QMU. Both drop-in events will run between 2pm and 8pm.

Excellent timing Kenspeckle.

Having expressed a wish a few days back for something in the city deal to tackle QMU's rather isolated feel and connectivity, I see this as addressing some of that, albeit by building up the site.

I won't compile another wishlist lest this ability to make reality arise from mere thought suffers a drop in batting average.

Good news for QM though.

Leading Knowledge Economy Specialists to advance plans for new Innovation Park for Scotland

Queen Margaret University - 4th March, 2016

Queen Margaret University (QMU) has announced that it has retained the services of leading knowledge economy consultancy CAM-SCI to lead development of the detailed business plan for an £80m Innovation Park on the land adjacent to its Musselburgh campus. The decision to retain the consultancy was made after a Proposal of Application Notice (PAN) consultation in September 2015 saw support for the concept gather pace.

As East Lothian Council moves towards finalising the East Lothian Development Plan, QMU is progressing its vision for local and regional social and economic development around its campus, aiming to protect this land for the development of specialist facilities to support the food and drink sector.

Cambridge-based CAM-SCI, which has a strong track record in guiding some of the UK’s most successful innovation and science parks from concept development through to funding and delivery, last year worked with QMU to advance the University’s vision for this employment-focused hub . The University’s development strategy also provides for a commercial hub to deliver retail and leisure facilities for students, staff and the surrounding local communities.

Commenting on CAM-SCI’s appointment, QMU Principal Professor Petra Wend said: “ Our proposed development is market distinctive and complementary to Edinburgh Bioquarter and other developments in the region. After receiving a favourable response to our initial community consultations last autumn, we are now ramping up our efforts to make our vision of a thriving commercial community, providing sustainable employment opportunities and facilities for businesses to grow, become a reality.’

“CAM-SCI has a proven record of delivering value for universities, businesses and communities across the UK. The University has identified food and drink as a key area of innovation and growth. Phase One of the innovation park is for the development of two 50,000 sq. ft enterprise centres.

The co-located commercial development will create a vibrant area that combines innovation activity with the support of the University’s academic resources together with local amenities. It is a community focused scheme that will provide a range of facilities including retail, coffee shops, health and fitness, hotel and residential accommodation.

I've changed the thread title to reflect the newly announced name for the project - Edinburgh Innovation Park. An official site for the development has also been launched, and there's an Edinburgh Innovation Park Newsletter - April 2016 (pdf) with the latest updates.

Park Plans

Proposals centre around creation of two distinct areas on the land adjacent to QMU’s campus. A commercial hub will provide retail and leisure facilities for students, staff and the surrounding local communities. The innovation park plays to the University's strengths in research and knowledge exchange in food and drink, complementing existing campus facilities and providing a platform to foster entrepreneurship and enterprise in a supportive environment.

Edinburgh Innovation Park will break the mould with the UK’s first National Food and Drink Enterprise Centre providing specialist facilities and services required to support R&D and food science. A second centre will provide facilities for the very wide range of SME sectors innovating across all the services required by the food and drink sector – from design through to new materials.

Masterplan unveiled for major 1,500 home development on outskirts of Musselburgh

A plan for 1,500 new houses, a new primary school and employment land at Craighall, near Musselburgh, has been branded “over-urbanisation” by the town’s conservation society.

Persimmon Homes, which owns the site on either side of the A1 near Queen Margaret University, unveiled the draft masterplan to the public at an exhibition in The Brunton last week as part of a Proposal of Application Notice (PAN) for the project.

The company is now hoping to lodge a planning application for the development with East Lothian Council by the end of August.

Barry Turner, spokesman for Musselburgh Conservation Society, feared it would be an “extension of Edinburgh into East Lothian”, with “a poor physical and social relationship” with Musselburgh.

But he said: “If we must have 5,300 additional houses in and around Musselburgh, Musselburgh Conservation Society would support the principle of development at Craighall because traffic generated will be able to access the A1 through improved junctions and thus the impact on Musselburgh High Street should be minimised.”

He added: “The downside is that the community here will have a poor physical and social relationship with Musselburgh, the development being much more an extension of Edinburgh into East Lothian. It will also result in over-urbanisation because of the close association with proposed developments nearby.

“We think that the housing allocation here should be reduced as part of an overall reduction in Musselburgh and to allow a wider open space corridor along the western boundary and much-needed additional employment uses.

“We are concerned that the land set aside for improvements to the station is insufficient to provide for the increased commuter parking already needed and we want to see the safeguarding of a route for Tramline 3 up to the station included in the masterplan.”

Planning consultant Robin Holder, acting for Persimmon Homes, stressed that the land at Craighall was allocated for such a mixed-use development in the proposed East Lothian Local Development Plan.

