The construction of the 421km High-speed railway from the Laos-China border to Vientiane will begin as planned.

Laos and China agreed that construction of the railway would begin in April 2011 to mark the 50th anniversary of Laos-China diplomatic relations and be completed within four years.

Mr Somsavat said that Laos and China signed a memorandum of understanding on the railway in April 2010 after President Choummaly Sayasone and Chinese President Hu Jintao signed an agreement to elevate relations between the two countries to that of 'all round strategic cooperation partners'.

He also said the profile of Laos would be raised as it would be the first country in the region to have a high speed railway.

The railway would be 421km long and include 190km of tunnels and 90km of bridges. It is envisaged that electric trains travelling at 200km per hour would carry passengers and trains travelling at 120 km per hour would carry freight.

There would be five main stations along the line — at Boten, Oudomxay, Luang Prabang, Vangvieng and Vientiane.

Mr Somsavat said construction of the railway would involve 50,000 workers, adding that the project would train workers in Laos while management staff would be sent to China for training.

The railway would form part of the Asean-China rail link, which begins in Yunnan province, China, and runs to Singapore through Laos and Thailand.

However, this will NOT become a reality unless Lao PDR and Chinese government has made the final settlement on the land along this railway line - Chinese government want 1000 meter on each side along the railway line as the collateral of 7 Billion Dollar loan but Lao government can give ONLY 400 meter on each side along the railway line.

Furthermore, Chinese government wants to increase the investment from 70% to 85% of the total 7 billion Dollar investment while Lao government will be limited to 15% investment since they cannot fully trust that Lao government can capitalize the project with 2.1 billion US$

Lao railway Authority Officer admitting that Lao - China High Speed Train will delayed until 2014 due the direct result from Changing policy of Thai government.

The current Thai government led by PM Yinglux Shinnawatra making a clear policy through the election campaign that

PM Yinglux Shinnawatra said:
1. High Speed Railways to Laos will be shortened to Khorat (Nakhon Ratchasima)
2. High Speed railways from Bangkok to Chiang Mai getting the First Priority
3. Eastern Line also getting the high priority
4. the Southern line of High Speed will be shortened to Hua Hin instead of Padang Besar
Such a changing policy on High Speed Railways Network has compelled Chinese Government to slow and lower down the priority to construct High Speed railway in Laos since Chinese government has made a clear point that
Thailand has to realize the High Speed Train line from Bangkok to Nong Khai and Bangkok to Padang Besar FIRST in order to maximize the profits from high speed railway in Laos by making a connection to Malaysia and Singapore.

Chairman of Chinese Development Bank (国家开发银行) telling LPDR President that Chinese government has given the high priority to Lao - China high speed railway networks so Chinese government has assigned the fund raising jobs for Lao - China Highspeed railway to Chinese Development Bank (国家开发银行)

Deputy PM SOmsavat Lengsavat also insisting that both governments have to come up with Joint venture company to handle Lao - China Highspeed railway with 70% of Stock in the hand of Chinese government for railway equipment and rolling stocks and 30% of stock in the hand of Laos government for land ex appropriation and removing the unexploded bombs.

The investment of 7 Billion Dollars has compelled Chinese government to maximize the profit at all cost so they have to postpone the investments in Lao - China Highspeed railway until Thai Government has changed mind to finish the line to Nong Khai and Padang besar first

This has a lot to do with the political animosity between PT men in Isan and Northern region (the constituency of PM Yinglux) vs. the Southerners who vote for Democrat ...

Initially, PT men would never want to see the high speed to the South at all. They want to make a trade with China to reap the benefit for themselves without relying upon ANY PORTS down South or even Laem Chabang even though they still need passenger high speed to make a connection with fellow Isan/Northerner folks who work with Farang or becoming the significant others of Farang in Pataya.

However, they have to make a gesture that they still loyal to His Majesty by coming up with the line to Hua Hin (Thai version of Riviera - also has Summer palace of HM) ... Otherwise, Bangkokians and Southerners will point out that PT men are betraying His Majesty - the serious offence to the point that it is tantamount to political suicide.

I want to know The point of Vientiane Tay Station on Google Map.
It's nearly Vientiane (Wattay) Airport :?
May not be so as claimed by those spinning doctors around Udonthani who want to sell the land in their hoards from Si Chiang Mai to Uon Thani force the high speed to take that route instead of the existing route which Lao government prefers - and now they even ask for the new railway bridge at 30 meter away from the existing Bridge near the fence wall of Wat Chommanee.

