I've tried it when in Jakarta summer 2004, it's good and the city should build more lines.... faster.

Pembangunan Empat Koridor Baru Busway Segera Dimulai

Pemerintah Propinsi DKI Jakarta tahun ini akan memulai pembangunan empat koridor baru busway. Berbeda dengan tiga koridor sebelumnya, pembangunan keempat koridor itu akan dilakukan dengan sistem multiyears. Artinya, walau pengerjaan dilakukan lebih dari satu tahun anggaran, namun penetapan anggaran dilakukan saat pertamakali anggaran disetujui DPRD DKI Jakarta.

Keempat koridor baru tersebut yaitu koridor Ragunan-Imam Bonjol via Mampang-Rasuna Said-Taman Surapati, memutar di rumah dinas Gubernur DKI Jakarta. Koridor kedua Cililitan-Ancol via Tanjung Priok. Lalu, koridor Pulogadung-Bundaran HI via Jalan Pramuka. Terakhir, koridor Kampung Rambutan-Kampung Melayu via jalan raya Bogor-Sutoyo-Dewi Sartika-Otista. Keempat koridor itu diharapkan akan selesai akhir 2006. Nantinya, kata dia, empat koridor baru itu akan terintegrasi dengan dengan tiga koridor sebelumnya.

Kepala Dinas Pekerjaan Umum (PU) DKI Jakarta, Fodli Misbach kepada wartawan, Selasa 10/5), mengatakan untuk membiayai pembangunan empat koridor itu, Dinas PU telah mengajukan anggaran sebesar Rp 400 miliar. “Kita akan ajukan dana Rp 100 miliar pada perubahan anggaran (ABT). Sedangkan sisanya diajukan pada tahun anggaran berikutnya,” ujar Fodli.

Fodli beralasan, penggunaan sistem multiyears pada keempat koridor tersebut untuk menghindari terhambatnya pengerjaan proyek tersebut. “Seperti proyek monorel atau BKT, kemungkinan gagal ditengah jalan sangat kecil karena anggaran sudah ditetapkan sejak proyek dimulai,” jelasnya.

Sebagai contoh, pengerjaan koridor II dan III busway sempat tertunda hampir setengah tahun akibat masalah pembahasan anggaran yang belum juga selesai. Meski sudah disetujui pada tahun anggaran sebelumnya, namun karena tidak menggunakan sistem multiyears, akhirnya pengerjaannya menjadi terhambat “Hampir 50 persen pengerjaan proyek menjadi terhambat,” ungkapnya.

Dia menambahkan, sebelum keempat koridor itu selesai, pihaknya juga akan melanjutkan pembangunan empat koridor baru lagi. Sehingga, lanjut dia, tahun 2007 nanti sudah terbangun 11 koridor yang saling terintegrasi. “Jika kesebelas koridor itu sudah selesai, maka satu koridor bisa berfungsi sebagai feeder (pengumpan-red) bagi koridor busway lainnya,” ungkapnya.

Menyangkut soal tiket multitrip bagi penumpang busway, menurut Fodli, hal itu menjadi tanggung jawab Badan Pengelola (BP) Transjakarta. “Menyangkut tiket multitrip, BP Transjakarta yang lebih mengetahuinya,” tuturnya.

Selain mengajukan empat koridor baru, tambah Fodli, pihaknya juga akan menunda pembangunan tiga koridor lain. Ketiga koridor yang dimaksud adalah koridor Cileduk-Tendean, koridor Pasar Minggu-Manggarai serta koridor Kalimalang-Cawang.

Foldi beralasan, penundaan pembangunan tiga koridor itu karena pengerjaannya dianggap lebih sulit dibanding koridor lain. Sebab, kondisi eksisting jalan yang ada terlalu sempit, sehingga satu-satunya cara agar bisa dilalui busway, yaitu dengan pelebaran jalan. “Upaya pelebaran jalan itu tidak mudah. Selain harus melakukan pembebasan, harganya pun sangat tinggi dan biasanya diatas nilai jual objek pajak (NJOP),” tukasnya.

