Show me the numbers. How many tribes/communities were affected with this 2008 Japanese proposal vs the 2014 PPP Dam vs this 2018 Chinese Dam?

If the Japanese 2008 proposal was so good, why didn't GMA or Noynoy approve it? If the 2014 PPP had much less impact on the environment, why didn't Noynoy break ground?

When was the last time you talked to a Lumad in Mindanao?

Btw, have you seen this administration's DAR distributing land left and right?
Lumads are here in Metro Manila to talk with Duterte for what the military is doing in their lands. Their schools can't even do their function because of military intervention. They're always targetted because the military assumed numerous tribes serving the rebels.

Let's delve to the real issue here. Kaliwa dam.
Let me repeat what I had said.

This project not only involves the water reservoir itself but also the indigenous community and environment in Kaliwa. The presence of the local population and environmental awareness is the reason why Japanese opted for a weir. Remember, this is a case-to-case basis study just like in a reclamation. Both considered the geographical location but only the Japanese thought of the sustainable means for the people living there and the environment.

Wow.

Why would lumads even come here when Duterte is always in Davao during weekends?

Listen to that youtube clip of the press conference. Your questions/assumptions about the IP in Kaliwa are all answered there.

Laiban by Lodi will not happen until 2022

Up for the next Admin to consider this.

Laiban out, Kanan/Kaliwa still a GO

xxx

MWSS Administrator Reynaldo Velasco identified constraints in the relocation of affected families as reason for the government's decision not to give the green light to the project, which is being proposed by diversified conglomerate San Miguel Corp.

"Laiban is out insofar as this administration is concerned because of the social engineering nightmare that we'll encounter in resettling 4,800 families. Almost impossible. Kaya binura na namin 'yan sa aming midterm program," Velasco said at a news conference in Malacañang.

Instead, the MWSS is keen on the proposal to build the Kanan Dam in Quezon province. The regulator is also backing the China-funded New Centennial Water Source-Kaliwa Dam project, also in Quezon, which aims to supply additional 600 million liters of water per day to Metro Manila.

Bayani mentioned Marikina never had problems with water because they built their own reservoir. He suggested that maybe every LGU will build their own.

Sounds expensive. But if they have the money, then it isn't that bad of an idea.
Money is only a number. Cost depends on how they use the money. In my view, Bayani's Marikina knew what to do their money. That is nice to hear about Marikina having their own reservoir.

FYI, money is not a problem if the people know their priorities. If the politicians' priorities are getting rich instantly, then the dreams of having a water supply that can take care of the water needs of a community is in jeopardy.

There was this group of barangays way down south of Palawan, was poor, yet managed to have their decent water supply that can get them through each year throughout, a 2,000 MLD source. It was a simple idea of having companies they hosted to do the project for them. They not only done away with the difficult problems related to documentation and COA, they got their wish and a big bonus was that the said company didn't ask for the cost from them in return.

I think Antiporda needs to address the ECC fast.. We know he's the busiest Usec in DENR but he should come up with a faster team.. Gina could have done it earlier under her term but she's more on the Mining practices.. Atleast we have working offices now.. 😊

The Department of Environment & Natural Resources should split up...

There should be a Department of Fresh & Sea Water Resources (Rivers, Springs, Lakes & Seas)... Riverside, Lakeside & Seaside/ Coastal & Maritime Management (Mangroves, Fishstocks & Coral Reefs)... Dams & Reservoirs Maintenance & Irrigation Management... Sewerage Management, Water Pollution, Flood Water Control & Rehabilitation... Alternative Water Resources (Rain Water Collection & Filtration, Sea Water Desalination)...

That is separate from Forest Management (Flora & Fauna & Endangered Species Protection and Breeding Program)... Food Supply & Agriculture...

So, you are in favor of a bigger government? Methinks otherwise. Lump all other agencies into one if you can. A smaller number of agencies means lesser bureaucratic hold ups. :eek:hno::eek:hno:

DENR has 6 bureaus in this link: https://en.wikipedia.org/wiki/Department_of_Environment_and_Natural_Resources#Attached_agencies

They cover all of the areas you mentioned under different bureaus. The problem in the country, people don't know about these bureaus. They have regulations, standards in place etc.

If Dugong does this....

In light of the President's directive to review all contracts entered by the GRP with China:

The Palace spokesman said Duterte's order stemmed from the President's criticism of the provision in the concession agreement with Maynilad Water Services Inc. which won last year an arbitration case over its P3.44-billion indemnity claim from the Philippine government.

Maynilad scored victory in October 2018 at the High Court of Singapore over the P3.44-billion compensation it sought from the government for revenue losses as a result of the unimplemented water rate adjustment.

Guevarra said the President was "upset" about a provision in the concession agreement that if the government interferes in any manner that will reduce or delay the implementation of agreed water rates, the government will indemnify the utility company for any losses suffered.

"The President could not believe how can a contract like this entered by the government imposing a ban on the government to take government action with respect to water services," Panelo said, adding the Duterte government will go after those who crafted the concession agreement during the Ramos administration.

"There could be collusion between the lawyers of government and the lawyers of the private company. We cannot do that. We have to prosecute them."

Trying to solve the problems at its source/bud is a better proposal, IMO. You clean a creek today and it gets dirty tomorrow, that is.:eek:hno::eek:hno::eek:hno:

DENR suspends dredging activities in Batangas

THE Department of Environment and Natural Resources (DENR) on Wednesday suspended the planned dredging by a foreign vessel in Lobo, Batangas for lack of documents required by the government.
Wow, sobrang bilis ng gobyerno. Nakakabilib. Kailangan pa mapansin ng publiko bago umaksyon. Napakagaling.

RSA wants to dredge Tullahan to use as tambak for his Bulacan airport. That's according to his news release. Consider his "contribution" as capital investment for his new airport. I'm not sure what SM's plan but for sure that would be tax breaks for the corp. But on a bigger perspective, kulang pa. They need to dredge all the waterways in Bulacan not only to clean them up but also mitigate flooding in the area.
