I understand when the routes aren't covered by TJ, regular buses are needed. But what about those that are already covered by TJ? It feels funny to see pics of a TJ bus next to a regular bus, with which private cars have to share lanes. This only increases congestion in regular lanes, because private drivers already sacrifice one lane for busway. They don't have much space left to share anymore.
They still exist right now, but of course, the plan is to phase them out gradually along with the expanding busway network.
City to build primary busway corridors

The city administration has decided to prioritize the development of six primary busway corridors prior to 2007, instead of 12 as announced earlier.

"The City Public Works Agency is now studying the planned 12 corridors and will pick six priority corridors as their presence will make a significant improvement to the whole transportation system," City Secretary Ritola Tasmaya told The Jakarta Post on Tuesday.

Ritola did not reveal the reasons behind the scaling down of the plan, but financing problems were probably one of the causes. The city administration has halted the construction of the Pulogadung-Harmoni and Harmoni-Kalideres busway corridors, known as corridors 2 and 3, due to financial difficulties.

Ritola said that the six priority corridors would be classified as multi-year projects.

"It means the projects will enjoy continuous financing for several years from the city budget," he said.

Ritola's statement was in line with the administration's initial plan stipulated in the Jakarta Transportation Master Plan (PTM) 2004 made available to the Post.

The plan indicates that the administration will develop seven busway corridors by 2007.

The corridors will be supported by primary routes served by buses and secondary routes served by both buses and minibuses.

The master plan also states that the administration will further extend the project with seven more new routes, which will be developed after 2007.

Governor Sutiyoso had earlier said that the city administration would develop 12 busway corridors by 2007, when his second term ends.

City Public Works Agency head Fodly Misbach said earlier that the development of the 12 busway corridors would require between Rp 2.5 trillion (US$275 million) and Rp 3 trillion in investment.

The Jakarta Planning Agency (Bapeda) has been assigned to prepare budget allocations for the financing of the busway.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar acknowledged that the administration would find it difficult to go ahead with the acceleration project, mainly due to glaring problems in the field.

"We need to widen some roads to be used as busway corridors. And that's not an easy task to do, especially due to the land acquisition issue," Rustam said.

Many of the city's projects have hit snags owing to land acquisition problems, like the development of East Flood Canal, Pulogebang bus terminal.

The administration has allocated more than Rp 500 billion from its 2005 city budget for the establishment of two busway corridors, which will connect Pulogadung in East Jakarta with Harmoni in Central Jakarta and Harmoni with Kalideres in West Jakarta. Both corridors are slated to become operational in October.

The administration spent at least Rp 240 billion to build the first busway corridor from Blok M in South Jakarta to Kota in West Jakarta early last year.

Pembangunan Empat Koridor Baru Busway Segera Dimulai

Pemerintah Propinsi DKI Jakarta tahun ini akan memulai pembangunan empat koridor baru busway. Berbeda dengan tiga koridor sebelumnya, pembangunan keempat koridor itu akan dilakukan dengan sistem multiyears. Artinya, walau pengerjaan dilakukan lebih dari satu tahun anggaran, namun penetapan anggaran dilakukan saat pertamakali anggaran disetujui DPRD DKI Jakarta.

Keempat koridor baru tersebut yaitu koridor Ragunan-Imam Bonjol via Mampang-Rasuna Said-Taman Surapati, memutar di rumah dinas Gubernur DKI Jakarta. Koridor kedua Cililitan-Ancol via Tanjung Priok. Lalu, koridor Pulogadung-Bundaran HI via Jalan Pramuka. Terakhir, koridor Kampung Rambutan-Kampung Melayu via jalan raya Bogor-Sutoyo-Dewi Sartika-Otista. Keempat koridor itu diharapkan akan selesai akhir 2006. Nantinya, kata dia, empat koridor baru itu akan terintegrasi dengan dengan tiga koridor sebelumnya.

