Agency upbeat ERP operational in 2010

After a series of schemes and tricks aimed at easing the city's notoriously crazy traffic, the administration is planning to trial a new project next year involving surveillance cameras and microchips, called the electronic road pricing (ERP) system.

"This system will replace the three-in-one system currently in use," land transportation agency head Hendah Sunugroho said Wednesday at a seminar on public transportation.

The city authorities introduced the three-in-one system more than 15 years ago, on several of Jakarta's main roads.

For the past 10 years, authorities have also been considering introducing a system in which cars with odd and even license plate numbers would take turns using the roads, but the idea has never been implemented.

Now, however, authorities seem optimistic about the ERP plan.

The ERP system will force drivers carrying less than three passengers to pay extra fees for using certain roads, Hendah said.

"We have not established the system yet, but the mechanism would probably involve higher fees for less passengers," he said.

"It would probably adapt a lot of technical aspects from the Singapore ERP system."

Using an ERP system, Singapore has been charging its residents to use its roads since 1998. Car owners there are obliged to install special units on their windscreens that automatically send signals to automatic gates located above expressways and roads with heavy traffic.

These signals prompt the payment of road usage charges, which are drawn automatically from cash cards implanted inside the units.

Surveillance cameras can detect vehicles attempting to use roads without paying tolls, or those carrying less than three passengers but stating otherwise, Hendah said.

"Those who break the law may not be arrested immediately, but may be charged extra when renewing their vehicle ownership documents (STNK)," he said.

However, Muhammad Akbar, the head of the office's traffic scheme management who manages the project directly, was not as certain as Hendah that Jakarta could have the ERP system up and running by next year.

"This system will have to wait until the city has adequate public transportation facilities to support those residents shifting from private vehicles to public transport," Akbar told The Jakarta Post. "and I am not sure such facilities will be available by next year."

Jakarta Transportation Council head Tubagus Haryo Karbyanto said authorities must take into account the importance of informing the public of any new systems long before putting them into place.

"Residents must be notified well before a new system is introduced, and must be given a trial period, because all previous failures of traffic solutions have stemmed from a lack of transparency, information and law enforcement," Tubagus said. (dis)

Kalau ERP mau diterapkan di Jakarta, seharusnya Kota Jakarta di bentengi oleh checkpoint, Setiap orang atau kenderaan dari dan keluar Jakarta harus melewati checkpoint tersebut. kalau kenderaan tanpa ERP masuk ke Jakarta, di checkpoint nanti akan dipinjamkan alatnya atau harus mendaftar di imigrasi Jakarta :) jadi ketika terjepret plat nomor kendaraan yang tanpa ERP, otomatis sistem akan membatalkan tilangnya. Kalau Jakarta dirasa terlalu sulit, boleh lah Area Jakarta diperluas menjadi JABODETABEKJUR. jadi sistem ini mengernalkan ada nya perbatasan atau titik cek imigrasi dalam suatu negara. sistem ini juga diterapkan di Sarawak dimana WN Malaysia semenanjung harus menggunakan passport ketika memasuki wilayah Sarawak.

fyi negara bagian sarawak memang punya perjanjian khusus dengan pemerintahan federal malaysia. kan ini beda banget sama pemerintahan kita yang NKRI. otonominya kan berkesan setengah2, cuman di level kabupaten itupun jadinya amburadul.

A service fee is charged by the service provider for each top-up.

CCTV? Masih sih bisa deteksi berapa orang di mobil, bgmn kalau camera kena refleksi matahari di jendela, dark windscreen, terlalu banyak barang, penumpang tidak kelihatan krn tidur dsb? Bgmn kalau bawa truk, biasanya hanya supir aja dan bgmn kalau bawa lebih dari 3 penumpang, dapat bonus, atau bole masuk jl tol gratis?:nuts:

The Jakarta city administration announced plans on Sunday to impose higher taxes for each additional car an owner purchases.

Jakarta Eyes 2011 Start for New Tax On Extra Vehicles

The city administration says it plans to implement a progressive tax on private vehicles beginning in 2011.

Under such schemes, higher taxes are imposed for each additional car an owner purchases.

The tax is in line with a law surrounding regional taxes that was endorsed by the House of Representatives on August 18.

Reyanalda Madjid, head of the city’s revenue agency, said Jakarta is still waiting for word from the central government before making the scheme a bylaw.

It would take time for that process to wind its way through bureaucratic channels, “so the rational time to start implementing the law is in 2011, not next year,” he said.

