And that bridge building looked very shoddy with very bad concrete beams and exposed rebar.

I think each of the layers has a core made of steel bars, which we can't see of course. But we know this because otherwise the long concrete columns would have collapsed when they were put on the bridge. This happens because even though concrete is strong and good at compressive forces, it's not that good at shear or tensile forces. That's why they add the metal beams, they are much better at resisting tensile and shear forces. It's a little difficult to understand but trust me, even wood is stronger than concrete at these other "types" of force.
I understand that the rebar on the top is confusing, but it's not there to support the columns. The rebar is used to fasten the road that they put on top to the bridge. It isn't supposed to be covered until the road has been added.
The exposed rebars are tied with other horizontal rebars that becomes embedded to concrete deck-this is not a mistake. The beams are precast, though quality of workmanship is very low.^^

The Kirinyaga County Government has finally embarked on the construction of an ultra–modern office to serve as the county headquarters.
Area Governor Joseph Ndathi said the headquarters will be centrally located for ease of access by the area residents.
He said anyone seeking for services from the county headquarter will be able to access the premises with ease from any corner of the county due to the unique location.
Ndathi said leaders previously opposed to the location of the headquarters in Kutus should now support the project.
He said the county assembly approved Sh150 million for the first phase of the project which is projected to take 90 weeks. The entire project is expected to cost Sh390 million.
“I was a civil servant working for the national government when the residents proposed that the county headquarters be located at Kutus” Ndathi said.
He said the headquarters will serve well residents from Mwea, Ndia, Gichugu and the rest since is the most central place in the county.
The governor said those opposed to the county headquarter in Kutus should know that most of the other key services are still based in Kerugoya.