Kepala Dinas Pekerjaan Umum (PU) DKI Jakarta, Fodli Misbach kepada wartawan, Selasa 10/5), mengatakan untuk membiayai pembangunan empat koridor itu, Dinas PU telah mengajukan anggaran sebesar Rp 400 miliar. “Kita akan ajukan dana Rp 100 miliar pada perubahan anggaran (ABT). Sedangkan sisanya diajukan pada tahun anggaran berikutnya,” ujar Fodli.

Fodli beralasan, penggunaan sistem multiyears pada keempat koridor tersebut untuk menghindari terhambatnya pengerjaan proyek tersebut. “Seperti proyek monorel atau BKT, kemungkinan gagal ditengah jalan sangat kecil karena anggaran sudah ditetapkan sejak proyek dimulai,” jelasnya.

Sebagai contoh, pengerjaan koridor II dan III busway sempat tertunda hampir setengah tahun akibat masalah pembahasan anggaran yang belum juga selesai. Meski sudah disetujui pada tahun anggaran sebelumnya, namun karena tidak menggunakan sistem multiyears, akhirnya pengerjaannya menjadi terhambat “Hampir 50 persen pengerjaan proyek menjadi terhambat,” ungkapnya.

Dia menambahkan, sebelum keempat koridor itu selesai, pihaknya juga akan melanjutkan pembangunan empat koridor baru lagi. Sehingga, lanjut dia, tahun 2007 nanti sudah terbangun 11 koridor yang saling terintegrasi. “Jika kesebelas koridor itu sudah selesai, maka satu koridor bisa berfungsi sebagai feeder (pengumpan-red) bagi koridor busway lainnya,” ungkapnya.

Menyangkut soal tiket multitrip bagi penumpang busway, menurut Fodli, hal itu menjadi tanggung jawab Badan Pengelola (BP) Transjakarta. “Menyangkut tiket multitrip, BP Transjakarta yang lebih mengetahuinya,” tuturnya.

Selain mengajukan empat koridor baru, tambah Fodli, pihaknya juga akan menunda pembangunan tiga koridor lain. Ketiga koridor yang dimaksud adalah koridor Cileduk-Tendean, koridor Pasar Minggu-Manggarai serta koridor Kalimalang-Cawang.

Foldi beralasan, penundaan pembangunan tiga koridor itu karena pengerjaannya dianggap lebih sulit dibanding koridor lain. Sebab, kondisi eksisting jalan yang ada terlalu sempit, sehingga satu-satunya cara agar bisa dilalui busway, yaitu dengan pelebaran jalan. “Upaya pelebaran jalan itu tidak mudah. Selain harus melakukan pembebasan, harganya pun sangat tinggi dan biasanya diatas nilai jual objek pajak (NJOP),” tukasnya.

Ketua DPRD DKI Jakarta, Ade Surapriatna ketika dihubungi secara terpisah, mengaku sudah mendengar rencana dari eksekutif tersebut. “Prinsipnya, kita akan mendukung kebijakan Pemprop DKI selama untuk kepentingan umum,” katanya.

Halte Busway Koridor II dan III Dilengkapi Genset dan Toilet

Kepala Dinas Perhubungan (Kadishub) Propinsi DKI Jakarta, Rustam Effendi mengungkapkan, ada kemajuan dari pembangunan infrastruktur busway koridor II trayek Pulogadung – Harmoni dan koridor II trayek Kalideres – Harmoni bila dinandingkan dengan busway koridor I trayek Blok M – Kota yaitu setiap halte nantinya dilengkapi dengan genset dan toilet. Demikian diungkapkan Rustam Effendy kepada wartawan termasuk beritajakarta.com saat konferensi pers mengenai lanjutan pembangunan busway Koridor II dan III Pulo Gadung - Harmoni – Kalideres di kantor Dishub, Jatibaru, Jakarta Pusat, Kamis (12/5).

“Setiap haltenya nanti kita pakai genset otomatik sehingga begitu mati listrik maka secara otomatis genset hidup tanpa harus dikendalikan oleh operator. Kalau di Koridor I melewati banyak perkantoran tapi sulit untuk melakukan aktivitas buang air kecil maupun besar maka untuk koridor II dan III di beberapa haltenya akan dilengkapi toilet,” jelas Rustam.

