150 acres of land earmarked in Dhalbhumgarh for Jamshedpur airport

Jamshedpur: East Singhbhum district administration has earmarked 150 acres of land for the proposed airport in Dhalbhumgarh. The circle officer of Dhalbhum has sent a proposal in this regard to the state government.
Sources said the earmarked land includes ryot, forest and government land. The expected expenditure in acquiring the said land will be Rs 7.10 crore, sources said.
Defence Ministry has reportedly claimed land for the proposed airport on the basis of Khatiyan of 1932 while the updated Khatiyan of the said land is available on the basis of a survey conducted in 1964. The claims may be clearned only after matching the surveys conducted in 1932 and 1964, sources said.

Jamshedpur: Private operator Air Deccan will start regular flight services between Jamshedpur and Calcutta from the last week of December, the commercial viability of the operation this time hinging on the government's scheme of subsiding airlines for flying in an out of hitherto unused airports.

"We have got a 20-seater plane on lease from South Africa. We had expected to start the services in November, but due to things beyond our control we could not. Now, hope to start the service anytime between December 26 and December 31," said Captain Madhu K Valsaraj, the president and chief pilot of Deccan Charters, a subsidiary of Air Deccan.

Valsraj said they have held talks with Tata Steel aviation unit officials - Sonari Airport is owned by Tata Steel - and that the airport papers had also been submitted to DGCA. "We expect all formalities to be cleared in the next two weeks," he said.

Flight services were introduced in the steel city for the first time in 2007. It was Air Deccan then too, starting ATR flights to Calcutta. But, the service was stopped after the Directorate General of Civil Aviation (DGCA) imposed load restrictions on the flight owing to the short runway of the Sonari airport.


Other operators came in, but none could sustain the service due to lack of commercial viability. By 2013, there were no flights operating out of Jamshedpur except for the ones used by Tata Steel purely for company staff.

But this time expectations are high that the service would sustain itself primarily because of the Centre's intervention.

Under the UDAN (Ude Desh ka Aam Naagrik) scheme, the Centre will be subsidising losses incurred by airlines flying out of dormant airports. Passengers won't be charged more than Rs 2,500 for an hour's flight. Around 80 per cent of the subsidy is to be collected by charging a levy of up to Rs 8,500 on each departing flight of a domestic airlines. The remaining 20 per cent will come from respective state governments.

Regional connectivity scheme executive director Ganesh Kumar Chaukiyal said the government's support this time through UDAN was the differentiator.

"There is immense government support in the form of lower taxes and viability gap funding. The government's cost sop will ensure loss-free operations unless the traffic demand is very low. This apart, the selected operator will enjoy a three-year exclusivity period without any competitive pressures to worry about. Aviation turbine fuel tax rates have been reduced in collaboration with states and there are no airport charges," said Chaukiyal, who is a board member (operations) of Airport Authority of India (AAI).

Jamshedpur residents are upbeat.

"Resuming flight connectivity would give the much needed impetus to the Kolhan region as more and more industrialists will now start visiting the area to set up their footprint," said president of Adityapur Small Industries Association (ASIA) Inder Agarwal, who claimed he was among the regular users of air services till they were stopped in 2013.

Sunil Verghese of XLRI said they had been eagerly awaiting for air connectivity since last few years. "It will not only brighten the campus placement scenario but also provide opportunity for international experts to visit our campus more often," said the B-school chief brand and sustainability officer.

Air Deccan to fly again with flight tickets starting at Rupees 1

Air Deccan, India’s first domestic low cost airline, is set to relaunch operations this month with what it is remembered for the most — Rs 1 tickets.

Air Deccan, founded by GR Gopinath in 2003, merged with Vijay Mallya’s Kingfisher Airlines in 2008 but was grounded in 2012 under financial duress.

In its second innings, the airline will begin with four bases at Mumbai, Delhi, Kolkata and Shillong, connecting them with smaller cities around them. It is rare for airlines, that often go belly up in a cost-heavy industry, to revive.

The first Air Deccan flight will take-off on December 22 and fly to Mumbai from Nashik, Gopinath told Mint, speaking from his home in Bangalore.

“This will be my last Udan and then I will hang up my boots,” said Gopinath, who has been waiting for a re-entry for few years now.

The government’s Udan scheme (Ude Desh Ka Aam Nagrik), which loosely translates as “let the common man fly” and proposes to connect small towns on fares of about Rs2,500 for a one-hour flight, has provided that entry for the entrepreneur.

Air Deccan, which has the tagline “Simplifly”, will brand its entry with a “the common man takes to the skies” logo designed by cartoonist the late R.K. Laxman.

“Some of the initial lucky people will be able to get Rs 1 fares also,” Gopinath said, even though most tickets will start at about Rs 1,400 for a 40-minute Nashik-Mumbai flight, a distance that would take four hours to cover by road.

Air Deccan will also operate daily return flights between Nashik and Pune and Mumbai and Jalgaon.

By January the airline plans to station a second aircraft in Delhi to connect the city with Agra, Shimla, Ludhiana, Pantnagar, Dehradun and Kullu.

Air Deccan will also station two planes in Kolkata, flying them to Jamshedpur, Rourkela, Durgapur, Bagdogra, Burnpur, Cooch Behar, Agartala, and from Shillong to Imphal, Dimapur, Aizawl and Agartala. The airline Deccan will use 19-seater Beech 1900 D planes that are used worldwide. Three of these planes have already joined its fleet and two more will be added over the next few weeks, according to Gopinath.

By January, four planes will be used for services and one will be kept on standby.

Gopinath said he would like to expand faster but is not getting slots and parking at the congested Mumbai and Delhi airports and flying to airports on the outskirts would ruin the small airline before it has taken its first baby steps.

Initially the airline was not granted even one slot at these airports and it took several requests made to the aviation ministry before a few slots were given, said Gopinath.

Smaller planes are exempt from paying any fee and therefore don’t bring revenue to the airport.

“The private sector airport monopolies are not aligned to the vision of Prime Minister Narendra Modi and the steps being taken by aviation ministry in making Udan a success,” Gopinath said, adding, “They say we can give three slots per week for Kolhapur-Bombay. Do you think someone who goes by plane will like to come by train the next day?”

An email seeking comment from Mumbai airport remained unanswered till the time of going to press. A Delhi airport spokesman said to support Udan the airport has offered 26 flights slots to four airlines. Air Deccan had requested for a total of 10 slots, out of which six slots have already been offered to the airline. “In addition, four post-midnight slots have also been offered. However, Air Deccan is yet to finalise their schedule,” it added.

“India presents such a big market with so many different levels of airports that you need a turboprop to address a good part of the regional market,” former Jet Airways chief executive Steve Forte said, adding, “The government should have some guidelines for airports to provide for regional connectivity.”

'Bokaro, Dumka to get Kolkata flights in February'

Bokaro and Dumka will soon begin their flight services to Kolkata by February 2018. Union minister of state for civil aviation Jayant Sinha told TOI that the Centre is looking forward to start flights connecting Bokaro and Dumka to Kolkata. He added that flights between Jamshedpur and Kolkata, which got stuck due to a technical glitch, will also start commencing soon.
Sinha, who was in the city on Sunday to attend the state unit of BJP's regional conference said, "The second round of bidding for our Udan project is complete and we have received private entities who are interested in investing on these routes. I think that the flights will start operating by February 2018."

Sinha added, "The airstrip and other infrastructures in Bokaro and Dumka are ready. We had to carry out some additional work in Dumka to ready the airport but that work has been accomplished as well. These two airports are now ready to start flight services and that will happen at the earliest. As far as the Steel City airport is concerned, we have tied up with a private airline and the Jamshedpur-Kolkata flight will begin services from September. Since the private airlines got delayed in procuring an aircraft, the project got delayed, as well."
Dumka Chamber of Commerce and Industries's secretary Manoj Kumar Ghosh was enthused after hearing Sinha's assurance. "At the moment, we have to spend at least six to seven hours to travel to Patna, Kolkata or Ranchi by road to catch a flight. It will make everything a lot easier for Dumka residents once the Dumka-Kolkata flight will begin its services."

However, the status about Bokaro airport is still not clear. Since Bokaro airport is often used for morning walks and as a defecating ground by local residents, it has raised a few security concerns and preparedness of the airport.
Patron of Bokaro Chamber of Commerce and Industry Sanjay Baid said, "We have heard this assurance earlier as well. But, the project keeps getting postponed. The airport does not look prepared to begin services for the Kolkata-bound flights. According to my estimate, it will take at least another three months to prepare the airport for the flights."

As works are just a few months away from completion of Bokaro and Deodar airport, Sadly the state's largest and most populated city Jamshedpur still lacks an airport which can handle commercial flights. An airport project pending for more than a decade came very close to starting when ground-breaking ceremony happened at Dhalbhumgarh airfield ( It is a disused airfield from World War II ) in 2019 but nothing happened after that. The main cause for delay is environmental clearance has not been given although all files for obtaining clearance were summitted by AAI a year back.

Meanwhile, today Jamshedpur MP Bidhyut Baran Mahto on Wednesday met Civil Aviation Minister Madhavrao Jyotiraditya Scindia and demanded to make Dhalbhumgarh airport operational. Supporting the views of the MP, Scindia said that it is surprising that there is no airport in a place like Jamshedpur. He also said that he has a personal attachment to the city . He will try our best to start this airport in a very short time. At the same time, he said that in this regard, he is directing his officers that they should take necessary action to resolve whatever obstacles are there.

Shri Jyotiraditya M. Scindia writes to Jharkhand CM for strengthening aviation Infrastructure in state

He requested State Govt. to handover 545 acres of land for development of Dhalbumgarh airport to make it suitable for operations of A-320 type of aircraft. Considering that the airport was originally designed to handle ATR 72 sized aircrafts this does come as bit of surprise. Must have been requested by TATA group airlines Vistara and Air Asia India who surely wouldn't want to lose their home turf to IndiGo or SpiceJet.

Yep, the state was formed way back in the year 2000 and 20 years later they still have a single functional commercial airport at the state capital Ranchi. Ironically the state's largest and most populated city Jamshedpur still lacks an airport which can handle commercial flights. The airport project at Dhalbumgarh, Dhanabad, Hazaribagh and the current CM's own constituency: Dumka have been pending for more than a decade. Although the airport at Deogarh for which land was given by the previous government is expected to open by October and the one at Bokaro which is internally funded by SAIL is expected to open by November.

Jayant Sinha accuses Hemant Soren govt. of "inefficiency" over delayed Dhalbhumgarh airport

Former Civil Aviation Minister Jayant Sinha expressed anguish over the delay in construction of the proposed airport at Dhalbhumgarh in East Singhbhum district and accused the Hemant Soren government in Jharkhand of "inefficiency".

During his day-long visit on Saturday, the former Union Minister of State said the proposed airport in Dhalbhumgarh, about 70 km from Jamshedpur, is important in view of industries and employment opportunities but Hemant Soren was more concerned about "Namaz", than the construction of airport. Mr. Sinha, along with former Jharkhand Chief Minister Raghubar Das and Jamshedpur MP, Bidyut Baran Mahato had laid the foundation of the airport in January 2019. The Union government had also allocated ₹100 crore under "Udaan" scheme for the airport.

Mr. Sinha accused the State government of its "negligent approach and held it totally responsible for the delay." "We have pleaded through letters repeatedly to expedite the construction work but the government was in deep slumber," the BJP MP alleged.

According to Mr. Sinha, the Union government had suggested to the State government to appoint a Forest Clearance Consultant and asked the Environment Assessment Committee to place a proposal for approval of the project. However, the government remained ignorant even after two years, which was "unfortunate" for the development of industries and employment opportunities of the mineral-rich region.

Forest department is correcting its mistake, airport will be built in Dhalbhumgarh itself: Vidyutvaran Mahato

MP Vidyut Varan Mahato said that the Forest Department is correcting its mistake. The airport will be built in Dhalbhumgarh itself. In the Dhalbhugarh block office premises, the MP told the workers that I am the MP of Jamshedpur, but when I enter the Lok Sabha, everyone recognizes me as Dhalbhumgarh. This is because in the last five years, I have raised the issue of Dhalbhumgarh airport many times in the House. This airport must be built.

The state government is expected to take necessary action in this direction. The officials of the forest department had given a wrong report at the airport. This made the matter complicated. Now it is being rectified. Forest department officials harass people by holding stone carts, sand carts. In the name of saving the forest, the forest department is only doing a daub. Due to wrong report of forest department, people of rural areas of Jharkhand, Odisha and West Bengal are being deprived of development. The people of three states will get the benefit of the airport being built.

Efforts to get Dhalbhumgarh Airport NOC from Forest Department

The construction work of Dhalbhumgarh airport is stuck due to non-receipt of NOC from the Forest Department. The solution is being worked out at the level of DFO to get the NOC cleared. In this regard, Jamshedpur MP Vidyutvaran Mahato has spoken to Deputy Commissioner Suraj Kumar and DFO.

According to the MP, the central government has allocated 100 crores to give a concrete shape to the airport in Dhalbhumgarh and there is no need to acquire even one kattha of land for this construction work, but still the work is stuck. The Forest Department has stopped the NOC citing the need to cut 75 thousand trees, while the reality is that there are not so many trees in the entire Musabani block. The MP said that the establishment of an airport here would not only benefit the industry of East Singhbhum or Jamshedpur, but three states would benefit from it. Therefore, after meeting with the Deputy Commissioner and DFO, he has requested to resolve the issue of NOC. Said that the Airport Authority of India has already given the clearance by visiting the site of Dhalbhumgarh Airport that the trees here will not cause any hindrance in the construction of the airport, on the contrary, the view of this airport will be bird's eye. Still, the matter is stuck and this is affecting the development and employment of the area.

The MP said that he would soon meet Chief Minister Hemant Soren to take initiative at the state government level in the matter of the airport.

Civil Aviation Minister Jyotiraditya Scindia will come to see Dhalbhumgarh airport , development will be done at a cost of 99 crores

MP Vidyut Varan Mahto met Union Civil Aviation Minister Jyotiraditya Scindia in New Delhi on Wednesday. In this, while handing over the memorandum, he expressed concern over the delay in the construction of Dhal Bhumgarh Airport. On the request of the MP, Scindia also talked about coming to Jamshedpur to see the Dhalbhumgarh airport.

The MP said that during the last Lok Sabha session, I had met the Union Minister and demanded the construction of this airport at the earliest. The matter was also raised in the Lok Sabha on December 1 during Zero Hour, after which the Union Minister of State for Civil Aviation, General (Dr.) VK Singh had written to me informing me that the Airport Authority of India would operate ATR-72 type aircraft. Dhalbhumgarh Airport is being developed at a cost of Rs.99.36 crores for Rs. The Center had advised the Civil Aviation Department, Government of Jharkhand to appoint a Forest Clearance Consultant in coordination with the Chief Forest Warden. After this the proposal will be sent to the Environment Appraisal Committee for approval of the project.

There was discussion about clearance

Singh wrote that in this regard, a meeting was also held between the officials of the State Civil Aviation Department and Forest Department and Airport Director Ranchi on October 6, 2021, in which discussions were held to resolve the issues related to forest clearance from the state. Scindia also told the MP that if forest clearance is not being received from the state, then he will directly talk to the Chief Minister of the state in this matter. He also wants that a better and better airport should be constructed in Jamshedpur as soon as possible. For this, they will take personal interest and work on it. The Union Minister said that very soon the program of Jamshedpur will be decided. During this, Giridih MP Chandraprakash Choudhary, Purulia MP Jyotirmai Singh Mahto and Gomia MLA Lambodar Mahto were also present.

MP Vidyut Mahto spoke to Chief Minister at Dhalbhumgarh Airport

Jamshedpur MP Vidyut Varan Mahto met Chief Minister Hemant Soren at the office of the Assembly complex on Friday. During this meeting, he talked about the letter received from Union Minister Jyotiraditya Scindia regarding Dhalbhumgarh Airport. There only forest and environment clearance has to be given by the state government. With the approval from the Forest Department, the Central Government will start work for its development in collaboration with the Airport Authority of India.

Not Sonari, but Dhalbhumgarh airport is more likely to be built, know what Tata Steel CEO TV Narendran said

Runway shortened in Sonari, building is also becoming a hindrance


Earlier, on the question of entrepreneurs, Tata Steel Vice President (Corporate Services) Chanakya Chaudhary said that we had a meeting with DGCA for the airport six months ago as well. Not only is the runway short in Sonari, but the surrounding buildings are also a hindrance. By the way, the search for small planes to fly in Sonari is going on. Jamshedpur Airport: DC Vijaya Jadhav inspects Dhalbhumgarh site

Chief Minister Hemant Soren is going to Baharagora on 22nd July. In this sequence they can physically take stock of Dhalbhumgarh airport. After the assurance given by the Chief Secretary to MP Vidyut Varan Mahto, there is a strong possibility that the Chief Minister will inspect the Dhalbhumgarh airport. In this sequence, on Friday evening, Deputy Commissioner Vijaya Jadhav along with the officers of the Forest Department and senior officials of the district inspected the Dhalbhumgarh Airport. The Deputy Commissioner inspected the airport and inquired about the ground situation. Reviewed what action has been taken so far by the Forest Department regarding the airport and other works and obtained information in this regard from the officials.

The Deputy Commissioner inspected the Kalapathar Pahar Puja site. In the course of inspection, Prahlad Soren, a villager and teacher of Devshol told the Deputy Commissioner that 12 to 15 Mouja villagers have faith in Kalapathar. Puja is performed every year. This is the ancient temple of this region. Demanded to keep the shrine safe. The Deputy Commissioner assured that the shrine will be kept safe and the airport is also necessary for the development of the area. Giving information to the journalists, the Deputy Commissioner said that along with the observation of the land of the airport, information about the updated status so far was taken from the Forest Department. The airport here is very beautiful. With the establishment of an airport in this area, employment opportunities will increase along with education. The bottlenecks of the airport will be removed soon. In the course of the inspection, Forest Divisional Officer Mamta Priyadarshi, Ranger Digvijay Singh, DDC Pradeep Kumar, ADC Saurabh Sinha along with ADM, BDO Savita Toppo, CO Sadanand Mahto and circle personnel were present.

Boycott of special camp in Ruvashol village in protest against Dhalbhumgarh airport

The villagers protested the special camp organized in Ruvashol village in protest against the Dhalbhumgarh airport. CO Sadanand Mahto, BSO Shyam Narayan Ram, Assistant Engineer Sumit Kumar, Dr. Shashank Chatterjee, Mukhiya Chitranjan Singh, Pansus Poltu Rai and all the departmental employees were present in the special camp organized at Ruvashol Upgraded Primary School. Villagers held a meeting under the leadership of village head Lakhan Hembram and decided that until the proposal for airport construction is not canceled, they will not go to any kind of government camp and will not take any kind of government facility.

After the arrival of CO Sadanand Mahto, the villagers narrated their decision to him. The villagers said that the construction of the airport would end the forest. His life is based on the jungle. Various types of daily needs are fulfilled from the forest itself. That's why they are opposing the construction of the airport. The CO told the villagers that in the construction of the airport, not even an inch of raiyati land would be taken and no one would be displaced. In the case of airports, a separate Gram Sabha will be held on July 8. There the villagers can express their views. The camp is for providing government facilities. So they attend the camp. He gave detailed information about the construction of the airport to the villagers but the villagers did not agree. The villagers were explained for a long time by Mukhiya Chitta Ranjan Singh and Pansas Pradeep Rai, but the villagers did not budge with their decision. Block coordinator Soni Hembram, SBM coordinator Sapna Seat, Sajal Khan, Sapna Nayak, Prithvinath Hansda, Prahlad Pushti, Sajan Majhi etc. were present in the camp.

Jamshedpur: Dhalbhumgarh airport will be constructed at any cost- Scindia

Jamshedpur MP Vidyut Varan Mahato met Civil Aviation Minister Jyotiraditya Scindia at the inauguration ceremony of Deoghar airport on Tuesday. During this, he discussed about the Jamshedpur (Dhalbhumgarh) airport. During the discussion, Mr. Scindia said that he has already decided in this regard that the airport will be constructed in Dhalbhumgarh. The Civil Aviation Minister said that he has already corresponded and held talks with the state government regarding the Jamshedpur airport.

NOC is pending from the forest department

Almost all the processes regarding the construction of Dhalbhumgarh airport have been completed. The construction work will be started as soon as the proposal related to environment and forest comes to the central government by the state government. During the talks, MP Shri Mahto informed the Union Civil Aviation Minister that some meetings have been held by the state government in this regard in the recent past and preparations are on to prepare a proposal on this regard at the ground level.
