Yes. Like in the case of Makati and Manila, height limits are already for skyscrapers (or for supertall in Makati as in the case of Stratford). It's not safe to say "within height limits". ^^ Well, there is no universally accepted definition of what constitutes a mid-rise structure nor is there a general agreement between regulatory bodies and agencies. The definitions vary depending on who you ask and a difference in definition wouldn't make one or the other wrong as different dictionaries would define them differently, city governments would create their own classifications, and governing bodies may each make differing explanations.
So the bottomline is, @brian504, it's not safe to question someone's definition of a mid-rise.
@foxyface - No, you are not wrong, it's just that the San José, California government, would have it's own interpretation of what a mid-rise structure is just as any other city government would have their own.