Rustam menegaskan, seperti apa yang kemarin (Rabu, 11/5) dipaparkan kepada Komisi D DPRD DKI bahwa kelemahan dan kekurangan yang ada pada busway koridor I mulai koridor II akan ditingkatkan menjadi lebih baik lagi agar busway sebagai salah satu moda angkutan makro di DKI Jakarta akan lebih menarik para pengguna kendaraan pribadi untuk beralih ke busway sehingga pada saatnya kemacetan lalu lintas Jakarta dapat dikurangi.

Khusus untuk di Roxy, lanjut Rustam, pembangunan haltenya dihentikan sementara mengingat ada pembangunan flyover oleh Dinas Pekerjaan Umum (PU). “Di Roxy karena flyover dibangun terpaksa kita undurkan dulu pembangunan haltenya karena akan mubazir. Pembangunan flyover itu menurut PU diperkirakan hampir 1,5 tahun,” katanya.

Sebagai solusinya, kata Rustam, haltenya untuk sementara dipindahkan ke Jalan Suryopratomo. Dan di Suryopratomo pun tidak kita bangun halte baru. Rustam menambahkan, untuk pembangunan halte di koridor III di Jalan Daan Mogot yang melewati flyover memang mengalami kesulitan karena harus melakukan pelebaran jalan dimana kondisi jalannya menyempit akibat flyover tersebut.

Lebih lanjut Rustam mengungkapkan, dalam pemabangunan busway ini melibatkan empat instansi yaitu Dinas PU, Dishub, Pertamanan dan Penerangan Jalan Umum (PJU).

City to accept advise on busway

The Jakarta administration said it would use suggestions offered by experts from the New York-based Institute for Transportation and Development Policy (ITDP) to improve the busway service.

"We take the suggestions they gave us seriously ... some will be applied to our new busway corridors," Deputy Governor Fauzi Bowo said over the weekend.

He said extra doors would be added to the buses and shelters of the busway in order to cut down on the boarding time and the buses' stopping time.

Fauzi said the busway operator also would begin the trial run of an articulated bus on the Blok M-Kota busway corridor as part of efforts to boost the capacity of the system.

"An articulated bus is ready and the TransJakarta busway management is preparing a test run," he said.

He said the administration realized articulated buses were needed in order to accommodate more passengers on future busway corridors.

Adding second doors to every bus and shelter along the busway corridors and operating articulated buses were among the recommendations made by the ITDP during a meeting with Fauzi last Wednesday.

According to the ITDP's projections, adding additional doors would significantly shorten the current boarding time of 45 seconds to 22 seconds, in turn increasing the capacity of the buses to 6,000 passengers per hour per direction from the current 2,700 passengers per hour per direction.

The institute, which also provided technical assistance for the TransMilenio busway project in Bogota, Columbia, which Jakarta has tried to emulate, also recommended the use of articulated buses to further increase the capacity of the buses to 9,600 passengers per hour per direction.

ITDP executive director Walter Hook also faulted the city administration's failure to integrate the Senen railway station in Central Jakarta into the busway system, saying that failure would cause the system to lose between 20,000 and 25,000 passengers per day.

Commenting on the criticism, Fauzi said the administration would integrate the railway station into the busway system after it finished renovating the Senen area.

The administration plans to complete construction this year of two new busway corridors connecting Pulogadung in East Jakarta and Harmoni in Central Jakarta, and Harmoni and Kalideres in West Jakarta.

The administration began operating the first busway route in January last year, connecting Blok M in South Jakarta with Kota in West Jakarta.

City Transportation Agency head Rustam Effendy Sidabutar said the administration would complete the new busway routes by the end of December.

"At least 29 public bus routes with 302 buses will be affected by the new busway routes," Rustam said.