Reynalda said the central government needed to issue a regulation and the Minister of Finance must issue a decree. The two steps would set the amount of the progressive tax on an owner’s second or third car or motorcycle.

He said the tax still could not be directly implemented once those two moves were completed. Reynalda said each regional administration must then pass its own bylaw.

Governor Fauzi Bowo said the city was not in a rush to implement the new tax. He said officials must study whether the law would be implemented in Jakarta only or in other provinces.

“If it is only in Jakarta it won’t be effective because people could register their second or third car in other regions,” he said, adding that vehicles could be registered in Bekasi, Tangerang or other outlying districts that might not implement the additional vehicle tax, or impose a smaller percentage than Jakarta.

He said the administration had sent a letter to the Ministry of Home Affairs to find answers to those questions and to ensure implementation would work.

“The city can’t resolve the problems itself, and it has to involve the Home Affairs Ministry,” he said, adding that ultimately only the ministry had the power to determine the percentage of the extra tax.

The law covering regional taxes outlined parameters for how the tax on extra vehicles could be distributed. The law said for the first ownership, the tariff would be 2 percent of the vehicle price. For the second and the third, the tariff could be up to 10 percent.

Each province must set the additional tax percentage because each region employs different regulations that affect vehicle owners, such as fuel taxes.

State news agency Antara reported that the Association of Indonesian Automotive Manufacturers (Gaikindo) had been rejecting the tax scheme since it was still a draft.

The association said the law would hamper the development of the automotive industry in the country.

Mobil dari JB bisa masuk Singapura HARUS dengan ERP apparatus!!! TIDAK BOLEH TIDAK!!!

Alat itu dipinjamkan, dan CHECKPOINT di Woodlands kita bisa beli TOP-UP nya.... Kalau gak ikut itu, palingan ntar kena tangkap... Terrus di-deportasi, dan gak boleh masuk Singapura dalam jangka waktu tertentu sebagai penalty :tongue2:

Biasanya sih, nyantai aja dan tetap lakukan urusan/bisnis seperti biasa. Tapi, nanti jangan kaget ... kalau dapat notifikasi di KOTAK POS rumah dan mesti bayar denda yang mahal... Pembayarannya agak canggih soalnya bisa dilakukan di beberapa tempat.

Jakarta Keen On Road Pricing to Ease Jams

The Jakarta city administration is determined to proceed with a plan to implement an electronic road-pricing system even though it has been rejected by a key House of the Representatives committee, a city official said.

City Secretary Muhayat said the Jakarta administration had learned that the House’s special committee for the regional tax and retribution law had deleted from the draft bill a provision enabling the Singapore-style solution to congested roads.

“The [system] is stipulated in the Traffic Law [passed earlier this year]. So the Finance Ministry has promised to find a way for it to be implemented,” Muhayat said.

The city administration had hoped the electronic road-pricing system, which aims to charge private vehicles for the use of certain roads, would ease the traffic woes that have haunted the capital for years. The regional tax and retribution law was intended to provide the city with a legal basis to collect such fees from motorists.

“We will look for another legal basis to implement it,” Muhayat said. “Just wait.”

Harry Azhar Azis, head of the special House committee, told the Jakarta Globe on Wednesday that the committee dropped the system from the draft bill because the administration did not seem ready to implement it effectively.

“Regional administrations, especially in Jakarta, are unprepared to provide the infrastructure needed to implement [such systems],” he said.

Harry cited toll roads that had failed to solve traffic jams as examples. “If people are charged to drive on certain roads they will look for other routes, and that also causes traffic jams,” he said.

Harry said the committee questioned whether the city could be ready to implement the road-pricing system within the next five years.

“Unless it’s done properly it will be a hindrance to the city’s residents,” he said.

He said it was acceptable for the city administration to look for a new legal basis for implementing the system, but suggested it do its homework to ensure the system was a success.

Darmaningtyas, chairman of the Institute of Transportation Studies, said on Wednesday that the electronic road-pricing system could be used successfully in Jakarta.

“However, public transport needs to be improved before considering it,” he said.

Darmaningtyas noted that the objective of the system was to limit the number of private vehicles by-passing the main roads to avoid traffic jams. He said the city should not focus on the electronic-pricing system, but on building alternative transport, noting that poor public transport led to increased use of private vehicles.

“The city must operate all 15 bus way corridors so mass transportation will reach every corner of the city,” he said.

Yg jelas kita tidak akan menemukan kesemrawutan kemacetan Jakarta disana, walaupun luasnya Singapura (dari segi penduduk dan kota) mungkin nanti menyamai Jakarta, karena pemerintah disana mempunyai program yang JELAS untuk membatasi dan menjaga jumlah kendaraan bermotor.......

