Joint oil exploration by Angola and Democratic Republic of Congo underway [ 2009-07-01 ]


Luanda, Angola, 1 July – The ambassador of the Democratic Republic of Congo (DRC) in Angola, Eric Paluku kamuvu, said Monday in Luanda that the process of sharing oil in the area of common interest (Congo basin) is already underway.

Speaking to Angolan news agency Angop on his country’s national day Tuesday, the diplomat said that the future sharing of oil exploration in that area was the result of a protocol signed in July 2007, in Luanda.

The ambassador noted that the area of common interest is located in blocks 1, 15 and 30 and south of block 14, the results of which will be shared between the two countries on a 50-50 basis.

He said that article 1 of the agreement outlined the possibility of the parties extending the area to other areas along the coast and noted that the protocol was not being implemented in practice as so far little activity was being carried out in the area of common interest.

He said that the DRC had already ratified the protocol via a law signed off by the Congolese president, Joseph Kabila giving the order for work to begin as outlined in the document signed in Luanda in article 8 which sets a deadline of six months starting from the date of its ratification.

However, he noted that the areas of the territorial sea in the Exclusive Economic Zone and the continental platform had yet to be defined. (macauhub

The Guardian reports that the African Development Bank and the World Bank, along with the World Energy Council, are "working up plans" for an $80 billion mega-dam that would generate electricity in Africa for export to Europe.

The Grand Inga dam, which has received initial support from the World Bank, would cost $80bn (£48bn). At 40,000MW, it has more than twice the generation capacity of the giant Three Gorges dam in China and would be equivalent to the entire generation capacity of South Africa.
Grand Inga will involve transmission cables linking South Africa and countries in west Africa including Nigeria. A cable would also run through the Sahara to Egypt.
But controversially, it is understood that part of the feasibility study for the Grand Inga project would see the scheme extended to supply power to southern Europe, at a time when less than 30% of Africans have access to electricity - a figure that can fall to less than 10% in many countries.

The problem with building the dam for African use alone has to do with the unreliability of African finances.

Congo is best known as a slaughterhouse in which competing gangs of well-armed thugs compete with one another, and with the official Congo army, to push the body count of murdered civilians into the millions. No one believes it, or any of dozens of other African countries, could be counted on to pay their bills for power from a new dam. Thus, some of the power has to be sold to countries that will pay regularly, on time, and with negotiable currency. A World Bank official explains: "We need creditworthy anchor customers to subscribe so investment can go ahead."

But exports means taking from the poor and giving to the rich. That might not go over too well. The Guardian already has officials in high dudgeon willing to give quote on the heinousness of it all.

You may recall this other mega-plan, to spend $550 billion building a giant solar-energy project in the middle of terrorist-infested regions of the Sahara desert.You have to give them credit for thinking big. Michael Ignatieff, who wants Canadians to think big, would love this stuff. Maybe he should run for President of the Congo.

RURAL ELECTRIFICATION: THE CITY OF KWAKWA-electrified .

Cette cérémonie avait eu lieu aux environs de 18 heures devant un grand rassemblement de plusieurs personnalités locales qui se confondaient à une foule compacte de la population venue assistée à l’événement du jour. Cette cérémonie riche en couleur a prouvé à suffisance que le gouvernement provincial a tenu promesse. La population bénéficiaire a eu des mots justes pour remercier l’Autorité de la Province du Bas-Congo en sa qualité d’homme de parole. Pouvait-il en être autrement quand on sait au seuil de son mandat, il a fait remarquer que le temps des discours est révolu.

Avec l’avènement du courant électrique dans la Cité populeuse de Kwakwa, le développement de l’homme et de son environnement connaîtra une nouvelle page, a fait savoir un opérateur économique de la place. Plus d’une personne ont reconnu que le courant électrique tant attendu dans cette partie du Secteur propre à Vital-Faustin Muanda (premier Gouverneur de la Province du Bas-Congo) est arrivé après 20 ans par rapport à la Cité de Kinzau Mvuete dans le même territoire.

Le Gouverneur de Province l’a promis en ironisant que la population n’aura plus à crier à tue-tête courant, courant, courant … Ce refrain vient de quitter les bouches de la population de Kwakwa. Le Chef de l’Exécutif Provincial est hanté par le pari de développement dans ce sens que l’électrification rurale le colle sur la peau. Là où le courant est faible, il sera renforcé qualitativement. Dans les contrées où l’énergie électrique est absente, elle sera installée. Le gouvernement provincial y tien mordicus.

5 sites: the Indian government about 300 million U.S. dollars to the DRC.



A Congolese government delegation led by Foreign Minister Alexis Thambwe Mwamba, obtained Thursday from India funding of nearly 300 million U.S. dollars. These funds will be mainly oriented in the fields of electricity, transport and rural development.

After two days of talks with Indian authorities in New dhel that his delegation had received formal agreement from the Indian government. Hey Butembo,

That is some good some very good news. I was reading that yesterday and I remember discussing that here on what happened to the Katebola and Katende damn projects being in jeopardy due to financial issues. I hope the financing will come fast and the work can start within the newt year or so. I would like to see the people of both Kasai have access the electrical power and same thing for Bandundu.

Also, cant wait to see what the indians can do with the IT branch. I definitely think this is an opportunity the government can take to push forward the idea of IT center in the country. We can definitely profit from the indians experience and knowledge on IT. Good job to them. We can certainly work out more deals with the indians in areas where they have experience; agricultue, medicine, pharmacy and others.

The government focuses on the rehabilitation of the treatment plant oil Cobil.

The government had invested 1,300 million USD to buy the Mobil Oil Company which later became Cobil. A mixed enterprise company which owns the Congolese state participation. To meet this challenge, Cobil must also undertake the rehabilitation of the plant oil processing and manufacturing of lubricants (motor oils) and insecticides. This plant has been closed since 2000.

The possible solutions to rehabilitate the plant have been submitted to the Portfolio Minister, Jeannine Mabunda Lioko, who visited yesterday Monday, January 14, Cobil this plant, located in the district Kingabwa common Limete, and its branch at Gombe. Yes it is.

The two Kasai and Bandundu must have electricity, sometime in the next year or two. Those Dams should be built.

The kind of development the central area is going to be big. let them get Road, Mechanized Agriculture and Electricity; i bet you Mbuji-Mayi Kanga and Kikwit are going to boom. too much unexploited pontentiel out there.

With the laying of the Fiber Optic Cables [ supposed to run 10,000 kms across the country] I believe IT will finally come in. I think Chinese, Indians and French will be competeting for the market.

Actually they already shown interest in Agriculture and they talked to the government about building an AgriTractors in Kinshasa. Iranians, Ukrainians have also shown interest in building Agritractors in the country.

Yes, Medecine and Pharmacy are a must.

The country is just waking up.

All we need is Infrastructures, Dams and the Banana Deep water port. and you will see how the country will be full of industrial investors.

So building Massive Universities and upgrading the existing ones. [Polytechnic] is a must.
