But my opinion is , EFFORT is not a state owned corporate , it is a privately run corporate set up with capital that was previously owned by the TPLF , and it is their business who they appoint to be their CEO.

Effort is part of the problem this government has. My understanding is it was started with excess cash the TPLF had when they took over the government in 91 (cash they had amassed during their struggle). So Effort is owned by TPLF, or individuals who are leaders in TPLF. But as usual with this government, the whole thing is opaque. If your problem is with the owners being TPLF affiliates, then you have to quote the law that forbids political party affiliates form owning a business, anyone can own a business and be a supporter and a member of a political party. Every corporate in America and Europe sponsors a political party, many corporate executive board members belong to one or another party , why do you scream foul when it happen in Ethiopia?

Actually, if their start-up capital was in birr, I don't know where else they could have invested that money, unless they used the black market, which would have been hilarious. I digress. The main point here is, companies under Effort are directly competing with local and foreign companies that also have invested in Ethiopia. As you very well know the biggest client for any business in Ethiopia is the government. Let's take Messobo cement factory. Let's say the government is building a huge concrete dam (as in Gibe III, GERD, Tekezze, etc). Now those projects require a HUGE amount of cement. Guess who gets priority to sell cement to these projects? It's not Dangote. Do we know if there was a proper bidding process for these supply deals? Maybe there was, maybe there wasn't. My guess is there wasn't. Same thing with Trans Ethiopia. The government wants a contract to lift fertilizer from Djibouti port. Who gets priority? Trans Ethiopia. I can go on and on. I mean the whole thing looks really bad for the government. They can never convince the average Ethiopian that there are no improprieties. They should just get rid of it all. In my opinion it's not worth it.