He said buses whose routes overlapped the busway corridors by at least 50 percent would be scrapped, but the operators would be given the opportunity to join the consortium operating the new corridors or to move their armada to other routes.

yep, as far as I know corridors 2 and 3 will be completed by the end of the year
Corridors 4,5,6 and 7 will start preliminery work this year. The govt has an ambitious plan to finish these 4 lines by 2007.

Its a shame that corridor 2 and 3 are delayed. I really hope that they are operational by end of year. Delays should not be tolerated, cos the busway program has been delayed a few times now (for the targeted completion of 11 lines, and now corridor 2 and 3).

On a positive note, its good to hear that they're improving the facilities, including putting articulated bus into service.

Pembiayaan Busway Direncanakan Secara Multiyears pada 2006




Pemerintah Propinsi (Pemprop) DKI Jakarta mengharapkan kepada Dewan Perwakilan Rakyat Daerah (DPRD) DKI Jakarta agar pembiayaan busway dilakukan secara multiyears. “Begitu anggaran didapat, saya harapkan bulan enam ini sudah mulai dicairkan dan bisa dijalankan melalui mekanisme tender,” jelas Sutiyoso kepada wartawan usai shalat Jumat di Balai Kota, Jumat (24/5).

Sutiyoso mengatakan, mulai tahun 2006 mendatang, Pemprop DKI Jakarta meminta kepada DPRD DKI Jakarta agar merencanakan pembiayaan busway secara multiyears karena melihat kondisi kemacetan Jakarta yang semakin parah. “Kalau busway sudah dapat dibangun banyak koridor itu secara otomatis orang akan meninggalkan mobil pribadi,” ujar Sutiyoso.

Disamping busway tersebut kata Sutiyoso, pembangunan monorel juga terus berjalan sehingga diharapkan pada tahun 2007 dapat beroperasi dan 15 koridor busway telah dibangun maka akan sangat membantu mengurangi kemacetan lalu lintas kendaraan di Jakarta. “Saya juga akan mengimbangi dengan peraturan-peraturan pembatasan kendaraan pribadi seperti yang dilakukan oleh kota-kota besar di dunia,” katanya.

Adapun untuk masalah bahan bakar gas yang akan diterapkan pada busway, Sutiyoso menjelaskan, Pemprop DKI telah menawarkan kepada swasta melaui tender yang kompetitif.

Ketika ditanya wartawan tentang adanya kemungkinan terhambatnya operasi busway koridor II dan III pada akhir 2005 ini karena belum tersedia armadanya oleh konsorsium, dengan tegas Sutiyoso membenarkan pernyataan tersebut. “Kemarin yang saya cek. Dan kemarin itu kan belum menyangkut koridor II dan III tetapi adalah kemarin yang diekspos feeder dan saya minta segera dibangun dan ditata kembali. Memang ini merubah sistem, dulu setiap koridor berjalan masing-masing diintegrasikan dan trayek itu harus dirubah lagi, disesuaikan dengan kondisi yang ada,” ujarnya.

Lebih lanjut Sutiyoso mengatakan, pekan depan, dirinya menginstruksikan kepada Dinas Perhubungan untuk mengekspos masalah busway koridor II dan III.

I'm pretty convinced that the Jakarta administration is full of incompetent, corrupt bureaucrats who lack administrative abilities and have no idea about running projects on schedule

No gas-powered buses stall busway project expansion

The new busway routes are unlikely to start operations by the year-end deadline because the Jakarta administration has yet to start constructing the compressed natural gas (CNG) stations for the buses.

"I have the impression that the relevant city officials have failed to accomplish their tasks on time ... I know that there is a lot of work to do, which is still incomplete," Jakarta Deputy Governor Fauzi Bowo told The Jakarta Post at City Hall after Friday prayers.

Fauzi slammed the officials in charge, calling them incompetent and unable to work to schedule.

"What a waste. We had even sent them to study at higher education institutes. Unfortunately, they have failed to perform."

Assistant to the city secretary for development affairs Hari Sandjojo said the administration had not yet appointed any private companies to help finance the construction of the CNG network.

