Well I can think of the following:

National Australia Bank: Owner of the Yorkshire Bank with headquarters in Leeds and large branch presence however it appears that this company seem to be asset stripping (allegedly) with lack of investment and wide scale branch closures? Could possibly be sold onto someone else in the near future.

Banco Santander Central from Spain: Owners of Abbey they have two banks in Leeds City Centre as well as some in suburbs such as Headingley.

Bank of Ireland: Although their street branch closed on East Parade I think they still have a presence in an office somewhere as a sign outside said when they moved out.

Other than that I don't know however it would be good to see more foreign banks such as Citibank, Bank of America, Deutsche Bank, Commerzbank and Bank of China though as it could show Leeds as more of a financial capital. However there would obviously be a need for such requirements from existing businesses in the area?

Finally out of curiosity did BCCI and Barings Bank ever have branches in Leeds?

Are there any major foreign banks in Leeds? i can only think of Allied Irish.

At the risk of being accused of being pro Manchester again, I would think that this is one area which definitely distinguishes that city from Leeds.

'over' 30 international and national banks are based in the city. Ie if we can find out 30 then we've got them all! There's lots of call centres... HSBC I know. Think we need a bit of research.

Looking at Yellow Pages, apart from the Irish banks, only one, Handelsbanken on Wellington Street, appears to be a foreign bank. Can anyone check Manchester ?

This to me is of some importance seeing that Leeds is claimed to be such an important financial centre.

Why not check Liverpool as well? Newcastle? Birmingham? Edinburgh? Glasgow? There are other cities in the UK you know, you're obsessed with all things Mancunian! :)

Off the theme a little, but I was surprised to see a number of foreign consulates are based in Leeds, mostly around Park Square it seems.

BCCI had a branch on the corner of the Headrow and Park Row. I think the building is now a recruitment agency.
The picture below shows this former BCCI branch:

It's also home to the Sports Cafe in Leeds and was until the 1960s home to the Bank of England in Leeds as there is a blue plaque commemorating this fact. Nice building though shame about the dull building next door with the scaffolding on the picture.

Here is a list of banks I know have a presence in Leeds and also includes building societies. This includes multiple banks that belong to the same group.

1. Barclays
2. HSBC
3. National Westminster (part of RBS Group)
4. Lloyds TSB
5. Halifax (part of Halifax Bank of Scotland)
6. Yorkshire Bank (part of National Australia Bank)
7. Abbey (owned by Banco Santander Central Hispano)
8. Royal Bank of Scotland (part of RBS Group)
9. Bradford & Bingley
10. Alliance Leicester
11. Northern Rock
12. Nationwide Building Society
13. Brittania Building Society
14. Leeds Building Society
15. Skipton Building Society
16. Yorkshire Building Society
17. Bank of Scotland (part of Halifax Bank of Scotland)
18. Bank of Ireland
19. Allied Irish Banks
20. Handelsbanken
21. KBC
22. Clydesdale Bank (Scottish sister bank to Yorkshire Bank. No branches in Leeds but would imagine Clydesdale business would be done at Yorkshire Bank HQ)
23. The Woolwich (owned by Barclays)
24. National Australia Bank (owners of Yorkshire Bank)
25. Chelsea Building Society
26. Citifinancial (is this classed as a bank as its part of Citigroup and theres branches of these on Vicar Lane & Merrion Centre?)
27. Banco Santander Central Hispano (owners of Abbey)
28. Scarborough Building Society
29. Bank of England
30. ????

These are all I can think of right now. There used to be a Newcastle Building Society on Albion Place making this list 30 but this closed down last year because of a lack of custom and concentration for NBS on the North East only. Anyone know anymore banks in Leeds to take the list over thirty?

I just remembered there is a Cooperative Bank on Vicar Lane taking this list to thirty

Come on guys we are looking for foreign banks!! I would say Leeds has about 5 tops .

In answer to your question regarding overseas banks in Manchester:

Manchester is head and shoulders above all other cities outside London with over 63 overseas banks. The same goes for overseas trade commissions and counsuls, Manchester has many more than any other city outside London.
