Looks like they've tried to bring some colour in a grey, concrete building of the sixties.
Is that a wart on the roof?

Yes indeed.
And I reapeat: Looks like they've tried to bring some colour in a grey, concrete building of the sixties.
I didn't write it is a concrete building, but it seems a renavation of a sixties tower.
Like this Police Tower in Antwerp (1967, which can use a renovation anyway)

Just like several forum-members I'm not fond of exterior of the Hotel Hesperia Tower,
so I gave it an average 6,5/10.
The interior seems all right to me.
