Slain Gulbarga Sub-Inspector Mallikarajuna Bande's dues not cleared, father protests

Bengaluru: Two years have passed since his son, Mallikarjun Bande died from bullet injuries he received during a clash in Kalaburgi, but Karibasappa Bande, now in his seventies, is no nearer to receiving the promised compensation from the government.


With an ailing wife suffering from brain tumour, the old man, who seemed to have exhausted all his options, began an indefinite dharna in front of the Gandhi statue near Anand Rao Circle on Friday to demand that the government keep to its word.


“The government promised to give us an amount equal to the salary my son would have earned during his entire service had he been alive. But we have not received it yet,” Mr Bande complained. While an additional director general of police did give the family Rs 50 lakh, he explained it had nothing to do with the amount promised by the government. “They have given me a site as well, but I don’t have the money to register it,” he added ruefully, explaining that of the Rs 50 lakh, over Rs 22 lakh has gone into his wife’s treatment.


“When we ran out of money, the doctors at NIMHANS refused to continue treatment. We have now shifted her to a private hospital,” he said. Volunteers of the Veerashaiva Yuva Vedike, who were out in strength to support him, said they would not give up until the government met the old man’s demands.

Eleven villages included in KUDA jurisdiction

The State government has added 11 villages on the outskirts of Kalaburagi city in the jurisdiction of the Kalaburagi Urban Development Authority (KUDA) to enable their orderly development and keep a check on the mushrooming of illegal residential layouts.


Along with the areas coming under the Kalaburagi City Corporation, 32 villages and localities were under the jurisdiction of the KUDA. The State government issued a notification in November 1995 fixing the jurisdiction of the local planning authority and passed another order in October 1997 notifying the 32 villages and areas including those coming under the Kalaburagi City Corporation under the KUDA. KUDA chairman Mohammad Asgar Chulbul said on Saturday that the KUDA, in a meeting held in August 2015, had passed a resolution to include Khanadal, Srinivas Saradagi, Bhosga, Tavaragera, Syed Chincholi, Panegoan, Khaja Kotnur, Nandur K., Aurad B., Ganajalkhed and Sirnur within the jurisdiction of the KUDA and submitted a proposal to the government.
The State government in an order passed on February 15 accepted the proposal. Mr. Chulbul said that as per the notification of the government, the areas coming under the 11 villages would be declared as agriculture land. However, the land which had been converted as non-agriculture land would continue to remain the same. For the remaining land, the existing zonal regulations would be the basis for taking up development works.
Mr. Chulbul said that a high-level meeting of the Deputy Commissioner, chief executive officer of the zilla panchayat and other officials would be convened by the KUDA in the first week of March to frame an action plan for the development in the newly included villages.


The KUDA had taken a decision to include these villages in the jurisdiction of the KUDA taking into consideration the rapid urbanisation on the outskirts of the city, particularly on the Kalaburagi-Sedam Road due to the coming up the proposed airport and the developments taking place all along the national highway from Kalaburagi to Jewargi.

ಇದೇ ವೇಳೆ ಸ್ವಚ್ಛ ಮತ್ತು ಪ್ಲಾಸ್ಟಿಕ್ ಮುಕ್ತ ಕಲಬುರಗಿ ಎಂಬ ಒಂದೇ ಅಜೆಂಡಾವನ್ನು ನಗರದ ಎಲ್ಲಾ ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅನುವಾಗುವಂತೆ ಈ ಅಭಿಯಾನವನ್ನು ಹಮ್ಮಿಕೊಳ್ಳಲು ಯೋಜಿಸಲಾಗಿದೆ. ಅನೇಕ ನಿವಾಸಿಗಳು ಅಜೆಂಡಾ ಬಗ್ಗೆ ಉತ್ತಮ ಆಸಕ್ತಿ ಹಾಗೂ ಪ್ರತಿಕ್ರಿಯೆ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆಂದು ತಿಳಿಸಿದರು.

‘Notification issued for setting up KAT Bench’

Chief Minister Siddaramaiah has clarified that the State government had already issued a notification for the establishment of the Bench of the Karnataka Administrative Tribunal (KAT) in Kalaburagi and orders have also been issued creating the required posts for the Bench.