Ketua DPRD DKI Jakarta, Ade Surapriatna ketika dihubungi secara terpisah, mengaku sudah mendengar rencana dari eksekutif tersebut. “Prinsipnya, kita akan mendukung kebijakan Pemprop DKI selama untuk kepentingan umum,” katanya.

Busway Line 2 still on hold or construction is resumed?
Line 2 and Line 3 should resume within a few weeks after being delayed for 4 months due to no funds disbursement
Bad news guys, Line 2 and 3 will only resume construction in July, now scheduled for December completion.

Halte Busway Koridor II dan III Dilengkapi Genset dan Toilet

Kepala Dinas Perhubungan (Kadishub) Propinsi DKI Jakarta, Rustam Effendi mengungkapkan, ada kemajuan dari pembangunan infrastruktur busway koridor II trayek Pulogadung – Harmoni dan koridor II trayek Kalideres – Harmoni bila dinandingkan dengan busway koridor I trayek Blok M – Kota yaitu setiap halte nantinya dilengkapi dengan genset dan toilet. Demikian diungkapkan Rustam Effendy kepada wartawan termasuk beritajakarta.com saat konferensi pers mengenai lanjutan pembangunan busway Koridor II dan III Pulo Gadung - Harmoni – Kalideres di kantor Dishub, Jatibaru, Jakarta Pusat, Kamis (12/5).

“Setiap haltenya nanti kita pakai genset otomatik sehingga begitu mati listrik maka secara otomatis genset hidup tanpa harus dikendalikan oleh operator. Kalau di Koridor I melewati banyak perkantoran tapi sulit untuk melakukan aktivitas buang air kecil maupun besar maka untuk koridor II dan III di beberapa haltenya akan dilengkapi toilet,” jelas Rustam.

Rustam menegaskan, seperti apa yang kemarin (Rabu, 11/5) dipaparkan kepada Komisi D DPRD DKI bahwa kelemahan dan kekurangan yang ada pada busway koridor I mulai koridor II akan ditingkatkan menjadi lebih baik lagi agar busway sebagai salah satu moda angkutan makro di DKI Jakarta akan lebih menarik para pengguna kendaraan pribadi untuk beralih ke busway sehingga pada saatnya kemacetan lalu lintas Jakarta dapat dikurangi.

Khusus untuk di Roxy, lanjut Rustam, pembangunan haltenya dihentikan sementara mengingat ada pembangunan flyover oleh Dinas Pekerjaan Umum (PU). “Di Roxy karena flyover dibangun terpaksa kita undurkan dulu pembangunan haltenya karena akan mubazir. Pembangunan flyover itu menurut PU diperkirakan hampir 1,5 tahun,” katanya.

Sebagai solusinya, kata Rustam, haltenya untuk sementara dipindahkan ke Jalan Suryopratomo. Dan di Suryopratomo pun tidak kita bangun halte baru. Rustam menambahkan, untuk pembangunan halte di koridor III di Jalan Daan Mogot yang melewati flyover memang mengalami kesulitan karena harus melakukan pelebaran jalan dimana kondisi jalannya menyempit akibat flyover tersebut.

Lebih lanjut Rustam mengungkapkan, dalam pemabangunan busway ini melibatkan empat instansi yaitu Dinas PU, Dishub, Pertamanan dan Penerangan Jalan Umum (PJU).

City to accept advise on busway

The Jakarta administration said it would use suggestions offered by experts from the New York-based Institute for Transportation and Development Policy (ITDP) to improve the busway service.

"We take the suggestions they gave us seriously ... some will be applied to our new busway corridors," Deputy Governor Fauzi Bowo said over the weekend.

He said extra doors would be added to the buses and shelters of the busway in order to cut down on the boarding time and the buses' stopping time.

Fauzi said the busway operator also would begin the trial run of an articulated bus on the Blok M-Kota busway corridor as part of efforts to boost the capacity of the system.

"An articulated bus is ready and the TransJakarta busway management is preparing a test run," he said.

He said the administration realized articulated buses were needed in order to accommodate more passengers on future busway corridors.

Adding second doors to every bus and shelter along the busway corridors and operating articulated buses were among the recommendations made by the ITDP during a meeting with Fauzi last Wednesday.

According to the ITDP's projections, adding additional doors would significantly shorten the current boarding time of 45 seconds to 22 seconds, in turn increasing the capacity of the buses to 6,000 passengers per hour per direction from the current 2,700 passengers per hour per direction.

The institute, which also provided technical assistance for the TransMilenio busway project in Bogota, Columbia, which Jakarta has tried to emulate, also recommended the use of articulated buses to further increase the capacity of the buses to 9,600 passengers per hour per direction.

ITDP executive director Walter Hook also faulted the city administration's failure to integrate the Senen railway station in Central Jakarta into the busway system, saying that failure would cause the system to lose between 20,000 and 25,000 passengers per day.

Commenting on the criticism, Fauzi said the administration would integrate the railway station into the busway system after it finished renovating the Senen area.

The administration plans to complete construction this year of two new busway corridors connecting Pulogadung in East Jakarta and Harmoni in Central Jakarta, and Harmoni and Kalideres in West Jakarta.

The administration began operating the first busway route in January last year, connecting Blok M in South Jakarta with Kota in West Jakarta.

City Transportation Agency head Rustam Effendy Sidabutar said the administration would complete the new busway routes by the end of December.

"At least 29 public bus routes with 302 buses will be affected by the new busway routes," Rustam said.

He said buses whose routes overlapped the busway corridors by at least 50 percent would be scrapped, but the operators would be given the opportunity to join the consortium operating the new corridors or to move their armada to other routes.

Can anyone pls update the thread on exactly what stage construction is at on the two East West BRT routes ? Does completion by the end of the year still look likely?

yep, as far as I know corridors 2 and 3 will be completed by the end of the year
Corridors 4,5,6 and 7 will start preliminery work this year. The govt has an ambitious plan to finish these 4 lines by 2007.

Its a shame that corridor 2 and 3 are delayed. I really hope that they are operational by end of year. Delays should not be tolerated, cos the busway program has been delayed a few times now (for the targeted completion of 11 lines, and now corridor 2 and 3).

On a positive note, its good to hear that they're improving the facilities, including putting articulated bus into service.

Lol...forgive me for being overdemanding. Haha... but u guys are right, its good that something is being done.

I really hope that the busway is the key to a good public transport in Jakarta and hopefully other cities in Indonesia.

Alvin, thansk for the info. If lines 2 & 3 are finhsed by the end of this year, and at least two lines of 4-7 by early 2007, then this will be a significant achievment. Passenger numbers should greatly increase once there is a basic network beyond the first 3 lines.

Pembiayaan Busway Direncanakan Secara Multiyears pada 2006




Pemerintah Propinsi (Pemprop) DKI Jakarta mengharapkan kepada Dewan Perwakilan Rakyat Daerah (DPRD) DKI Jakarta agar pembiayaan busway dilakukan secara multiyears. “Begitu anggaran didapat, saya harapkan bulan enam ini sudah mulai dicairkan dan bisa dijalankan melalui mekanisme tender,” jelas Sutiyoso kepada wartawan usai shalat Jumat di Balai Kota, Jumat (24/5).

Sutiyoso mengatakan, mulai tahun 2006 mendatang, Pemprop DKI Jakarta meminta kepada DPRD DKI Jakarta agar merencanakan pembiayaan busway secara multiyears karena melihat kondisi kemacetan Jakarta yang semakin parah. “Kalau busway sudah dapat dibangun banyak koridor itu secara otomatis orang akan meninggalkan mobil pribadi,” ujar Sutiyoso.

