How can you be so sure?
Article says they might start ahead of the elections, meaning early 2011 and with a grant from Brazil (and no doubt a helping had from Brazilian builders) it's a piece of cake.
Praia has a couple of Chinese built govt offices (including elevators with Chinese texts) from the early independence period. Now the next generation of bureaucrats will work in Brazilian buildings, only logic....

They just mean a new centre for government buildings, it can be nothing like Brasilia! Praia is small. Brasilia is an awful place anyway.
Of course they mean a centre of govt buildings within the city limits and no new city to be founded in the interior.
For the moment the Minister of Finances is opposing the project, saying it will be to costly for the national budget.
It may be that the govt of CV has long planned this and raised the idea during the visit of Lula, in order to get his attention and access to Brazilian financing. This will be good for CV as it will get a new and prestigious govt centre, outside the cramped and bustling, crime-ridden city.
Possible sites may be found along the new circular highway, now still running through empty quarters. Possibly near the University on the Cidade Velha road, on the hill before the exit to the circular. Another flat hill suitable for this new govt neighbourhood might be the one northwest of the airport, near the new building projects at Sao Francisco, close to the circular and near the exit from the circular to Assomada.
Interesting! I am sure Brazil will finance the deal or actually their own building contractors. What will they build? A presidential palace, a dozen modest ministries. a parliament perhaps, some officies for govt agencies. The private sector should get some space too. There will be opportunities for one or two good hotels, maybe some residential areas for the future...
The market outlook in the long run will be good.

Projects like these won´t see the light of day...I wish they could but again I am a realist to say - no, they won´t...it is just like with Abuja Technology Village which should have been entirely completed by now but still absolutely NOTHING has happened...in China they would have built 20 of those in the meantime...but TIA ...."Dreams are not my reality"

Yeah, what happened with that, I actually forgot about it.

From now on, I wish African governments would only publish CONFIRMED plans rather than just proposals. But saying that, Angola is doing better and completing projects than most other African nations.

Brasília pode ser boa do ponto de vista arquitectónico, mas é péssima do ponto de vista social. Exige carro para todo o lado, não está a uma dimensão humana...

A Praia é o suficiente para Cabo Verde, desenvolvam o que já têm :)