In a written reply in the Council to the questions of Amarnath Patil, BJP MLC, the Chief Minister said that the notification in this regard was issued in August 2015 and the orders creating the required posts was issued on February 26 this year.


Mr. Siddaramaiah said that the chairman of the KAT and the Deputy Commissioner had inspected several available government buildings, but none were suitable.


The KAT has requested that the Bench temporarily function from the premises of the Kalaburagi Bench of the High Court and has written to the Chief Justice.


Mr. Siddaramaiah said that the government was making all efforts to extend all the infrastructure and staff required for the KAT Bench.

ಮಕ್ಕಳ ಉದ್ಯಾನದ ಎಡ ಮತ್ತು ಬಲಭಾಗದ ಎರಡೂ ರಸ್ತೆಗಳು, ಡೈನೋಸಾರ್* ಉದ್ಯಾನದಿಂದ ಮಕ್ಕಳ ಉದ್ಯಾನ ಸಂಪರ್ಕಿಸುವ ರಸ್ತೆ ಮತ್ತು ಉದ್ಯಾನದಿಂದ ವೀರಶೈವ ಕಲ್ಯಾಣ ಮಂಟಪ ಮಾರ್ಗದ ರಸ್ತೆಗಳನ್ನು ಸಿಸಿ ರಸ್ತೆಯಾಗಿ ಪರಿವರ್ತಿಸುವ ಕೆಲಸ ಭರದಿಂದ ನಡೆಯುತ್ತಿದೆ. ಈ ನಾಲ್ಕು ರಸ್ತೆಗಳ ಕಾಮಗಾರಿಗಾಗಿ ಒಟ್ಟು ₹50 ಲಕ್ಷ ವೆಚ್ಚ ಮಾಡಲಾಗುತ್ತಿದೆ.
‘ಮುಖ್ಯಮಂತ್ರಿಗಳ ₹40 ಕೋಟಿ ಅನುದಾನದೊಳಗಿನ ಹಣ ಬಳಸಿ ರಸ್ತೆಗಳ ಕಾಮಗಾರಿ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಜನರಿಗೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡಬೇಕೆನ್ನುವುದು ಮಹಾನಗರ ಪಾಲಿಕೆಯ ಯೋಜನೆ. ಅದಕ್ಕಾಗಿ ಮೊದಲು ರಸ್ತೆ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳಿಸಲಾಗುತ್ತಿದೆ’ ಎಂದು ಪಾಲಿಕೆ ಆಯುಕ್ತ ಸುನಿಲಕುಮಾರ ಪಿ. ಹೇಳಿದರು.
ಮಕ್ಕಳ ಉದ್ಯಾನ ಮತ್ತು ಡೈನೋಸಾರ್* ಉದ್ಯಾನಗಳ ಮಧ್ಯದಲ್ಲಿರುವ ಉದ್ಯಾನದ ಭಾಗವು ಅಭಿವೃದ್ಧಿಯಾಗಿಲ್ಲ.
ಉದ್ಯಾನ ಅಭಿವೃದ್ಧಿ ಪಡಿಸುವುದಕ್ಕೆ ಎಸ್*ಎಫ್*ಸಿ ಅನುದಾನದಲ್ಲಿ ₹2 ಕೋಟಿ ಮೀಸಲಿಡಲಾಗಿದೆ. ಈ ಅನುದಾನದಲ್ಲಿ ನೆಲ ಸಮತಟ್ಟುಗೊಳಿಸುವುದು, ವಾಕಿಂಗ್* ಪಥ, ಶೌಚಾಲಯಗಳ ಸಮುಚ್ಛಯ ಕಟ್ಟಡ, ಉದ್ಯಾನದೊಳಗೆ ಕುಡಿಯುವ ನೀರಿನ ವ್ಯವಸ್ಥೆ ಮಾಡುವುದಕ್ಕೆ ಹಣ ಬಳಸಲಾಗುವುದು ಎಂದು ಹೇಳಿದರು.
