I read this article about the anticipated $338 million budget deficit in San Francisco, which mentioned that the city has an annual budget of $7 billion, and it got me thinking...A $7 billion budget would be almost about $8400/person (based on a population of about 820,000). What would that look like in comparison to other major US cities?

Has anyone come across statistics on the largest urban budgets, both in total and per capita?

You'd have to ask what the budget pays for too. Does it include schools? Transit? Etc. Nothing can be compared until you know these things in detail.