"So far, we are still selecting the companies, who are interested in investing in the CNG supplies," Hari told the Post.

Four private companies have expressed interest in building gas networks connecting the city's existing CNG pipeline to the two planned CNG stations on Jl. Perintis Kemerdekaan in North Jakarta and at Rawabuaya, West Jakarta. The two CNG stations will cater for 200 buses on routes linking Pulogadung in East Jakarta to Harmoni in Central Jakarta and from Harmoni to Kalideres in West Jakarta.

Earlier in April this year, the administration, state oil and gas company PT Pertamina and gas distributor PT PGN signed a memorandum of understanding to supply CNG to the busway, as part of efforts to gradually replace high emission-vehicles using gasoline with CNG-powered ones, which have lower emissions.

The MOU is also a follow-up of the plan to require all public transportation vehicles to use CNG in order to reduce air pollution in Jakarta --the world's third-most polluted city after Mexico City and Bangkok, in line with the implementation of Bylaw No. 2/2005 on air pollution control endorsed in February.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar revealed that a consortium of local companies in charge of procuring the buses, was currently ordering chassis from a private company in South Korea.

"It has ordered for the first round, 71 chassis out of the planned 200 for the buses. Those chassis will be reassembled at the New Armada workshop in Magelang, Central Java," Rustam said.

City company to launch CNG-powered busway in December

The city administration said on Wednesday that the second and third busway corridors would start operating in December, despite delays in their construction due to financial problems.

"We are sticking to the original plan of launching the corridors in December," Jakarta City Secretary Ritola Tasmaya told reporters at City Hall.

Fears have been increasing that the two corridors -- Pulogadung-Harmoni and Harmoni-Kalideres -- would not be completed on time due to delays in the disbursement of funding from the city administration.

Ritola said that 71 buses, powered by compressed natural gas (CNG), would initially serve the two routes starting in December.

The city administration would build natural gas pipelines to keep the buses fueled in cooperation with state CNG supplier Perusahaan Gas Negara (PGN).

Two CNG stations would be built along the two busway routes -- one at Rawabuaya in West Jakarta and another on Jl. Perintis Kemerdekaan, East Jakarta.

"We are now asking for help from the Agency for the Assessment and Application of Technology (BPPT) to appoint one of four private sector firms to operate the CNG system," said Hari Sandjono, the assistant to the city secretary for development affairs, without naming the firms.

Hari said the BPPT would make the final decision on the appointment of the CNG operator in mid-August.

Meanwhile, PT Trans Batavia, the consortium that will operate the new busways, confirmed that the buses on the new routes would use CNG and said that 71 buses with CNG engines had been ordered from South Korean busmaker Daewoo.

"The buses will arrive next month," said I Gusti Ngurah Oka, an advisor to the board of directors of Mayasari Bakti, which controls 50 percent of the shares in the consortium.

Aside from Mayasari Bakti, the consortium consists of three other bus companies -- Steady Safe with 23 percent of the shares, state bus company PPD with 22 percent and PT Metromini with 5 percent.

Unlike the buses plying the city's first busway corridor from Blok M in South Jakarta to Kota in West Jakarta, which have manual transmissions, the new buses will have automatic transmissions so that the drivers will find them more comfortable and easy to drive, Oka said.

During the first days of the first busway route's operation in January of last year, many of the buses transmissions were damaged as some drivers used the same gear while driving between bus stops due to the relatively short distances between them.

Trans Batavia said that during the start-up phase, 71 buses would serve the new routes, but that the number would gradually be increased to 204.

The Jakarta administration plans to transform TransJakarta Busway Management (BP TransJakarta), a non-structural organization under the city administration, into a corporate entity in order to boost flexibility in handling the proposed 15 busway corridors in the capital.

I hope Sutiyoso understands the importance of expanding the busway network to the promised 15 lines. If we had 15 busway lines operating in Jakarta, then that is sufficient as a mass rapid transportation network for the city...upgrade to subway in the future when demand so requires and when we have enough funds..but i think busway is sufficient for the next 10 years or so.