ಉದ್ಯಾನದ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಸಮಗ್ರ ಯೋಜನೆ ವರದಿ (ಡಿಪಿಆರ್*) ಪಾಲಿಕೆಯ ಎಂಜಿನಿಯರಿಂಗ್* ವಿಭಾಗದವರು ಸಿದ್ಧಪಡಿಸಿದ್ದಾರೆ.
ಕ್ರಿಯಾ ಯೋಜನೆಯನ್ನು ಮೇಲಧಿಕಾರಿಗಳ ಅನುಮೋದನೆಗಾಗಿ ಕಳುಹಿಸಿದ್ದಾರೆ. ನನೆಗುದಿಗೆ ಬಿದ್ದಿರುವ ಯೋಜಿತ ಕಾಮಗಾರಿಗಳನ್ನೆಲ್ಲ ಪೂರ್ಣಗೊಳಿಸುವುದಕ್ಕೆ ಮಹಾನಗರ ಪಾಲಿಕೆಯಿಂದ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿದೆ.
ಕಾಮಗಾರಿಗಳನ್ನು ಏಕಕಾಲದಲ್ಲಿ ಪೂರ್ಣಗೊಳಿಸುವ ಉದ್ದೇಶಕ್ಕಾಗಿ ಕೆಲಸಗಳನ್ನು ಬೇರೆ ಬೇರೆ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಟೆಂಡರ್* ಮೂಲಕ ಹಂಚಿಕೆ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದು ಪಾಲಿಕೆಯ ಮೂಲಗಳು ತಿಳಿಸಿವೆ.
‘ಮಹಾನಗರ ಪಾಲಿಕೆಯಿಂದ ಯಾವುದಾದರೂ ಕಾಮಗಾರಿ ಅನುಷ್ಠಾನವಾಗಲು ಮೊದಲು ಅಭಿವೃದ್ಧಿಯ ಯೋಜನೆ, ಕ್ರಿಯಾಯೋಜನೆ, ಅನುಮೋದನೆ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರಿಗೆ ವರ್ಕ್* ಆರ್ಡರ್* ಕೊಡುವುದಕ್ಕೆ ವರ್ಷತನಕ ಕಾಯುವ ಪರಿಸ್ಥಿತಿ ಇತ್ತು. ಪಾಲಿಕೆಗೆ ಐಎಎಸ್* ಆಯುಕ್ತರು ಬಂದ ನಂತರ ಆಡಳಿತ ವರ್ಗದಲ್ಲಿ ಹೊಸ ಉತ್ಸಾಹ ಬಂದಿದ್ದು, ತ್ವರಿತವಾಗಿ ಕೆಲಸಗಳಾಗುತ್ತಿವೆ. ಆಯುಕ್ತರು ಗುಣಮಟ್ಟದ ಬಗ್ಗೆಯೂ ಕಟ್ಟೆಚ್ಚರ ವಹಿಸಿ ಕೆಲಸ ಮಾಡಿಸುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಹೋರಾಟಗಾರ ಶರಣಪ್ಪ ಅತನೂರ ಹೇಳಿದರು.
ಸಾರ್ವಜನಿಕ ಉದ್ಯಾನದಲ್ಲಿ ರಾತ್ರಿ ಏನು ನಡೆಯುತ್ತದೆ ಎನ್ನುವುದರ ಬಗ್ಗೆ ನಿಗಾ ವಹಿಸುವ ವ್ಯವಸ್ಥೆಯಿಲ್ಲ. ಕಾವಲುಗಾರರಿದ್ದರೂ ಈ ಬಗ್ಗೆ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ. ಉದ್ಯಾನಗಳು ಅನೈತಿಕ ಚಟುವಟಿಕೆಗಳ ತಾಣವಾಗಿಯೂ ಬಳಕೆಯಾಗುತ್ತಿವೆ. ಇದಕ್ಕೆ ಕಡಿವಾಣ ಹಾಕುವುದಕ್ಕೆ ಪಾಲಿಕೆ ಅಧಿಕಾರಿಗಳು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ವಿವಿಧ ಸಂಘ–ಸಂಸ್ಥೆಗಳು ಪಾಲಿಕೆಗೆ ಮನವಿ ಸಲ್ಲಿಸುತ್ತಾ ಬರುತ್ತಿರುವುದನ್ನು ಇಲ್ಲಿ ಸ್ಮರಿಸಬಹುದು.
ಉದ್ಯಾನವನ್ನು ಸುಂದರಗೊಳಿಸುವುದಷ್ಟೆ ಅಲ್ಲ, ಅದನ್ನು ಕಾಪಾಡಿಕೊಂಡು ಹೋಗುವುದಕ್ಕೆ ಸೂಕ್ತ ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕು ಎನ್ನುವುದು ಜನರ ಒತ್ತಾಯ.

