Behind this title, and after rumors some years ago that Iran wanted to change the capital, shouldn't Iran develop its currents province/medium cities and develop new ones as well?

Iran has currently a central system, with Tehran the huge, and the rest behind. Developping a system like in the US, with multiple "big" cities, without wasting the beauty of historical Shiraz and Esfahan.

=> The population wouldn't be concentrated in Tehran, with pollution and congestion problem for example.

=> Connect this province cities to Europe, Asia and Australia, and attrack more businessmen and tourists.

etc..

^^ this type of distribution requires a culture and system based purely on progress, organization, infrastructure, management, beauty, innovation and most of all the lack of selfishness. none of these fit the current way things are run in iran

i agree with you 100%. imagine an iran where tehran, tabriz, ahvaz, esfahan, bandar abbas, rasht, anzali, hamedan shiraz etc .... are all on the level of world class cities. but for now ...

The current heavy problem Iran is facing (pollution, environnment pb, traffic, lack of modern infrastruction in train, plane, etc..) is and will make them realize they have to move toward something.

Sure What I said is ambitious and even in iran's system isn't perfect (as you said), we can see (slow) progress

Iran needs foreign investment to be able to do anything like this, cause let's face it the dumb mullahs are clueless. It's not just Iran though, countries like Saudi Arabia and most of the Arabian peninsula were even worse than Iran until they sold their entire country to the west  not saying Iran should follow in their footsteps, but the current akhoonds with their primary school level qur'an education don't know anything about how to build proper infrastucture and organize things, let alone run a country. Iran needs westerners to come fix things up for us.

However Kish Island seems to be properly managed (from outside)

I dont agree as always
There are many well educated and competent people inside iran

As urbastar said , kish is pretty decent (though not exactly a real example of new urbanism) but overall iran has the ability
But power division and money etc are all somewhere else

Looking at projects like mehrshahr's residential masterplan and some really nice older masterplans , good development is possible

Even the mullahs know how make way for a proper building if they want to (for themselves usually)
But well , you know them

Even if iran was clueless aboit everything and had 0 talent. Its best to learn systematically from advanced nations , and then try to learn the technologies and improve ourselves so we can do it too

Ultimately that should be the goal of every community/nation/country/society

Of course some countries would overal be better at some things and others at other things but thats the cool thing about it , and then wre can share /distribute the diversity or even create healthy competition

^^ Problem is that the positions of importance in Iran aren't given to actually competent people, they are given to money hungry mullahs that only care about funneling more dollars into their precious mosques.

I guess if there is solutions to make people move from Tehran to others (new or not) cities or Iran, and make it less crowded

A lot of iranian cities have prestigious sister cities accross the world. I guess how can they gain some experience from them.

For example :

Esfahan : Barcelona, Florence, Kuala lumpur, havana, Saint petersburg

Mashhad : Milan, Kuala lumpur, Munich, Fresno, Santiago de compostela

Tehran : Moscow, London, Beijing, Los Angeles, Seoul, Istanbul, Pretoria

It amazed me when Iran start building new cities/areas with old fashionned/ugly concrete buildings (Karaj, district 22 e.g). Why can't they building the same thing than in Kish in Mainland?!

They could transform most iranian cities if they start to build the same stuff than in Kish or Modern Tehran.

Just imagine a new city in the persian gulf shore, create a pedestrian downtown with restaurant, café, etc.. neo greko roman style buildings we see in North Tehran. The shore with glass or kish buildings for hotels, companies, habitations, etc..
