The Department has initiated steps to develop the Coastal Shipping at Azhikkal in connecting Cochin and Kollam Ports. The port has currently facilities like 230m berth, wharf, Harbour Mobile Crane, Reach Stacker & Weigh Bridge and is capable of handling dry bulk, break bulk, container and project cargo. The existing draft is close to 2-3 metres. The development of the outer harbour will be undertaken in two phases through a Special Purpose Vehicle formed under Companies Act 2013. The total capital expenditure for both the phases will come to around Rs.2500 crores. The first phase will be developed at an estimated cost of `500 crore utilizing KIIFB funding and is expected to be completed by June 2020. The Department will also explore the possibility to secure Component wise funding assistance of Government of India under sagarmala for various components like capital dredging, breakwater construction, berth construction , modernization etc. The second phase development of the port will be undertaken by adopting a feasible model depending on the decision of Government of Kerala. The scheme will have provisions of state share in Special Purpose Vehicle, port related developments, land conservation, acquisition and property development for port and allied infrastructure facilities, including connectivity, storage and services. Replacement, procurement and maintenance of necessary navigation aids, floating crafts, handling & safety equipments and standby emergency power supply units required for port operations. Enhancing the port security levels as per ISPS code and establishing EDI, plant quarantine, immigration, sales tax facilitation centres and trade facilitation centres for vessel agents, cargo agents, CHAs, forwarders, development of other facilities for value added services in port including passenger amenities, greening of ports and other areas under port department, computers and peripherals and provision of seamless internet facilities wherever required. An amount of `2000.00 lakh is provided for the Special Purpose Vehicle for the development of Azhikkal port as State Share in the budget 2018-19.