Chinese faction and Vietnamese faction within LPDR Politburo are in fighting while Chinese government decided to delay the project until Thailand has made a high speed connection to Nong Khai

Even though there will be NO Highspeed train at the time being, the railway from Tha Nalaeng to Viengchan will be a good substitute as the following news has shown:

The 1650 Million Baht loan to construct the new 7.7 km railway line from Tha Nalaeng to Viengchan signed:
MCOT: Thursday 14 June 2012

Madame Viengthong Siphandon (LPDR deputy minister of finance) has signed the loan contract with Mr Akkhasiri Booranasiri (Director of NEDO) for the 1650 million Baht loan for the construction of the new 7.7 km railway line from Tha Nalaeng to Viengchan - 30% of the loan (495 million Baht) will be aids (good second-handed steel rails, concrete sleepers and the token machines) and the other 70% (1115 million Baht) is cheap loan with 10 year grace period to hire the contractors with the usual condition that 50% of the loan will have to hire Thai contractors and purchase Thai materials. This railway line has to be done by the end of 2015.

This section will be meter gauge to allow Thai rolling stock to go with the special design to allow reguauging into standard gauge (mixed gauge) to allow Chinese made rolling stocks to go. Now, there is a construction of warehouses at Tha Nalaeng station for the distribution of products imported from Thailand including fruits, paddy, rice, meat, seafood, refined oil and Finished products from Eastern Seaboard to other parts of Laos while Laos can export potash as well as other minerals to feed Thai factories or to feed the third countries.

Lao government has made an agreement to export Potash from Laos via railway line to Laem Chabang Port so it will have strong benefits from both countries to have such a railway track and other neighbor Asean countries and China will reap the benefits from this railway line as well.

Here is the model for Viengchan station - designed by Team Consultant - in the reject 9-km Tha Nalaeng -Viengchan line ... will be revived as a part of 7.75 km Tha Nalaeng -Viengchan extension - with the details on the budget as follows:

Construction: 1.476 billion Baht
Consultant Engineer: 0.078 billion Baht
Administration on Lao side: 0.018 billion Baht
the spare care: 0.078 billion Baht
Total: 1.650 billion Baht
Thai loan: 1.150 billion Baht
Aids in form of concrete sleepers and second handed steel rails: 0.495 billion Baht

The distance between Tha Nalaeng - Viengchan is 7.5 km though but 7.75 km construction is due to the inclusion of the EOL.
This will include the construction of Viengchan main station, container yard at Tha Nalaeng (500 meter from Tha Nalaeng station), Lao Railway Authority HQ, and the resthouse for Lao railway officers and the level crossing at Ban Kham Sawat.

After it is done, SRT will have to run the regular (weekly) cargo train from Tha Nalaeng to Laem Chabang while the DMU service will have to be extended to Viengchan Main station.

Thailand to finance Vientiane railway

Thailand has provided a grant and a soft loan to finance a railway extension from the Lao-Thai border into central Vientiane over the next couple of years, according to the Thai News Agency.

Lao Deputy Finance Minister Viengthong Siphandone and President of Thailand’s Neighbouring Countries Economic Development Cooperation Agency (NEDA) Acksiri Buranasiri signed an agreement on the cooperation in Bangkok last week.

The agreement covers financing for construction of the railway from Thanalaeng train station to a station in central Vientiane that is yet to be built.

Under the agreement NEDA offers financial support for Laos to build the 7.75-kilometre-long railway track worth 1.65 billion baht.

Thai financial assistance to Laos comprises a 495-million-baht grant which accounts for 30 percent of the project price and another soft loan equivalent to the remaining 70 percent or 1.16 billion baht, with a grace period of 10 years.

The project is an extended section of the rail line from Thailand’s northeastern Nong Khai province to Thanalaeng station in Laos. The extended line is scheduled to be complete over the next two years, which will facilitate travel and cargo transportation to Vientiane.

According to the NEDA chief, the extended railway will also support the Asean Economic Community (AEC), scheduled to be established by 2015, as it will further promote Thai investment in Laos, employment and orders for materials from Thailand.

Laos is, however, required to hire a Thai contractor and to use 50 percent of raw materials from Thailand.

The extended rail track is to be one metre wide, also known as the metre gauge, but will be adjustable to support the standard gauge of 1.435 meters to serve high-speed trains.

Laos plans to export products from its potash mines through Thailand’s eastern Laem Chabang deep-sea port, so a new high-speed railway from China through Laos to Nong Khai and Bangkok will further promote the export of Thai fruit and other farm products and will also boost their prices.
