Karnataka has decided to develop 5 minor airports on PPP model & negotiations are on to allow civilian commercial flights to operate out of the naval Karwar airport.

The minor airports would be developed at:

Shimoga : Maytas

Bijapur : MARG

Gulbarga : Maytas

Hassan International airport : Jupiter aviation

Udupi Airport : Government of Karnataka and Manipal university

Karwar Airport : Indian Navy

380 acres to be acquired for airport

Land will be acquired at Burnapur, Madhabhavi and Aliabad villages

Bijapur: Deputy Commissioner R. Shantraju has said that 380 acres of land will be acquired for the proposed greenfield airport at Burnapur, Madhabhavi and Aliabad villages shortly.

Presiding over a meeting to discuss the land acquisition procedure here on Saturday, Mr. Shantraju said that the Land Acquisition Officer of Dharwad Zone would visit Bijapur on July 13 in this regard. Farmers would be counselled so that they utilised the compensation released by the government wisely. “The Government’s main concern is to see that the farmers do not spend the compensation erratically,” he added.

The socio-economic survey of these villages will be taken up in a few days. Consultations will be held with banks, small industries department, dairy development units and insurance companies to explore ways farmers losing land could be economically rehabilitated.

“M/s Marg Limited” has taken up the Bijapur airport project with the financial offers, including annual lease of Rs. 20,596 per acre. The project has been awarded for an initial period of 30 years and thereafter the term of project can be extended by the project developer for another 30 years.

Consequent to expiry of 60 years, the term of the project development agreement may be extended by a further period of 30 years based on mutual consent of both parties, he added.

Govt’s earlier decision to terminate the airports contract reversed
Maytas gets back projects

The Shimoga and Gulbarga airport projects have gone back to Maytas.

The State cabinet on Monday reversed its recent decision to terminate the contract with the company on the development of these airports, and handed over the projects back to the Maytas-led consortium.

The decision to this effect was taken following the Union Government’s assuring the State that it will stand guarantee as far as implementation of these projects are concerned.

Assurance

“The Centre by assuring to provide necessary funds and inputs to the company and ensure that these projects are implemented within 12 months, urged the State Government to re-consider its decision,” Home Minister V S Acharya told reporters after the cabinet meeting.
The Union department of Corporate Affairs has on June 25, 2009 written a letter to the State in this regard. Hence, the cabinet took this decision, he added.

“Our only fear was liquidity and credibility of the company in the wake of a major financial scam rocking Satyam computers. Now that the Centre has given us the guarantee on the project, we have decided to give the projects back to Maytas on the same terms and conditions,” he explained.

Maytas was promoted by fraud-hit Satyam computers.

Project Overview


Infrastructure Development Department (IDD), Government of Karnataka selected a consortium of Maytas Infra, NCC Infrastructure Holdings Ltd (NCC) and VIE India Project Development and Holding LLC (VIE) to develop and operate the airport proposed at Shimoga on a BOT basis. This would be a green field project under Public-Private -Partnership ( PPP).
A Special Purpose Company (SPC) has been established to sign the Project Development Agreement (PDA) with IDD, Government of Karnataka. The PDA was signed on April 3, 2008 expected to be signed by the end of January 2008. The Shareholding pattern of Maytas Infra, NCC and VIE will be 37%, 37% and 26% respectively in the SPC. The company has already identified consultants to take up preparation of detailed studies, and has built up a team to secure all clearances required for the project.

Cost and Timeline

The Construction Period is 24 months from the date of signing the agreement and the Concession Period is 30 years. The concession shall at the option of Consortium be extended for a further period of 30 years.

Construction of New Greenfield Airports

NEW DELHI - Five greenfield airports would come up in Karnataka and Sikkim in the next two years, said Civil Aviation Minister Praful Patel Thursday.

In reply to a question by Congress parliamentarian Naveen Jindal, the minister told the Lok Sabha that four new airports would come up at Shimoga, Gulbarga, Bijapur and Hassan in Karnataka, and another at Pakyong in Sikkim.

These airports are scheduled to come up in the next two years, Patel said, adding that seven more greenfield airports have been accorded “in-principle” approval.

GULBARGA: Minister for Tourism Janardhan Reddy said that the Cabinet has given permission to MAYTAS Company for the construction of airports at Gulbarga and Shimoga in its previous meeting a few days back and the construction would commence soon after the bypolls to five Assembly segments.