The blueprint shows that to the north of the A1, land extends westwards from the B6415, “an important gateway route” into Musselburgh, wrapping around the east side of Queen Margaret University up to Musselburgh Railway Station. An extension of this western edge of Musselburgh of about 450 new homes “with strong links to rail and bus” is planned.

A quarter of the new homes proposed would be affordable and land has been safeguarded to allow improvements at the train station.

About 21 hectares of land, being promoted by the university for a commercial hub and innovation park, is situated to the north-west of the site.

On the other side of the A1 an area which extends north from Old Craighall into a ‘loop’ site and is bounded by a freight railway line would accommodate 700 new homes.

The existing community of Old Craighall would be expanded with 350 to 400 new homes and a new primary school served by secondary education at the existing Musselburgh Grammar School. Playing fields and changing facilities are planned close to the primary school.

A community hub would include a local convenience store, possibly a nursery facility, car parking associated with allotments along with potential other community uses. Further employment land, stretching to 41 hectares, would bound a recycling and energy recovery centre at Millerhill.

“Safe and attractive” footpath links would connect homes to schools, parkland, employment and shops within the site and the surrounding area.

The development areas to the north and south of the existing A1 would be connected by both existing vehicular routes and the completion of an ‘all-ways junction’ providing access directly to the A1 from the south of Queen Margaret University.

The existing single-sided Queen Margaret Junction would be upgraded and a roundabout provided to the south of the A1 which would be linked to the existing road infrastructure adjacent to the university by a new underpass, associated footpaths and cyclepath below the existing A1.

In addition to the junction and vehicular routes, dedicated underpasses below the A1 would be provided to allow safe access for cyclists and pedestrians to link in with both existing and proposed cycleways and footpaths.

Site 5 Innovation Park

A new research and innovation quarter for East Lothian offering over 20 hectares of new commercial space. With strong links to the adjacent university the site offers the potential to build upon the reputation of Edinburgh and the Lothians for its research and innovation. Set within a strong landscape structure of green links and corridors, the park will have strong links to the centre of Edinburgh via Musselburgh Station, Lothian Bus links and an existing national cycle and core path link.

First I've heard of this and the PPP looks very promising. I've always thought QMU was isolated compared to the area around it.

The new junction would be welcomed by many, but I'd be curious to see the impact of this on the bypass. Doesn't the A1/A720 junction get fairly busy at peak times? It would be interesting to see how the reduction in traffic leaving the existing QMU junction and doing a u-turn at the A1/A720 junction as a result of the new on/off ramps will be in comparison with the traffic increase from the full build out.

This looks interesting. But I do have some sympathy with the Musselburgh Conservation Society's concerns highlighted in a previous post. There's no doubt that, with the adjacent swathe of new housing at Newcraighall now pretty much joining Edinburgh up with Musselburgh, if this comes off, the Honest Toun could feel pretty much absorbed into the city.

City Deal agreement signals green light for Edinburgh Innovation Park

Queen Margaret University and East Lothian Council have welcomed the confirmation of funding of £600 million from the UK and Scottish Governments, which, when taken together with contributions from partners, will result in an investment of more than £1.3 billion in the economy of the Edinburgh and South-East Scotland region.

Government funding of £30 million, being made available through the Edinburgh & South East Scotland City Region Deal, will contribute towards the development of Edinburgh Innovation Park on land next to the University campus, a joint development by East Lothian Council and QMU.

An innovation hub will facilitate an expansion of the University’s existing Scottish Centre for Food Development & Innovation and will also provide flexible commercial space for small and medium sized businesses in the food & drink sector. Businesses will have ready access to the University’s expertise in the healthy food and drink product market, including the development of new leading-edge functional foods and reformulation of existing products. The innovation hub is expected to act as a catalyst for the further development of an innovation park, based broadly around the theme of food and drink, on a 52 acre site close to the University campus.

The University has worked closely with East Lothian Council to develop the proposal, and will continue to work together with the Council in a joint venture to deliver the innovation hub and the subsequent development of the wider innovation park. This will play a major part in the delivery of the two strategic goals set out in the Council’s Economic Development Strategy, that is, to increase the number of businesses in East Lothian with growth potential and to increase the proportion of East Lothian residents working in and contributing to East Lothian’s economy.

The innovation park will form part of a wider development of the land around the University campus, which will include a retail, leisure, and food & beverage Commercial Zone as well as up to 1,500 new housing units (including 375 affordable units) and a new primary school. The full development is expected to leverage in almost £400 million of private sector funding over a period of around 20 years.

Welcoming the announcement, Queen Margaret University’s Principal, Professor Petra Wend, said:

“The ability to set the University at the heart of a major hub for economic development in East Lothian, based around the University’s expertise in food and drink, was one of the key factors which influenced the University’s decision to relocate to East Lothian in 2007. The offer of City Region Deal funding will now allow the University, working in close partnership with East Lothian Council, to move forward with these plans, which are expected to bring almost 1,000 new jobs to the area in the first phase alone. The additional development planned on the land around the University campus, including the construction of new housing, will mean that the University will become part of a vibrant new community within the County”.

Other elements of the Deal benefiting East Lothian include a focus on developing skills and reducing barriers to employment. Support for an expanded affordable housing programme, with a specific focus on Blindwells, will allow more young people to continue to live and work in East Lothian and encourage more people to live and work locally. The Deal also signals improvements to the Edinburgh City Bypass and Sheriffhall roundabout which are used by many people living in East Lothian.

Depute Council Leader Norman Hampshire said:

“Growing the East Lothian economy and supporting local jobs is one of our top priorities as a council. That’s why we’re delighted with the signing of the City Region Deal.

“A huge amount of work has gone into developing and finalising a Deal and one which is good news for the county. It’s an excellent example of working together, with local authorities and partners such as Queen Margaret University, to secure a significant package of investment.

“The Food and Drink Innovation Campus at Queen Margaret University will support innovation and quality in the food and drink industry. A project of this nature is highly appropriate in Scotland’s food and drink county and we look forward to continuing to work closely with the university in taking the wider development forward.

“As well as improving employment prospects and transport infrastructure, the Deal will help to reduce inequalities across our communities. With its business and employability focus, the Deal will contribute to building an increasingly highly skilled workforce and will help reduce barriers to employment. Complementing the deal, a Regional Employability and Skills Programme will deliver better outcomes for all the region and particularly those people facing significant disadvantages to securing and sustaining meaningful, high quality employment.

“Improvements to the Edinburgh City Bypass and Sherriffhall roundabout will also have a positive effect on East Lothian’s economy by improving our transport links to Edinburgh and beyond.

“We will also directly benefit from an expanded affordable housing programme, with a specific focus on Blindwells, which will help to address the shortage of affordable homes we are facing. This will allow more young people to continue to live and work in East Lothian and encourage more people to live and work here – building both our communities and our economy.”

Major mixed-use development at Old Craighall gets planning permission

East Lothian Council - 26th March 2019

Planning permission in principle has been granted for a mixed use development at Old Craighall, Musselburgh, including 1500 homes, a primary school, business space, community facilities, public parks.

A separate application, also by Persimmon Homes, for detailed planning permission for 370 houses and 103 flats on the Old Craighall site was also approved at the meeting of East Lothian Council’s Planning Committee on Tuesday 26th March 2019.

The application for the mixed use development at Old Craighall, as allocated in the Local Development Plan, was submitted following community consultation, including a public event at The Brunton, Musselburgh. The total site is 116.5 hectares and refers to land around Queen Margaret University (QMU) and Musselburgh railway station and to the north and south of the A1. The plans include improvements to the junction off the A1 at QMU as well as the creation of pedestrian and cycle routes, including the council’s Segregated Active Travel Corridor.

The Innovation Hub at Queen Margaret University is part of the multi-million pound Edinburgh & South East Scotland City Region Deal, which will contribute to the joint development between East Lothian Council and QMU. The hub will facilitate an expansion of the university’s existing Scottish Centre for Food Development and Innovation and will also provide flexible commercial space for small and medium sized businesses in the food & drink sector.

Council officers had recommended granting of permission in principle for the two applications with conditions and a Section 75 agreement to fund transport infrastructure improvements, contributions for the new primary school and for secondary education provision and for community pitches. Planning committee members unanimously agreed to approve both applications.

The permission granted for the first phase of housing on the Old Craighall site includes 118 affordable units.

Major junction work to start on A1 near Queen Margaret University

Major junction improvements on the A1 at Queen Margaret University (QMU) have been given the green light amid plans for 1,500 new homes near Musselburgh.

The work, due to start in April next year, has generally been welcomed but there are fears that traffic from the development will clog up Musselburgh’s road network.

The QMU/A1 junction improvements, approved by East Lothian Council planners under delegated powers, follow two planning applications from Persimmon Homes for more than 116 hectares of land surrounding the university, at Craighall, already getting the go-ahead.

Detailed planning permission for 473 new homes was approved for part of the site north of the A1 at Monktonhall.

It is anticipated that the majority of the remaining 1,027 homes will be built south of the A1.

There are also plans to build a new primary school south of the A1 for the future Craighall community, where there will also be three full-size sports pitches and new ‘cycle superhighways’ created using a railway line which runs under the dual carriageway.