Semblance of order on Kalaburagi roads - Removed encroachments on footpaths and roads


A semblance of order is in place for the first time on the roads here and the rule of law has asserted its upper hand, particularly in the Super Market area, a busy commercial hub.
On Sunday, the staff of the district administration, police, and the city corporation removed encroachments on footpaths and roads by vendors who had put up their illegal outlets there preventing the movement of vehicles.
Almost all the roads leading to the old vegetable market were choked with numerous shops eating up every available space making it difficult even to walk without brushing each other. On Sunday, the authorities removed all these shops.
Another road which was fully encroached upon for the past couple of years was the Chappal Bazaar Road and moving in a vehicle was a Herculean task on the road which was occupied by makeshift chappal retail outlets. So far no police official or corporation official could dare to remove them. However, on Sunday, a team of officials led by Deputy Commissioner Ujjwalkumar Ghosh, Superintendent of Police N. Shashikumar, and corporation commissioner Sunilkumar removed these shops.
Along with this, the police have introduced new parking rules on all the roads in the Super Market area and four-wheelers will not be allowed to park on the roads they will have to be parked in the vacant spot owned by the Public Works Department, which was till Sunday occupied illegally by ice cream vendors and ‘chat’ shop owners.
One-way parking rule has also been introduced on all roads and two-wheelers will be allowed to park on one side of the road on alternate days. Policemen from all over the district and trainee constables were posted on the roads in the Super Market area to introduce the new parking rule on Monday. The only eyesore is autorickshaws which have been parked haphazardly.

Kalaburagi manages its garbage better than Bengaluru: Justice Adi

Justice Subhash B Adi, Chairman of National Green Tribunal Committee on Solid Waste Management, said other cities in Karnataka are better than Bengaluru when it comes to solid waste management.

He said that despite being a cosmopolitan city with all the facilities and technology, the BBMP had failed in managing Bengaluru’s waste. He said the problem has been piling up since 2011-12 when the issue with Mandur landfill started. Since then BBMP has been unable to handle the situation and find solutions.
He said Bengaluru is lacking behind because of improper management like in case of setting up and managing waste processing units. They have not been set up as per standards and are not running to their full capacity. Processing centres have become a problem because of locals protesting about the stench and garbage strewn around, he said.

“I have been suggesting a solution for very long - decentralisation of waste at the ward level. People are ready to segregate and they are doing that. But where to take the garbage is the question. So decentralised of waste management at the ward level is an ideal solution,” he said.
In the wake of the apprehensions posed by some people and BBMP officials, he said he was willing to show the way. He said some locations such as like Sanjayanagar and HSR Layout had already been identified to show how garbage can be collected and managed at the ward level itself. This will ensure that waste does not go to landfills and the best out of the waste is obtained. He said it has also been suggested that waste be sent to cement factories for processing.

He asserted that sending waste to landfills is not permitted. BBMP is continuing to send it because they have no choice. Unless they come out with a mechanism and a fully functional operation system, the problem of sending waste to landfills will continue. He pointed out that as the NGT chairman, he can send a report to the NGT about the BBMP sending waste to landfills and not managing the waste. But then a concrete solution will also be given for the BBMP to follow instead.

He said processing should be scientific. Today, and even according to BBMP, out of the seven waste processing units, only two or three are working and that too not to its fullest capacity. BBMP has told the committee that they need time to manage the garbage because budgets are yet to be called for. So the committee is giving the corporation some time. But time is ticking.
He said Kalaburagi is better than Bengaluru in waste segregation and collection. Another example which Bengaluru should look at is Vellore, which is now garbage free. There is systematic management, collection and composting.

He added that choices are many, but he does not know when BBMP will choose what. Sometimes they say waste processing centres are ideal and sometimes they come up with some other solutions. Justice Adi said the best solution is to decentralise the waste.

He urged the citizens to help make the city garbage free. He said so far Bengaluru has become 80% plastic-free. This is because of strong penalties imposed. The same should also be done to manage garbage.
