I wish it were so easy to get into the building and start shooting pictures unhindered. Actually, almost all major buildings (public and private) in Kinshasa are guarded by security agents and they are most of the time mean (to put it mildly) when it comes to dealing with “curious” visitors. However, should the opportunity arise, I will not hesitate shooting pictures from the inside.It is nice, very nice. I like the way they used the actual situation to build their building. Good.A new low-rise building on the boulevard du 30 juin whose beauty is compromised by the dilapidated old French embassy in the background. It is a shame that the French government has neglected a historic building that used to be a luxury hotel (Stanley Hotel); it disfigures the whole neighborhood.

Talking about equipment and competence, they are indeed competent and relatively well equipped. The major problem they face are the working conditions (poor salaries, lack of support from the hierarchy, etc.) which engender corruption and lack of motivation.This picture makes the PNC look so well equiped and competent.
Salary is the biggest problem. I am 100% sure that if the government starts to pay them decently, things will change quite fast on the ground. La seule et unique façon pour l’Etat de garantir un salaire décent aux fonctionnaires c’est de disposer d’assez de ressources. N’étant pas une entreprise, il ne peut compter que sur sa capacité à collecter les impôts. Dans cette démarche, l’erreur qui est commise en RDC c’est de surtaxer le peu de personnes physiques et morales (les entreprises) assujetties à l’impôt, ce qui pousse les intéressées à recourir à la fraude fiscale pour “protéger” leurs revenus. L’Etat devrait avoir le courage d’élargir l’assiette fiscale en augmentant le nombre de contribuables tout en baissant sensiblement l’impôt de façon à encourager l’investissement et à lutter contre la fraude fiscale. Les recettes ainsi collectées serviront à augmenter les salaires des fonctionnaires et à accélérer la reconstruction des infrastructures de base.Salary is the biggest problem. Mais il faut aussi faire en sorte que ces policiers travaille et vivent dans de bonnes conditions. La meilleure recette. Bonne paye+bonne condition de vie et travail = Progres en RDC