Pembebasan Lahan Sesuai NJOP Dimulai Pekan Depan

Jakarta, Kompas - Sebagian warga tetap menolak pembebasan lahan untuk busway koridor II. Pemerintah Provinsi DKI Jakarta pun menempuh penerapan Peraturan Presiden Nomor 36 Tahun 2005 sebagai jalan keluar.

Busway koridor II menghubungkan Pulo Gadung-Harmoni. Saat ini pembangunannya masih terkendala berbagai hal, di antaranya pembebasan lahan di Jalan Perintis Kemerdekaan.

Lahan yang akan dibebaskan, persisnya sepanjang 1,3 kilometer dari Lapangan Bermis menuju Terminal Pulo Gadung. Pembebasan lahan itu direncanakan dengan lebar 20 meter milik puluhan warga yang membuka berbagai macam usaha di tempat itu.

Jalur tersebut terpaksa harus dibebaskan karena keadaannya yang menyempit, dimulai dari Lapangan Bermis hingga Terminal Pulo Gadung. Pada bagian jalan sebelumnya dari arah Senen, Jalan Perintis Kemerdekaan itu cukup lebar, dengan masing-masing jalur memiliki jalur cepat dan jalur lambat.

Pembebasan

Pelaksanaan pembebasan lahan itu hingga kini tidak bisa berjalan sepenuhnya. ”Saat ini diperkirakan 60 persen warga yang bersedia menerima ganti rugi pembebasan sesuai NJOP Rp 1,9 juta per meter persegi,” kata Kepala Dinas Pekerjaan Umum Fodly Misbach, Kamis (21/7).

Lebih lanjut, Fodly mengatakan, pembayaran ganti rugi itu akan dimulai pekan depan oleh Wali Kota Jakarta Utara. Selebihnya, bagi warga yang menolak pembayaran sesuai dengan nilai jual obyek pajak (NJOP) tersebut, pemerintah mulai menerapkan Peraturan Presiden (Perpres) Nomor 36 Tahun 2005 tentang Pengadaan Tanah bagi Pelaksanaan Pembangunan untuk Kepentingan Umum.

Perpres yang diterbitkan pada 3 Mei 2005 ini memungkinkan bagi ”pemaksaan” terhadap warga melepas hak atas tanahnya demi kepentingan umum. Dalam hal ini kepentingan umum yang dimaksudkan adalah busway koridor II.

”Musyawarah penetapan harga untuk ganti rugi lahan berlangsung 90 hari sejak Mei lalu (setelah penerbitan Perpres No 36/2005—Red) dan sekarang hampir selesai. Bagi warga yang masih menolak pembayaran ganti rugi, pemerintah akan menitipkannya ke pengadilan negeri,” kata Fodly.

Berdasarkan mekanisme Perpres 36/2005, seandainya tidak tercapai kesepakatan ganti rugi dengan warga, panitia penyelenggara sarana kepentingan umum itu dapat menitipkan nilai ganti rugi berdasarkan berbagai pertimbangan yang berlangsung selama musyawarah penetapan harga selama 90 hari sebelumnya.

Asmani, satu di antara warga yang menolak ganti rugi sesuai NJOP sebesar Rp 1,9 juta per meter persegi, mengatakan, kalau urusan sudah sampai di pengadilan, pastilah warga kalah.

Tetapi ia tetap mengimbau agar pemerintah bijaksana dalam mempertimbangkan besaran ganti rugi agar di kemudian hari tidak menyengsarakan warga yang terkena busway.

Tujuh Kontraktor Bangun Jalan Koridor III ”Busway”

Jakarta - Tujuh kontraktor bakal membangun jalan koridor III busway sepanjang Harmoni Jakarta Pusat ke Kalideres Jakarta Barat. Sedang, pembangunan jalan koridor II busway dari Pulogadung Jakarta Timur ke Harmoni Jakarta Pusat sudah dilaksanakan, tinggal sedikit lagi karena lahan sepanjang 1,5 km di Jl Perintis Kemerdekaan belum dibebaskan.
Kepala Dinas Pekerjaan Umum (DPU) DKI Jakarta, Fodly Misbach menegaskan hal ini kepada SH, Senin (25/7) sehubungan dengan rencana Pemda DKI Jakarta mengoperasikan busway koridor II dan III pada akhir tahun 2005. Di lapangan, jaringan jalan itu belum rampung.
Menurutnya, pembangunan koridor III melibatkan tujuh kontraktor agar cepat selesai sehingga pada akhir tahun 2005, busway bisa dioperasikan. Jalur sepanjang Harmoni-Kalideres dibagi dalam tujuh bagian dan dikerjakan tujuh kontraktor agar cepat selesai dan dapat dioperasikan akhir tahun 2005.
Sepanjang Kalideres-Rawa Buaya dikerjakan satu kontraktor, Rawa Buaya-Taman Kota satu kontraktor, Taman Kota-Green Garden satu kontraktor, Green Garden-Indosiar satu kontraktor, Indosiar-Grogol satu konraktor, Grogol-Roxy satu kontraktor dan Roxy- Gajah Mada dikerjakan kontraktor lain lagi. ‘’Nama kontraktor saya tidak ingat,’’ ujarnya.
Saat ini, lanjut Fodly, pekerjaan jalan sudah mulai dilaksanakan, dimulai dari Kalideres Jakarta Barat. Dalam waktu sekitar tiga bulan, pekerjaan jalan koridor III busway sepanjang Harmoni-Kalideres Jakarta Barat bisa diselesaikan.
Sementara koridor II dari Pulo Gebang ke Harmoni sudah dikerjakan walaupun belum selesai. Pekerjaan agak terhambat karena lahan belum dibebaskan.
Lahan di Jl Perintis Kemerdekaan pun, tambah Fodly, minggu depan sudah mulai dilakukan pembayaran sebab sekitar 60 persen warga sudah menyetujui harga ganti rugi sesuai nilai jual objek pajak (NJOP) yakni Rp 1,9 juta.(andreas piatu )

Busway firms may be replaced

Jakarta Governor Sutiyoso said Thursday that his administration would remove bus companies that have bad loans with banks from a consortium in charge of developing the city's new busway routes.

"We will verify whether they (the companies) have bad debt. If they do, we will replace them with other firms," Sutiyoso announced at City Hall on the sidelines of a meeting with city leaders on the launch of a campaign against thug gangs in the capital.

He was commenting on a report that two members of the TransBatavia consortium, which will be in charge of the busway Corridors II and III -- PT Mayasari Bakti and PT Metromini -- had failed to repay outstanding loans from city-owned Bank DKI.

Corridor II will stretch from Pulogadung in East Jakarta to Harmoni in Central Jakarta, while Corridor III from Harmoni to Kalideres in West Jakarta. They are expected to begin operation early next year.

According to a letter sent by Bank DKI to Bank Indonesia dated July, 5, 2005, Mayasari owes the bank Rp 22.7 billion (US$2.5 million), while Metromini still owes Rp 16 billion to Bank DKI.

The loans, which Bank DKI classifies as bad debts, were part of liquidity loans given to public transportation firms between November and December 1999 with a low interest of 6 percent.

Mayasari and Metromini have refused to comment on the report, but did make the assertion that the loans were taken out by the previous owners.

"We will require those companies to repay their respective obligations first," he stressed.

Aside from PT Mayasari Bakti and PT Metromini, which have 50 percent and 5 percent of shares, respectively, the consortium also groups two other companies whose routes are being affected by the new busway routes -- Steady Safe with 23 percent and state bus company PPD with 22 percent.

He also said he had not been informed about the consortium's proposal to buy Daewoo buses from South Korea at the price of Rp 1.5 billion each for Corridors II and III -- roughly twice the price of the buses used for the first busway route of between Rp 821.7 million and Rp 846.5 million.

