I remember that incident. The pictures of the thing were just horrifying...and...it would have been something like 350 feet tall, probably visible from Ocean City. I think that the artist shopped around, trying to give it to several different places before it landed in Puerto Rico.

Zurab Tsereteli is the world-famous artist behind it. Some of his work (often questionable in taste) seems to duplicate creative ideas from one sculpture to another (see below):