Disamping busway tersebut kata Sutiyoso, pembangunan monorel juga terus berjalan sehingga diharapkan pada tahun 2007 dapat beroperasi dan 15 koridor busway telah dibangun maka akan sangat membantu mengurangi kemacetan lalu lintas kendaraan di Jakarta. “Saya juga akan mengimbangi dengan peraturan-peraturan pembatasan kendaraan pribadi seperti yang dilakukan oleh kota-kota besar di dunia,” katanya.

Adapun untuk masalah bahan bakar gas yang akan diterapkan pada busway, Sutiyoso menjelaskan, Pemprop DKI telah menawarkan kepada swasta melaui tender yang kompetitif.

Ketika ditanya wartawan tentang adanya kemungkinan terhambatnya operasi busway koridor II dan III pada akhir 2005 ini karena belum tersedia armadanya oleh konsorsium, dengan tegas Sutiyoso membenarkan pernyataan tersebut. “Kemarin yang saya cek. Dan kemarin itu kan belum menyangkut koridor II dan III tetapi adalah kemarin yang diekspos feeder dan saya minta segera dibangun dan ditata kembali. Memang ini merubah sistem, dulu setiap koridor berjalan masing-masing diintegrasikan dan trayek itu harus dirubah lagi, disesuaikan dengan kondisi yang ada,” ujarnya.

Lebih lanjut Sutiyoso mengatakan, pekan depan, dirinya menginstruksikan kepada Dinas Perhubungan untuk mengekspos masalah busway koridor II dan III.

I'm pretty convinced that the Jakarta administration is full of incompetent, corrupt bureaucrats who lack administrative abilities and have no idea about running projects on schedule

No gas-powered buses stall busway project expansion

The new busway routes are unlikely to start operations by the year-end deadline because the Jakarta administration has yet to start constructing the compressed natural gas (CNG) stations for the buses.

"I have the impression that the relevant city officials have failed to accomplish their tasks on time ... I know that there is a lot of work to do, which is still incomplete," Jakarta Deputy Governor Fauzi Bowo told The Jakarta Post at City Hall after Friday prayers.

Fauzi slammed the officials in charge, calling them incompetent and unable to work to schedule.

"What a waste. We had even sent them to study at higher education institutes. Unfortunately, they have failed to perform."

Assistant to the city secretary for development affairs Hari Sandjojo said the administration had not yet appointed any private companies to help finance the construction of the CNG network.

"So far, we are still selecting the companies, who are interested in investing in the CNG supplies," Hari told the Post.

Four private companies have expressed interest in building gas networks connecting the city's existing CNG pipeline to the two planned CNG stations on Jl. Perintis Kemerdekaan in North Jakarta and at Rawabuaya, West Jakarta. The two CNG stations will cater for 200 buses on routes linking Pulogadung in East Jakarta to Harmoni in Central Jakarta and from Harmoni to Kalideres in West Jakarta.

Earlier in April this year, the administration, state oil and gas company PT Pertamina and gas distributor PT PGN signed a memorandum of understanding to supply CNG to the busway, as part of efforts to gradually replace high emission-vehicles using gasoline with CNG-powered ones, which have lower emissions.

The MOU is also a follow-up of the plan to require all public transportation vehicles to use CNG in order to reduce air pollution in Jakarta --the world's third-most polluted city after Mexico City and Bangkok, in line with the implementation of Bylaw No. 2/2005 on air pollution control endorsed in February.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar revealed that a consortium of local companies in charge of procuring the buses, was currently ordering chassis from a private company in South Korea.

"It has ordered for the first round, 71 chassis out of the planned 200 for the buses. Those chassis will be reassembled at the New Armada workshop in Magelang, Central Java," Rustam said.

Its not surprising they are like that!
Many of them choosen for their position not because of they have the necessary skills and experience. But this family.. that family.. that friends.. this friends.. bla bla bla.
They should create smaller municipalities in Jakarta and get rid of this over-arching system where incompetent officials are allowed to spend their entire lives in the administration. The officials should be directly accountable to the smaller areas that they are responsible for. That way the people will kick out their bosses if they don't get the job done.
