Was that Japanese cultural center building designed by a 1st or 2nd year architecture student? What is that? Cultural center means people will be spending at least 3 hours inside per session. The roof is not insulated>>> People + sun's heat will turn that place into an oven. Plus it is ugly and a waste of space.Local architects would have done better IMO..This is the cultural center that I really want to see rehabilitated. It's the Mobutu era Chinese palace in Nsele. Can't the chinese investors do something for it? It will be a great tourist attraction I think!

Looks like it was built by a professional Japanese architect who is based in China. The construction was done by local volunteers, he also has another minor project that he completed in DRC (a school). You are right on this one. There are so many buildings that need to be rehabilitated but i guess the "ministere de la culture" does not see the potential in those landmarks...
