I'm not sure if it would be considered the best in the state, but I think the frwy/hwy network in San Antonio is pretty well laid out. It looks rather symmetric and somewhat uniformed as a whole when you look at it on a map. For instance, I-10 & US 90 pretty much runs E to W/NW, I-35 runs SW to NE, I-37 & US 281 runs SE to N & I-410 forms the loop around the city that ties it altogether. Then you also have Loop 1604 that forms the outer beltway which primarily serves the rural population of Bexar County. I also think that Houston and Dallas (respectively) both have good frwy/hwy networks as well, except that the congestion in those cities can be very challenging at times. hno:
