Here in Melbourne we buy ticket for time, not distance.
Eg. If you buy 2 hour ticket, you can use tram, bus, trains as many time as you like. They all owned by different company. The government basically setup up few operators for tram bus and trains. And another operator for the ticket.
It is very convinient (but a bit tedious sometime hehehe)

I also used to stay in Melbourne for 1,5 years to finish my degree there 5 years back. I consider that Melbourne has a very good and convenient transportation system physically and administratively. Physically, all modes of transportation are closely connected. When we get off subway, near the station there is a bus shelter and/or tram stop, so we can continue our intended trip conveniently. Administratively, the ticket apllies to all three tranportation modes based on time from 2 hour, daily, weekly, monthly and yeraly. We can choose what we like. We don't have to buy ticket again and again once we change to other modes. Only time permits you to travel. I like this one.

Well.. public transport is handed to private operator now
First, they scrapped the tram conductor
Result: lots of junkies in the tram, vandals etc.
The train service now always delayed or cancelled
People been yelling to government to take over the public tranport management back

Funny to see things in Aussie where government can do better than private companies

JAKARTA (Bisnis): Pemprov DKI Jakarta menyiapkan anggaran khusus untuk mensubsidi 15 koridor infrastruktur busway sebesar Rp2,5 triliun.

Sekda DKI Jakarta, Ritola Tasmaya, mengatakan kebijakan tersebut diterapkan guna mempercepat penyelesaian koridor busway sekaligus memberikan pelayananan yang baik kepada publik.

"Buat membangun infrastruktur pelayanan publik memang harus disubsidi oleh pemerintah daerah. Hal tersebut menjadi suatu kewajiban," katanya di Jakarta hari ini.

Menurut dia, langkah tersebut juga dimaksudkan untuk memberi kepastian hukum pada investor bahwa Pemprov mendukung penuh proyek busway yang sekarang ini sedang dibangun.

Meski Pemprov mendukung dengan memberikan subsidi yang besar, namun pihaknya tetap memastikan prosesnya berjalan secara transparan, dapat dipertanggungjawab dan terbuka bagi publik.

Busway increases fleet, improves ticketing system

The TransJakarta Busway Management announced on Friday it had added nine new buses to its existing fleet of 56 buses to cope with large numbers of passengers during the morning and afternoon rush hours.

"We started operating those nine new buses today (Friday). These buses will help us reduce the crowding on board our buses, especially during the peak hours from 7 a.m. to 9 a.m. and from 5 p.m. to 7 p.m.," the management's head, Irzal Z. Djamal, said.

Irzal said the nine buses were the first of 35 new buses the administration would procure this year.

"Should the number of passengers grow significantly, we will deploy more new buses," he said.

The busway corridor from Blok M in South Jakarta to Kota in West Jakarta serves about 60,000 passengers during weekdays. That figure drops to 40,000 during weekends because many regular passengers are businesspeople whose offices are located along the 12.9-kilometer corridor.

This first busway corridor was opened on Jan. 15 last year. The administration is preparing to open two more busway corridors connecting Pulogadung in East Jakarta to Harmoni in Central Jakarta, and Harmoni to Kalideres in West Jakarta.

The corridors -- which will reportedly cost the city a total of Rp 600 billion (US$67 million) -- are scheduled to become operational in October this year.

Irzal said the management was exploring the possibility of introducing a distance-based ticketing system for the busway corridors. This new system would replace the current fixed fare of Rp 2,500 per single trip.

Under the new ticketing system, similar to one already in use on the city's trains, passengers would have to pay more the longer their trips.

"If we maintain the old ticketing system, we will have to spend a lot of money subsidizing busway passengers," he said.

Currently, the administration pays a subsidy of between Rp 80 and Rp 100 for each busway ticket sold.

City Secretary Ritola Tasmaya said the administration planned to move forward the construction of 15 new busway corridors to 2007 from the original date of 2010.

Sutiyoso's second term as Jakarta governor ends in 2007.

"We have carried out a study and we estimate that we will have to provide at least Rp 2.5 trillion to help build all of the busway infrastructure," Ritola said.

The City Transportation Agency has allocated at least Rp 10 billion to prepare the infrastructure, traffic management and civil engineering for the fourth to seventh busway routes. Another Rp 3.6 billion has been provided in the 2005 budget to create a system to monitor and control the busway projects.

This is good news and shows that, current problems with Mono-rail aside, there is some confidence in expanding new public transport. Will be interesting to see how many more passengers use the system from Oct after the two new lines start providing E-W coverage.

@fir3blaze: the server seems down, normally it works.

In my opinion, besides the completion of all 15 busway lines in JKT, next challanges will be:
1. Inter connectivity with other transport mode
2. Integrated pricing scheme (Busway-KRL-Monorail-Busway)
3. Feeder system
4. to involve the existing bus operators to join in busway consortium.

Easier said than done. But if we are serious and working hard, I strongly believe we can realize it. That's in the end giving more benefit to people of Jakarta (and surrounding cities)

Proyek Busway Koridor II dan III Akan Dimulai Lagi Akhir April

Jakarta, Kompas - Hingga pertengahan Maret ini, proyek pembangunan jalur busway koridor II (Pulo Gadung-Harmoni) dan III (Harmoni-Kalideres) masih terhenti karena alasan administrasi. Dinas Perhubungan Provinsi DKI Jakarta menjadwalkan pembangunan jalur untuk bus transjakarta itu dimulai kembali akhir April mendatang.

"Paling lambat pembangunan dimulai akhir April," kata Kepala Dinas Perhubungan DKI Jakarta Rustam Effendy, Jumat (18/3).

Menurut dia, surat keterangan otorisasi (untuk mengetahui adanya uang untuk suatu proyek) dari Sekretaris Daerah sudah keluar. "Uangnya sudah ada, tinggal masalah administrasi. Kami harus mengajukan surat-surat kepada biro perlengkapan seputar rencana lanjutan proyek busway ini," ujar Rustam.

Sejauh pengamatan, hampir tiga bulan terakhir ini tidak ada aktivitas pekerja di sepanjang jalur dari Pulo Gadung hingga Kalideres. Proyek yang sedang dilaksanakan dibiarkan terbengkalai sehingga di beberapa tempat, seperti di Senen (untuk pembangunan halte bus transjakarta), terjadi kemacetan parah.

Wakil Ketua Komisi D DPRD DKI Jakarta Mukhayar mengatakan, proyek pembangunan jalur busway koridor II dan III itu seharusnya tidak boleh berhenti dan harus jalan terus. Menurut Mukhayar, jika berhenti, itu sama dengan melecehkan Peraturan Daerah Nomor 17 Tahun 2004 tentang pengelolaan aset daerah. Ia malah mengkhawatirkan, proyek terhenti karena kontraktor yang digunakan justru bermasalah.

Sutiyoso membantah

Masih berkaitan dengan busway, Gubernur Sutiyoso secara tegas membantah temuan Badan Pemeriksa Keuangan (BPK) tentang nilai kerugian Pemerintah Provinsi (Pemprov) DKI Jakarta akibat kontrak jasa tiket bus transjakarta sebesar Rp 70,6 juta per bulan.

"Nilai sebesar itu adalah subsidi dari Pemerintah Provinsi DKI untuk pelayanan publik," kata Sutiyoso didampingi Sekretaris Daerah Ritola Tasmaya, Kamis tengah malam.

Sebelumnya, BPK menghitung, semester II tahun 2004, dalam waktu enam bulan, Pemrov DKI mengalami kerugian mencapai Rp 423,6 juta. BPK juga menyatakan, Pemprov DKI merugi akibat pembayaran pengelolaan operator tiket yang sama sekali tidak dipungut pajak penghasilan (PPh) Pasal 23. Besarnya mencapai Rp 47,25 juta (Kompas, 18/3).

Seusai menghadiri rapat dengar pendapat dengan Komisi VI DPR, Sutiyoso menuturkan, busway merupakan salah satu program transportasi makro- Pemprov DKI Jakarta. Busway merupakan public service. Jadi, Pemprov DKI memang harus menyubsidi.

"Silakan saja dibilang merugi. Dalam konteks untuk meningkatkan pelayanan publik, Pemprov DKI memang mengalami kerugian," kata Sutiyoso.

Ritola menambahkan, kalau diperhitungkan dari penghasilan operasional bus transjakarta, besarnya subsidi yang dibilang merugikan negara itu cuma Rp 15-20 juta per bulan. Kerugian itu pun bukan dialami negara, melainkan kerugian Pemprov DKI Jakarta. (OSA/PIN)

City digging deep for busways

The ambitious idea of Governor Sutiyoso to provide the city with 12 more busway corridors by 2007, when his term comes to an end, has kept his subordinates busy finding funding sources.

The City Planning Agency is now tasked with reevaluating the cash-strapped budget to collect any penny available to finance the busway's fast-track scheme.

"We are also responsible for finding alternative financing sources," a senior official with the agency, who asked to remain anonymous, told The Jakarta Post over the weekend.

Jakarta Public Works Agency head Fodly Misbach calculated that the project would require between Rp 2.5 trillion and Rp 3 trillion in investment.

"The acceleration of the busway project will only be feasible if private investors are involved. The administration would pay them back later in installments," he said.

Jakarta's 2005 city budget hovers at Rp 14 trillion.

The administration has allocated Rp 600 billion of its budget for establishing two busway corridors, which will connect Pulogadung in East Jakarta with Harmoni in Central Jakarta and Harmoni with Kalideres in West Jakarta. Both corridors are slated to become operational in October.

The administration spent at least Rp 240 billion to build the first busway corridor from Blok M in South Jakarta to Kota in West Jakarta early last year.

A copy of a meeting schedule made available to the Post shows that several city agencies, coordinated by the Jakarta Urban Infrastructure Development Office (ASP), are discussing the acceleration program.

According to the notes, ASP is also assigned to follow up the administration's plan to use compressed natural gas (CNG)-fueled busway buses.

While the officials were trying to make ends meet, Deputy Governor Fauzi Bowo expressed skepticism that the program would be successful, highlighting the absence of a feeder system in the existing busway lines.

"The success of the busway project partly depends on the presence of a feeder system, while there is a tendency on the part of the Jakarta Transportation Agency to give so much attention to building the main trunk and thereby neglecting the establishment of the feeder system," Fauzi, who holds a doctorate in civil engineering from Kaiserlautern University of Germany, told the Post.

"We have to keep in mind that we will only squander our money in a project doomed to failure," he said.

Fauzi added that the administration would find it difficult to prepare the fund for the project as well as to procure buses.

Does anyone know what the governor is planning to do with the current buses that still run in areas where the TJ buses operate? I don't think it makes any sense to let those buses go there, because the whole point of having busway is to separate buses from private vehicles. Maybe it's been mentioned somewhere before, but I'm just curious. Is Sutiyoso planning to phase out those buses?

I understand when the routes aren't covered by TJ, regular buses are needed. But what about those that are already covered by TJ? It feels funny to see pics of a TJ bus next to a regular bus, with which private cars have to share lanes. This only increases congestion in regular lanes, because private drivers already sacrifice one lane for busway. They don't have much space left to share anymore.

They still exist right now, but of course, the plan is to phase them out gradually along with the expanding busway network.

Women drivers join TransJakarta buses

JAKARTA: Three of 12 women recruited to drive busway buses will report to work Thursday, the day the country celebrates the anniversary of the birth of national heroine Kartini on April 21.

"Hopefully, the newly recruited women drivers will help us improve our services to busway passengers," said TransJakarta Busway head Irzal Z. Djamal.

He did not say when the other nine drivers would start working.

Irzal said the women were screened from a total of 23 candidates.

Operational director of busway operator Jakarta Express Trans, Ibnu Sutanto, said seven of the 12 female drivers would undergo additional training to upgrade their driving skills.

All the women would drive busway buses plying the Blok M-Kota route.

Meanwhile, a busway bus has hit a median strip on Jl. Jend. Sudirman in front of the Chase Plaza building in Setiabudi, South Jakarta on Wednesday, causing traffic jams.

No injuries were reported in the incident that occurred at 1:30 p.m.. --JP

City to build primary busway corridors

The city administration has decided to prioritize the development of six primary busway corridors prior to 2007, instead of 12 as announced earlier.

"The City Public Works Agency is now studying the planned 12 corridors and will pick six priority corridors as their presence will make a significant improvement to the whole transportation system," City Secretary Ritola Tasmaya told The Jakarta Post on Tuesday.

Ritola did not reveal the reasons behind the scaling down of the plan, but financing problems were probably one of the causes. The city administration has halted the construction of the Pulogadung-Harmoni and Harmoni-Kalideres busway corridors, known as corridors 2 and 3, due to financial difficulties.

Ritola said that the six priority corridors would be classified as multi-year projects.

"It means the projects will enjoy continuous financing for several years from the city budget," he said.

Ritola's statement was in line with the administration's initial plan stipulated in the Jakarta Transportation Master Plan (PTM) 2004 made available to the Post.

The plan indicates that the administration will develop seven busway corridors by 2007.

The corridors will be supported by primary routes served by buses and secondary routes served by both buses and minibuses.

The master plan also states that the administration will further extend the project with seven more new routes, which will be developed after 2007.

Governor Sutiyoso had earlier said that the city administration would develop 12 busway corridors by 2007, when his second term ends.

City Public Works Agency head Fodly Misbach said earlier that the development of the 12 busway corridors would require between Rp 2.5 trillion (US$275 million) and Rp 3 trillion in investment.

The Jakarta Planning Agency (Bapeda) has been assigned to prepare budget allocations for the financing of the busway.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar acknowledged that the administration would find it difficult to go ahead with the acceleration project, mainly due to glaring problems in the field.

"We need to widen some roads to be used as busway corridors. And that's not an easy task to do, especially due to the land acquisition issue," Rustam said.

Many of the city's projects have hit snags owing to land acquisition problems, like the development of East Flood Canal, Pulogebang bus terminal.

Mengamankan Jalur Busway

JALUR khusus bus atau yang lebih dikenal dengan sebutan busway merupakan jalur yang secara khusus diperuntukkan bagi bus dengan tujuan dan kecepatan tertentu sehingga terlepas dari gangguan kendaraan lain (steril). Tidak terkecuali jalur busway Jakarta juga harus steril dari gangguan kendaraan lainnya. Pengetahuan umum semacam itulah yang membuat masyarakat marah ketika suatu hari rombongan Wakil Presiden Hamzah Haz (2004) melintas di jalur busway. Kemarahan yang sama ditunjukkan oleh Gubernur DKI Jakarta Sutiyoso.

Meskipun demikian, pelanggaran serupa masih terus terjadi dan dilakukan berbagai pihak, termasuk aparat keamanan yang seharusnya bertanggung jawab untuk menegakkan aturan. Mavel Cahyadi dan Damantoro, anggota Asosiasi Pengguna Angkutan Umum, (2005) mencatat beberapa contoh pelanggaran pada jalur busway.

Pertama, pada hari Rabu (6 April 2005) sekitar pukul 13.40, tepat di depan halte Olimo, melintas sebuah kendaraan TNI dari arah Kota menuju Blok M pada jalur busway. Mobil itu melaju sambil menyalakan lampu hazard, membunyikan sirene dan membunyikan klakson di saat bus transjakarta yang melintas di jalur khususnya, busway. Padahal, Jalan Gajah Mada saat itu tidak dalam keadaan padat sehingga tidak melalui jalur busway pun perjalanan bisa lancar. Lagi pula Jakarta tidak sedang dalam keadaan darurat yang membuat TNI harus segera siaga.

Kedua, Kamis (7 April 2005) sekitar pukul 07.15 di Jalan MH Thamrin melintas mobil dengan pelat dinas kepolisian Nomor 1182-18 dengan hanya satu penumpang, padahal itu adalah kawasan 3 in 1. Pernah juga terjadi barisan mobil pemadam kebakaran bergerak beriringan di jalur busway ke arah Kota lengkap dengan sirene dan klakson saat bus transjakarta di depannya berhenti.

Ketiga, contoh yang lebih gila lagi adalah laporan dari pengguna bus transjakarta seperti dimuat dalam surat pembaca Kompas (4/4 dan 2/5 2005), yang mengeluhkan adanya iring-iringan klub motor gede yang menggunakan jalur busway. Bahkan, iring-iringan motor gede itu tidak mengindahkan lampu pengatur lalu lintas dan pemakai jalan lainnya.

Sudah begitu, tidak ada pula personel polisi yang menghentikan/menindak mereka. Ini suatu hal yang benar-benar sangat mengusik rasa keadilan dan sekaligus ironi. Sebab, pasti yang memiliki motor gede itu adalah berpendidikan menengah ke atas dan biasanya di-back up oleh seseorang yang memiliki jabatan di pemerintahan/militer/polisi.

Beberapa contoh kasus di atas memperlihatkan betapa ironisnya kehidupan di Jakarta, khususnya penghargaannya terhadap pelayanan umum.

Mereka yang mengetahui hukum dan seharusnya memberikan teladan kepada masyarakat untuk taat pada peraturan ternyata justru memberikan contoh yang buruk. Akhirnya, masyarakat pun bingung, kepada siapa mereka harus mengeluhkan permasalahannya bila mereka yang seharusnya mendengarkan keluhan itu justru memberikan contoh pelanggaran?

Peraturan Daerah (Perda) DKI Jakarta Nomor 2 Tahun 2003 tentang Lalu Lintas dan Angkutan Jalan Pasal 55 secara eksplisit mengatur bahwa Pada jalur yang diperuntukkan khusus untuk kendaraan umum tertentu dilarang digunakan kendaraan jenis lain kecuali ditentukan lain oleh rambu-rambu dan/atau marka jalan. Perda ini secara khusus memberikan payung hukum bagi keberadaan jalur khusus bus atau busway.

Meskipun perda itu jelas bunyinya dan tentu dipahami oleh polisi serta petugas pemadam kebakaran, kenyataan menunjukkan bahwa orang-orang di kedua institusi itu masih ada yang melanggar aturan. Rombongan Wakil Presiden Hamzah Haz (saat itu), rombongan TNI, dan rombongan motor gede boleh saja beralasan tidak membaca perdanya. Namun, kalau itu alasannya, apa para sopir angkutan umum yang tidak melanggar perda tersebut sudah baca perdanya juga? Sangat mungkin dengar pun tidak. Tapi, mereka tidak melanggar jalur busway. Artinya, sumber pelanggaran bukan disebabkan oleh ketidaktahuannya, melainkan oleh sikap adigang, adigung, dan adiguna para pelanggar tadi. Mereka merasa kuat, jadi boleh sewenang-wenang melanggar jalur busway meskipun hal itu sangat membahayakan keselamatan pengguna jalur busway.

Kesalahan para pelanggar itu bukan hanya karena mereka telah menggunakan jalur busway untuk kepentingan mereka, tetapi juga membunyikan klakson pada saat bus transjakarta berhenti menaik-turunkan penumpang dengan maksud mempercepat waktu henti bus transjakarta di halte. Selain menyalahi aturan, tindakan ini sangat membahayakan keselamatan banyak penumpang bus yang akan naik dan turun di halte. Bila hal itu terjadi pada saat Orde Baru masih berjaya, mungkin masyarakat akan diam dan mengelus dada saja.

Namun sekarang zaman telah berubah, masyarakat muak melihat sikap orang-orang yang merasa kuat dan berkuasa sehingga dengan seenaknya mengabaikan keselamatan umum. Sikap yang tidak etis itu juga diperlihatkan oleh para barisan pemadam kebakaran yang melintasi jalur busway.


KECENDERUNGAN menggunakan jalur busway oleh kendaraan yang tidak seharusnya melintas di busway, bila tidak segera diatasi, dapat memperburuk citra proyek busway. Awalnya hanya mobil rombongan pejabat negara, pemadam kebakaran, TNI, polisi, atau rombongan motor gede yang melanggar. Tapi, ketika mereka melintas dan dibiarkan, maka tidak tertutup kemungkinan mobil-mobil pribadi akan melakukan hal yang sama. Mereka akan menerobos lewat jalur busway dengan argumen bahwa kendaraan lain juga lewat dan tidak ditangkap. "Apa beda mobil saya dengan mobil-mobil lain yang lewat di jalur busway dan tidak ditangkap itu?" Bila kekhawatiran semacam itu betul-betul terjadi, tamatlah riwayat busway Koridor I yang dinilai sukses itu.

Siapa yang harus bertanggung jawab untuk mengamankan jalur busway agar terbebas dari gangguan kendaraan lain? Logikanya, tugas mengamankan jalur busway itu adalah BP Trans yang selama ini bertanggung jawab mengoperasikan busway. Sebab, tugas pengoperasian itu bukan hanya sebatas memungut tiket saja, tapi termasuk di dalamnya adalah mengusahakan bus transjakarta berjalan secara lancar tanpa ada gangguan. Bahwa dalam pelaksanaan di lapangan BP Trans bekerja sama dengan polisi dan DLLAJ (Dinas Perhubungan) DKI Jakarta adalah hal yang wajar. Tapi, tanggung jawab pengoperasiannya secara penuh jelas ada pada BP Trans. Karena, BP Trans-lah yang ditunjuk untuk mengelola busway.

Mengingat tanggung jawab pengoperasian ada pada BP Trans, maka ketika melihat ada pelanggaran dalam penggunaan jalur busway, BP Trans mestinya cepat bertindak agar kejadian serupa tidak terulang. Apa pun alasannya (termasuk karena hari libur), penggunaan jalur busway untuk melintas kendaraan lain jelas menyalahi aturan dan membahayakan keselamatan penumpang bus transjakarta. Bila melakukan survei di dalam bus transjakarta saja dilarang dengan alasan mengganggu kenyamanan penumpang-meskipun kenyataannya mayoritas penumpang selalu berebut ingin mengisi angket- mengapa yang jelas-jelas membahayakan keselamatan penumpang tidak ditindak? Menindak sendiri jelas bukan kewenangan BP Trans. Tapi dengan otoritasnya, BP Trans dapat meminta bantuan polisi untuk menindak para pelanggar. Celakanya adalah bila salah satu pelanggarnya adalah polisi sendiri dan BP Trans tidak punya keberanian menegur polisi. Akibatnya adalah jalur busway lama-kelamaan akan menjadi jalur yang tidak steril lagi. Bila ini yang terjadi, tamatlah riwayat kesuksesan busway sebagai sistem transportasi yang aman, nyaman, dan tepat waktu. Akibat lebih jauh adalah usaha membangun 15 koridor busway menjadi gagal.