The masterplan for the land, which stretches from Stoneybank and Newcraighall in the north down past the village of Old Craighall, shows about 55 hectares of the land south of the A1 set aside for housing and the school, with a further 20 hectares for employment.

North of the A1, more than 40 hectares have been earmarked for housing and an innovation park supporting research work at the university.

Land has also been set aside for the possible expansion of Musselburgh Railway Station in future.

A planning report stated that junction completion works, put forward by East Lothian Council, would involve the construction of new slip-roads to the A1 northbound carriageway which would meet in a roundabout, providing arms to the development areas and a link road to the existing junction at QMU.

The existing junction A1 southbound slip-roads would be retained and enhanced with extended auxiliary lanes to ease traffic movement. The existing junction in front of QMU would also be modified from a give-way ghost island T-junction to a signalised junction with greater capacity to hold turning traffic.

The proposed scheme would, through the provision of an underpass beneath the A1 and slip roads to the northbound carriageway of the A1, enable traffic movement from QMU and the new development to access the A1 northbound directly.

Street lighting is proposed to be installed/extended to include the new section of Queen Margaret Drive which would be provided under the A1 to the proposed roundabout junction. Street lighting would also be provided on the new slip roads.

The proposals also include foot and cycle paths, two SUDS ponds, mitigation planting of native woodland to the main junction, structure tree planting, marginal planting to the proposed SUDS areas, and more ornamental planting to the areas near the QMU campus.

Colin Beattie, Musselburgh MSP, said: “While I welcome improvements to the road system which will accommodate the exciting new business developments around QMU, I am less enthusiastic about the huge expansion of housing, albeit much-needed, adjacent to QMU.

“They will substantially increase the traffic on that stretch of road. Hopefully the improvements will manage that well.

“I continue to have concerns about developments being put in place with inadequate attention to overall infrastructure needs and the impact on surrounding residents.”

Barry Turner, spokesman for Musselburgh Conservation Society, added: “Though we do not want this amount of housing in this location, we hope that the improved junction will channel much of the traffic generated onto the A1 and away from Musselburgh.

“There are already serious traffic problems at the bottom end of Monktonhall Road and at the Tesco roundabout. Even if just some of the traffic from the development around QMU comes this way to access facilities in Musselburgh, we fear the road system will clog up totally.

“We have no problem with the junction improvements. Our issue is with the amount of housing proposed, which is totally inappropriate.”

Councillor John Williamson added: “The planned developments will technically be part of Musselburgh, although the vast majority of the new housing will be on the western side of the A1 with the only direct access to Musselburgh itself, as far as I’m aware, restricted to public transport and cycle/pedestrian access.

“The only full vehicle access will be via Newcraighall or Old Craighall Roundabout, which means that it will be difficult for the new communities to feel an integral part of Musselburgh.”

A spokesperson for QMU said: “We welcome news of the approval of planning permission for the A1/QMU road junction which will help unlock the full potential of the site for the development of the Innovation Park.

“QMU chose to move to East Lothian partly because of the opportunities to work with employers to develop the land immediately adjacent to the new campus.

“The decision is the latest in a series of important milestones that have brought us a step closer to progressing plans for sustainable economic development.”

Contract notice issued by East Lothian Council for the A1/Queen Margaret University junction construction works:

East Lothian Council (ELC) intends to carry out works by way of alterations to existing the A1/Queen Margaret University road junction by formation of slip roads, an underpass, retaining wall, roundabout, foot and cycle paths and SUDS ponds. The junction is located between Newcraighall junction to the north and the Old Craighall junction (with the A720 city bypass) to the south on the A1 road.

In 2005 ELC, through the Notice of Intention to Develop procedure then in place, gained planning approval (ref: 04/01292/NID) for the formation of a new junction within the A1 trunk road and the formation of an access road at the site of the then proposed Queen Margaret University (QMU), Musselburgh. The junction was designed with slip roads to both northbound and southbound carriageways of the A1 and an underpass providing connection to either side of the development below the A1. The proposal was to construct the junction and access road in two phases. Phase one consisting of the part of the junction to be formed on the north side of the A1 trunk road and also the proposed access road. Phase two consisting of the part of the junction to be formed on the south side of the A1 trunk road.

Amey Consultants were appoint by ELC to develop the detailed design to the part built in phase 1 which serves Queen Margaret University ( QMU) and campus. The current junction access provision is via on slip and off slip to the A1 southbound carriageway. It is this phase 2 that is being put forward as the A1/QMU junction project and now proposes the completion of full grade separated junction with an amended scheme to that proposed through previous application.

It is anticipated that construction works will start sometime in late August early September 2020 and it is estimated that the duration of the construction project will be 12 months, although this is subject to change.

The estimated contract value is 10,000,000 GBP.
