Actually, Bolshoi, The town couldn't be "the best city in Siberia". It may be reach and has many new nice buildings. But reach not = the best! Khanty-Mansiysk is too small and has no historical buildings. It couldn't be even "the best for living" because of climate.
Anyway, Khanty sure is very nice town!