TransBatavia said Tuesday that it had proposed compressed natural gas-fueled buses made by South Korean firm Daewoo for the new buses.

The Daewoo buses reportedly have automatic transmissions with 11,000-cc engines that produce 290 horsepower.

"Of course, we will re-check whether such a price is proper," he asserted.

TransJakarta Busway Management (BP TransJakarta) head Irzal Z Djamal had said that the price too high.

"The administration has to dig deeper into its wallet to pay for a higher ticket-price subsidy or raise ticket prices," he said without elaborating on the details of the expected subsidy or revenue from the tickets.

He said that TransBatavia had recommended a distance-based ticketing system for the new busway projects to keep the subsidy costs from increasing too much, if it stuck with the flat ticketing system.

The second busway corridor from Pulogadung in East Jakarta to Harmoni in Central will be 13.4 kilometers long, while the third route from Harmoni to Kalideres in West Jakarta is 18 kilometers, as compared to the current 12.9-kilometer route from Blok M in South Jakarta to Kota in West Jakarta.

PT TransBatavia president director Azis Rismaya Mahfud acknowledged that his company would not be able to provide the buses ahead of the schedule of the busway operation in December this year due to financial problems, saying it would likely launch the busway project in March 2006.

Busway routes to open before buses bought

Governor Sutiyoso insisted that his administration would stick to its initial plan to launch the new busway corridors by the end of this year, although the busway operator would not be able to get the new compressed natural gas-fueled buses ready by that time.

The second busway corridor will link Pulogadung in East Jakarta to Harmoni in Central Jakarta and from Harmoni to Kalideres in West Jakarta.

"I have decided that the new busway project will be operational by the end of this year," Sutiyoso said on Friday.

He was asked to comment on a statement made by the consortium of bus operators, PT TransBatavia, that it would not be able to procure the buses ahead of the schedule amid glaring financial problems shrouding some of the consortium members.

Two of four companies grouped in TransBatavia, PT Mayasari Bakti and PT Metromini, which hold 50 percent and 5 percent shares respectively, have bad debts with city-owned Bank DKI.

Mayasari owes the bank Rp 22.7 billion, while Metromini has Rp 16 billion in bad debts owed to Bank DKI.

The outstanding loans that have turned into bad debts are part of the liquidity scheme given to public transport enterprises between November and December 1999 with a low interest rate of 6 percent.

"I have stressed that we would leave them (the companies) behind and replace them with other operators should they obstruct the implementation of the project," Sutiyoso asserted.

Besides Mayasari and Metromini, other companies in the consortium are Steady Safe with 23 percent shares and state bus company PPD with 22 percent.

City Secretary Ritola Tasmaya revealed that the administration would use existing diesel-fueled buses for the maiden ride.

"We have at least 30 buses we've procured as a backup fleet for the first corridor. We will use them until the new CNG-fueled buses are ready," he said.

TransBatavia president director Azis Rismaya Mahfud said that the CNG-fueled buses would only be ready for operation in March next year at the earliest.

He complained that the CNG-fueled buses that the administration stipulated had made the procurement of the buses more expensive.

The consortium has proposed the procurement of the first batch of 126 buses, each priced at Rp 1.5 billion. The bus produced by South Korean firm Daewoo, will have automatic transmission. It also has 290 horsepower from its 11,000 cubic centimeter engine, to carry the weight of the bus, which also include seven big CNG tanks.

Sutiyoso's administration has been eager to use CNG as part of campaign to use alternative sources of energy and to help reduce air pollution in the world's third most polluted city.

"The use of CNG is final for the busway project. We also plan to expand the use of CNG for other public transportation vehicles in the city," Sutiyoso said.

Darn it ... those operators shd be punished for the delay. They should've known of the requirement for CNG powered buses earlier.
but if you read that article, sutiyoso said he will use the 30 reserve buses from coridor 1 to operate in coridor 2 and 3 until the arrival of the CNG buses next year.
