Bush Sr. spent a lot of time in China (14 months) as the chief of the US Liaison Office in the PRC; he mostly focused upon improving Sino-American ties. In general, republican administrations after Nixon have been amicable with the PRC.I have no time to read the article now, but imo Democrats seem to be far more anti-Chinese than Republicans. Bush in particular seems rather China friendly actually. Agree?
Regarding Hillary Clinton's supposed "hostility" to China, people need to remember that she's just a politician doing what politicians do. Bill Clinton similarly voiced a hard line on China when he first arrived in the White House, but lobby groups quickly changed his tone.
