True, mortgage financing is really needed in Congo's economy today. Only a few public sector workers can really afford a house now (Univ professors, ministry general secretaries, Courts officials etc...). Must work hard to elevate salaries of the masses so they too can afford mortgagesI do not understand how one can build such homes (Luxury) while Teachers and public workers earn less than $100 on average and large population lives on less than $ 1 per day.
What is needed is in my opinion is to setup mechanism which will allow lower and middle income population to have access (Loans) under subsidize program or built bunch of social housing then mortgage them to population at lower or zero interest.
A waste ....tout siplement comme le fameux hopitale.

If this was a private initiative ...fine.....no problem. Using public funds to build luxury Villas and apartments for the elite, is totally wrong.True, mortgage financing is really needed in Congo's economy today.
