so why do they apartments for pigeons?
As you read in my first post's link: They were built to collect the droppings as fertilizer for melon and cucumber fields. The droppings were also used in the process of tanning leather.

Yes, those are Wind Towers, the main parts of buildings are underground, you can see in this pic how this ancient cooling system worked:
