Those three cities are not rich? I guess I'm wrong then... Anyway, I would normally think that the larger the city, the more industries there would be. In other words, it would be richer. I guess that may not be the case in China. However, I don't think just small cities are richer. They have to be developed in some industry. Small cities tend to be richer, a lot less population.
