It's Germany. Open terraces like this are normal. The Sud Tribune in Dortmund is an open terrace too. Rail seats are actually rare.
I think FuarceUdin1986 meant something different: why did they use monocoque seat instead of the reclining ones?

Can the stadium be converted to all seater for European and International matches? and what would be the all seated capacity?

Yeah, of course the standing sections can be converted to an all seated ones, but the club will not do it until they qualify for european competitions again.

Since there are around 12,500 places in such sections, the all-seater capacity would get around 28,000.

You could also get the National team playing games in Freiburg as well.
