i am assuming this is part of Lusail....if you look at the left of the render, if i am not mistaken, this is the Ritz Marina area...isn't it?

Ahmad is right, I also think it's an old proposal for Lusail - anyway this better be moved to the question mark thread, since your title already has 2 question marks in it :):)