National car license tender, car quota, ERP, MRT, dsb.

Penerapan ERP Tunggu Peraturan Pemerintah

Rencana Pemprov DKI menerapkan program elektronic road pricing (ERP) atau retribusi jalan raya nampaknya akan tertunda hingga akhir 2010 mendatang. Sebab hingga kini peraturan pemerintah yang merupakan turunan dari Undang-undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan (LLAJ) belum terbit. Sejatinya program ini adalah salah satu upaya untuk mengatasi kemacetan lalu lintas di ibu kota.

Kepala Dinas Perhubungan (Dishub) DKI Jakarta, M Tauchid Tjakra Amidjaja mengatakan, saat ini surat gubernur telah dikirim langsung ke Menteri Perhubungan dan Menteri Keuangan RI agar segera diterbitkan peraturan pemerintah mengenai penerapan ERP yang merupakan turunan dari Undang-Undang No 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan (LLAJ).

Sebelumnya, penerapan kebijakan ERP telah ditolak DPR karena Pemprov DKI dinilai belum mampu mengatasi kemacetan dan akan menggantinya dengan pajak progresif. Namun Tauchid menilai, ERP masih dapat dilakukan di Jakarta karena dalam UU 22/2009 ada salah satu pasal yang menyebut bisa menerapkan retribusi jalan raya di jalanan ibu kota. Kemudian, pada UU 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah (PDRD) juga menyebut secara tersirat kalau retribusi jalan raya itu bisa dipungut tanpa melanggar peraturan hukum. “Dalam UU tersebut ada pasal yang menyatakan segala jenis retribusi yang belum tertuang dalam UU maka bisa diatur dalam peraturan pemerintah,” kata Tauchid, dalam acara Temu Wicara antara Gubernur DKI dengan wartawan Balaikota di Hotel Boutique, Senin (7/12).

Pelaksanaan ERP di lapangan bisa diterapkan setelah peraturan turunan dari pemerintah pusat diterbitkan. Sayangnya, peraturan pemerintah ini diprediksikan baru turun dalam jangka waktu satu tahun setelah UU dikeluarkan yaitu pada 22 Juni lalu. "Kita harap PP itu terbit secepatnya," harapnya. Sedangkan, untuk pengadaan fasilitas untuk ERP ini akan dikoordinasikan dengan Departemen Perhubungan.

Penerapan ERP ini dinilai mendesak karena pertumbuhan jalan dengan kendaraan sudah tidak seimbang. Penambahan kendaraan 9-10 persen per tahun sementara pertumbuhan jalan hanya kurang lebih 0,01 persen per tahun. Ia juga menilai, ERP akan efektif untuk memindahkan pengguna kendaraan pribadi ke angkutan umum. Sebab, pengguna kendaraan pribadi akan dikenakan biaya tambahan untuk melintasi jalan tertentu. Akibatnya mereka akan memilih untuk pindah ke angkutan umum yang lebih murah. Pendapatan dari ERP ini juga akan dikembalikan kembali untuk perbaikan angkutan umum.

Gubernur DKI Jakarta, Fauzi Bowo, mengatakan, selain dengan ERP juga muncul wacana pembatasan kendaraan pribadi dengan penerapan nomor ganjil dan genap. Pembahasan mesti dilakukan multi sektor karena tidak boleh ada celah yang memungkinkan penggunaan kendaraan melanggar peraturan pembatasan tersebut. "Sekarang kan warga Jakarta pintar-pintar banyak yang bisa memanipulasi peraturan dengan berbagai cara," kata Fauzi Bowo.

Disebutkan, dalam Pola Transportasi Makro (PTM) yang digabungkan Pemprov DKI Jakarta sendiri telah memprogramkan pembatasan jumlah kendaraan pribadi dengan beberapa program seperti 3 in 1, ERP (electronic road pricing), pembatasan parkir dan penerapan nomor ganjil genap. Sementara peningkatan kapasitas jaringan jalan akan mencakup pelebaran jalan, pembangunan flyover dan underpass, pedestrianisasi, dan jalur non-motorised vehicle (non sepeda motor).

Sedangkan pembangunan angkutan umum massal akan mencakup empat hal yaitu pembangunan MRT (mass rapid transit) dalam bentuk subway atau kereta bawah tanah, LRT (ligth rail transit) dalam bentuk monorail atau kereta layang, BRT (bus rapid transit) dalam bentuk busway atau jalur khusus bus serta warterways atau angkutan sungai dalam bentuk kapal motor.
