Tabriz, Mashhad, and Esfahan are probably the best to live in.
In the UK survey Edinburgh comes out on top, but I certainly wouldn't want to live there as it is very expensive, has rubbish public transport and the locals are unfriendly.
As a foreigner to this forum, I have the perception that Iranian cities are very similar to turkish cities. Although Iran borders with many countries, it appears that turkish arquitecture has influenced greatly the iranian cities, especially those situated in northern Iran. May be I am wrong, but it is the perception that I get from seeing those beautiful cities.