Speaking to reporters near Nagavi village of Chittapur taluk on Sunday, Reddy said that the Cabinet had discussed the pros and cons of entrusting the airport works to MAYTAS.

''The government has put a condition to MAYTAS that it should complete the work as per the previous agreement on time,'' he added.

"I have toured all the five Assembly segments which are going to the bypolls and the public are completely in favour of the BJP," he said.

When his attention was drawn to the statements of opposition leaders that the BJP would not open its account in the bypolls, he said they had said the same during the Parliament elections.

Udupi to have an airport soon

MANIPAL: Udupi will have an airport soon and the preliminary arrangements like land acquisition and other works are reported to be underway for
the purpose. The proposed airport will be built under PPP (public-private partnership) scheme with the government partnering with Manipal University.

The airport would be located about 20 km away from Manipal and Udupi. According to sources from both Udupi district administration and Manipal University, the national airport authority has given the initial go-ahead and the Manipal Group had almost acquired land over 300 acres for the purpose in Sasthan GP, Saligrama Town Panchayat and Barkur Panchyath.

Home minister V S Acharya in Mangalore on Wednesday said that state government would extend all support for Udupi airport and land acquisition is in progress.

Manipal University sources further added that though they are for a full- fledged airport in Udupi, the feasibility study is still not completed. They fear that operation of flights would be limited in the initial years which may hamper their business returns. However, the businessmen and industrialists of Udupi argue for the need of an airport. They feel it would help an overall comprehensive development of the district and give a new face to tourism related industries in the district. The state government is also reported to be thinking on the same lines.

^^ krishnamoorthy any information on the length of the runway of the proposed airport at manipal..???

I feel it is not a good idea to have a AIRPORT in Udupi, Since mangalore airport is Quite near to udupi. If Manipal group use it for Airport training then some revenue might come elase I don't think so it will be vaiable

oh...so around 1700 m not enough for wide bodied air crafts......whats your take on the proposed airport.?? is it a viable project???.........

Visnaya I too feel the same................but it is good to have an airstrip on the west coast which could serve as a military/airforce station .......

^^ Overseas students & pilgrims were the identified users. I am not sure how helitourism for pilgrimmage proposed by government go along with this proposal. Probably Udupi & Uttara Kannada together requires an airport but may not be immediately. As far as Manipal group is considered it depends upon their other plans. They have a plan for NRI university near BIAL in Bangalore. Whether they have a similar plan for Manipal is not known. And also don't know the plans on medical tourism. Manipal although has a STPI does not have many companies. NRI university or multispeciality hospitals for medical tourism can be built near Mangalore airport also. Not sure whether 'supply creates demand' is the right approach. May be it is better to plan for both supply and demand together before setting out.

^^I am not getting any info about the karwar airport...which is under navy's command....heard there are plans of operating civilian flights from there........I support Yeddi's govt plan of one airstrip in every district..........but I feel he should concentrate on building one major airport for every 5 districts rather than having minor airports in every district......

^^ Karwar is closer to Goa. Even Belgaum & Hubli are also closer to Goa & closer to each other.

MIG-29 planes cannot land on the Goa naval base hence Belgaum strip will be used, PRO Navy said.
Interesting. But, not sure on Navy allowing civilian operations at Karwar Naval airport.

The other important city in UK is Bhatkal. Bhatkal is almost at the mid point of Goa & Mangalore.

One of these minor ports needs to be converted to an all weather port and better airport comes up nearer this port? Malpe, Bhatkal, Tadadi or Honnavar? Honnavar is part of proposed Tumkur-Shimoga-Honnavar industiral corridor.

Karwar Airport

The Ministry of Civil Aviation and the Karnataka State Government is in discussions with the Ministry of Defence to extend the runway length from 6000 feet to 10,000 feet to allow civilian commercial flights to operate out of the naval airport. The Airports Authority of India, after inspecting the site, has indicated that 185 acres of additional land would be needed to extend the runway. A third phase is also in the works, but no details have been released by the Indian Navy.

^^ krishnamoorthy the article puts the date of completion of the bijapur airport by 2012 while prful patel mentioned that the green field airport would be ready by 2011....:eek:hno:
