Pekan to have O&G, maritime hub by 2012

KUALA LUMPUR: Tanjung Agas Supply Base and Marine Services Sdn Bhd (TASBMS) is set to develop a 4,098-acre oil and gas (O&G) and maritime industrial park in Pekan, Pahang, which is expected to attract at least RM6 billion in investments.

Construction work on the Tanjong Agas Oil and Gas and Maritime Industrial Park would commence by May with completion targeted for 2012, TASBMS managing director Mohd Faidzal Ahmad Mahidin said after the launch of the park here yesterday.

Faidzal said that while the O&G facilities would take three to four years to complete, he expected the residential and commercial projects to be developed sooner.

The development also includes shipyards, fabrication yards, liquefied natural gas (LNG) and petroleum terminals, dredger yards, liquid bulk terminals and dockyards.

Faidzal said the RM2 billion needed to develop infrastructure for the industrial park would be funded mainly via bank borrowings, adding that TASBMS, a special-purpose vehicle, hoped to receive some aid from the federal government.

Between 1,600 and 2,000 acres of the state-owned land within the industrial park had already been taken up by investors, who would begin constructing their facilities simultaneously with the industrial park, subject to licensing approvals, Faidzal said.

Seven companies signed agreements with TASBMS at yesterday’s launch. They include Tec-Steel Manufacturing Sdn Bhd, Vantech Dockyard (M) Sdn Bhd, Bitari Abadi Sdn Bhd and USA Tech Marine (M) Sdn Bhd.

Faidzal said the seven companies were expected to channel at least RM6 billion worth of investments, of which half would be foreign direct investment (FDI), while TASBMS was in talks with another 10 potential investors.

Faidzal said TASBMS was seeking government approval for an independent power plant (IPP) to be located within the park to supply about 250MW of energy, as Tenaga Nasional Bhd would be unable to provide the park’s energy needs within two years.

Asked about the viability of an oil and gas hub amidst a global economic slump, Faidzal said the crisis provided an opportunity for the company in terms of development cost, adding that when the economy recovers, oil and gas players would be set to gain.

The Pahang Development Corporation (PKNP) has a 30% stake in TASBMS, which is the concession and project company incorporated primarily to develop the industrial park.

The project was launched by the Sultan of Pahang, Sultan Ahmad Shah Al-Musta’in, and witnessed by Pahang Regent Tengku Abdullah Al-haj and Deputy Prime Minister Datuk Seri Najib Razak.

TASBMS chairman Tengku Abdul Rahman Sultan Ahmad Shah said the company was in preliminary discussions for Petronas and its production-sharing contract partners, vendors and suppliers to take up residence at the industrial park.

“The location of the industrial park is most ideal as it faces the South China Sea and is in the midst of growth areas of upstream and downstream oil and gas exploration and production activities,” Tengku Abdul Rahman said.

Speaking at the event, Najib said the industrial park was consistent with the government’s policies and efforts, adding that its strategic location in the east coast would strengthen the viability of the development and spearhead more economic benefits for the region.

“As this maritime park matures and is fully occupied by the target industries and companies, the entire area will be rendering a critical service to the oil and gas and petrochemical industry,” he said.

Najib also said the bulk of basic infrastructure for the development project would be undertaken by the government through the East Coast Economic Region Development Corporation (ECERDC).

THE Malaysian economy will get another shot in the arm with the planned investment of about RM8bil in the oil and gas (O&G) and maritime services sector for a 4,098-acre integrated industrial park in Pekan, Pahang.

The Tanjong Agas Oil and Gas and Maritime Industrial Park will be undertaken by Tanjong Agas Supply Base & Marine Services Sdn Bhd (TASBMS), a company entrusted to ensure the completion of the project in three years.

The Pahang State Development Corp has a 30% stake in TASBMS.

TASBMS managing director Mohd Faidzal Ahmad Mahidin said there was no question the project would be fast-tracked and the economic impact would be felt within the year.

“We are confident this mega project will take off soon,” he told StarBiz in an interview.

Faidzal said the company had been planning to make Pekan an integrated O&G and maritime services hub over the past three years.

He said TASBMS had been collaborating with some major players in the O&G and maritime services sector for several years and had managed to convince them to invest in the project.

“Currently, we have seven players pledging their support via expertise and investments totalling about RM6bil in the various projects in Pekan,” he said.

At a media briefing recently, TASBMS identified the seven as Vantech Dockyard (M) Sdn Bhd, Tec-Steel Manufacturing Sdn Bhd, Usatech Marine (M) Sdn Bhd, Bitari Abadi Sdn Bhd, Core Competence Sdn Bhd, Competent Selection Sdn Bhd and Damini Corp Sdn Bhd.

Faidzal said the seven were only the “tip-of-the-iceberg” as many other companies had expressed interest to participate in various up-coming projects, including property (residential and commercial).

“There are about 10 other companies that we are in talks with at the moment,” he said, adding that all the confirmed projects, which would be simultaneously launched, as well as future projects, would provide massive employment for Pahang residents.

The seven projects alone would create about 30,000 jobs in the next 10 years and the initial phase would require about 5,000 workers, he said, adding that it would help spur the development of local talent in the O&G and maritime services sectors.

Faidzal said the industrial park would have shipyards, fabrication yards as well as supply-base fabrication for repairs and lay-ups.

“There will also be liquefied natural gas and petroleum terminals, dredger yard, liquid bulk terminal and dockyards,” he added.

Faidzal said Pekan was ideal for the industrial park as it faced South China Sea and was in the growth area for upstream and downstream O&G exploration and production activities.

On the balance RM2bil required to kickstart the mega project, Faidzal said the company would borrow from KAF Investment Bank Bhd and hoped the Federal Government would financially support the state’s growth in the sector.

“Much of the RM2bil would be for developing the appropriate infrastructure for the park,” he said.

Faidzal also urged the Government to allow an independent power producer to operate in Pahang, as the park would need sufficient energy to run the different projects when it came onstream.

Meanwhile, Tec-Steel partners Sigrid Nubert and Helmut Paul Kauba said the company planned to invest about RM3bil to set up a steel manufacturing plant in Tanjung Agas.

“The plant will start production in 2012 and create about 600 jobs, mostly for local workers,” Nubert said, adding that the annual production would be about 800 tonnes.

“Most of the steel will be supplied as semi-finished long products to international markets. We will adopt the latest electric arc furnace and casting technology for the plant which will meet European environmental standards,” she noted.

On Tec-Steel investing in Pekan, Nubert said: “We choose Tanjung Agas because of its location near the mining industries. Besides tax incentives, Malaysia is politically stable.”

Vantech Dockyard said in a statement it planned to develop an 800 acres of world-class, state-of-the-art full-scale dockyard facilities in Pekan.

It said the project would be undertaken in three stages: deep-sea offshore O&G fabrication yard, shipbuilding and shiprepair yard, and maritime services.

The company is finalising a collaboration with a leading South Korean shipbuilder.

KUALA LUMPUR, Feb 16 (Bernama) -- The Tanjong Agas Oil and Gas and Maritime Industrial Park in Pekan, Pahang, which has attracted RM6 billion investment, is expected to create about 30,000 jobs over the next 10 years, Deputy Prime Minister Datuk Seri Najib Tun Razak said Monday.

Of the 30,000 jobs, the first 5,000 jobs are expected to be generated within the next two years.

"I believe this project can become a catalyst for our economic growth in this trying time," said Najib, who is the Member of Parliament for Pekan, after the launch of the industrial park by the Sultan of Pahang, Sultan Ahmad Shah.

The event was also attended by Tengku Mahkota Pahang, Tengku Abdullah Sultan Ahmad Shah, and Tengku Muda Pahang, Tengku Abdul Rahman Sultan Ahmad Shah.

The RM6 billion investment came from seven companies comprising local and foreign firms, which have agreements with Tanjong Agas Supply Base and Marine Services Sdn Bhd.

The companies are Vantech Dockyard, Tec-Steel Manufacturing Sdn Bhd, Usatech Marine (M) Sdn Bhd, Bitari Abadi Sdn Bhd, Core Competencies Sdn Bhd, Competent Selection Sdn Bhd and Damini Corporation Sdn Bhd.

The industrial park, covering 4,098 acres, is to be developed by Tanjong Agas Supply Base and Marine Services, which is 30 percent owned by the Pahang State Development Corporation (PKNP).

It will be a modern one-stop centre service and offshore base that will serve and support the region's enormous and rapidly growing upstream and downstream oil and gas exploration and production activities.

Among activities provided are shipyard, residential and commercial, fabrication yard, dredger yard, manufacturing plant, steel billet plant, bulk terminal, petroleum terminal and warehouses, factories and commercial development.

Najib, who is also the Finance Minister, said the benefits will flow to suppliers of equipment, financial capital and engineering services, construction, logistics, basic utilities like electricity and water as well as roads infrastructure, including the creation of new townships and attracting new foreign direct investments.

"In the long run, apart from creating new economic spin-off, it is envisaged that the development of the industrial park will provide opportunities for local knowledge workers to be employed in the various industries such as fabrication yard, ship repair and maintenance and petrochemicals," he said.

Najib also hoped that the industrial park will utilise as many locals as possible in order to generate more employment and high paying jobs for them.

"Most importantly, this marine industrial park has also the capability to cater for the needs of the regional players in Thailand, Indonesia, Singapore, Indochina and the Philippines," he said.

Najib said the development was a public-private sector initiative by the Pahang state government and will spur more economic activities in the state.

He also urged all related government ministries and agencies to facilitate the requirements and the needs of this project such as expediting approvals for related licences and other regulatory requirements.

Tengku Abdul Rahman, who is also chairman of Tanjong Agas Supply Base and Marine Services, said the industrial park was also ideal to act as a hub connector for the essential supplies of electricity and natural gas to other areas within Pahang.

Tanjong Agas Supply Base and Marine Services' managing director Mohd Faidzal Ahmad Mahidin said about RM2 billion was needed for building the infrastructure and the company was seeking financial support from KAF Investment Bank Bhd and the federal government.

Construction for the industrial park is scheduled to start in April or May this year and is expected to completed within two to three years, he said.

"We are currently in talks with another 10 more companies, both local and overseas, which are interested to invest in the industrial park," Mohd Faidzal said.

KUALA LUMPUR: Tanjong Agas Supply Base & Marine Services Sdn Bhd (TASBMS), which is developing a 1,639-ha oil and gas and maritime industrial park in Pekan, Pahang, expects the mega project to cost about RM8bil initially and take about three years to complete.

The Pahang State Development Corp has a 30% stake in TASBMS.

TASBMS chairman Tengku Abdul Rahman Sultan Ahmad Shah said Tanjong Agas Oil and Gas and Maritime Industrial Park was poised to be an alternative provider of oil and gas and maritime-related facilities and services in the region.

“The industrial park will have shipyards, fabricaton yards, supply base fabrication for repairs and lay-ups, liquefied natural gas and petroleum terminals, dredger yard, liquid-bulk terminal and dockyards,” he told reporters yesterday after announcing the participation of seven companies in the massive project.

TASBMS’ managing director Mohd Faidzal Ahmad Mahidin said all projects by the seven companies would be undertaken simultaneously and that the licenses to operate the projects were being fast-tracked as most of the projects were expected to start by mid-June.

“These players are prepared to raise and invest about RM6bil collectively, while TASBMS plans to raise the balance RM2bil for infrastructure development at the industrial park,” he said.

On infrastructure financing, he said the TASBMS would take a loan from KAF Investment Bank Bhd, adding that it also hoped to get financial aid from the Federel government.

The seven companies which pledged their commitment were Vantech Dockyard (M) Sdn Bhd, Tec-Steel Manufacturing Sdn Bhd, Usatech Marine (M) Sdn Bhd, Bitari Abadi Sdn Bhd, Core Competence Sdn Bhd, Competent Selection Sdn Bhd, Damini Corp Sdn Bhd.

Mohd Faidzal said this (seven players the seven companies were only “the tip of the iceberg” as there were many other oil and gas and marine services players who were interested in paritcipating in the mega project.

The Government will look into ways to create a new economic model, emphasising more on the services sector, said Prime Minister Datuk Seri Najib Tun Razak.

Citing the Tanjung Agas Oil, Gas and Maritime Industrial Park, Najib said the project was a good example of a critical change in spearheading the country’s growth and wealth.

“Based on the development scale of the proposed park, it will be able to meet the demands and needs of oil and gas dredging activities in Malaysia and Asean region.

“At present, the services sector contributes about 54% of the Gross Domestic Product and our hope is to increase it further to 70% in the coming years.

“The shift will mark Malaysia’s coming of age as a knowledge-based economy in our quest to be an industrialised country,” he said in his speech during the ground-breaking ceremony of the project by Sultan Pahang Sultan Ahmad Shah here yesterday.

Also present were Tengku Mahkota Tengku Abdullah, Tengku Muda Tengku Abdul Rahman who is also the chairman of Tanjung Agas Supply Base & Marine Services Sdn Bhd, the project’s concessionaire, and Mentri Besar Datuk Seri Adnan Yaakob.

Najib, who is Pekan MP, said the Federal Government would give full backing to the project dubbed the “Maritime Bay of the East,” which would act as a one-stop centre with advanced service facilities and offshore base.

He said under the first phase, some 5,000 job opportunities would be created. It is projected that the park will provide 30,000 jobs over a 10-year period.

The RM2bil park, spread across 1,833ha, comprises a shipyard, a fabrication yard, a dredger yard, a logistic base, a vessel lay-up anchorage as well as facilities for petroleum storage and blending.

In Tanjong Karang last night, Najib warned enforcement officers in local authorities to not pressure hawkers and petty traders but instead help them in their businesses.

“Enforcement officers have much contact with traders and it is these officers that should lend a hand or even advise those without licences to apply for one and not put pressure on them,” he said.

Earlier, Najib attended the gathering of the Federation of Malay Hawkers and Petty Trader where some 5,000 people attended at the Padang Astaka field in Tanjong Karang. Najib also handed over RM500,000 to the federation.

Also present were Najib’s wife Datin Seri Rosmah Mansor and the federation’s president Datuk Ramli Norani.

Najib will open and deliver the keynote address at the 7th Heads of Mission Conference at Putrajaya International Convention Centre tomorrow.

The conference with the theme “Malaysian Foreign Policy: Future Direction for 2009 to 2015” from June 21-27 begins with the 4th Honorary Consuls Meeting from June 18-22.

The RM2 billion Tanjung Agas Oil & Gas and Maritime Industrial Park in Pahang will further boost the development of the oil and gas (O&G) industry in Malaysia.

Speaking at the ground-breaking ceremony of the project by the Sultan of Pahang, Sultan Ahmad Shah, in Pekan yesterday, the Prime Minister Datuk Seri Najib Tun Razak said the Government would consider turning the park into a free trade zone (FTZ) upon full operation in 2016.

The project, which has been allocated RM150 million under the country's second stimulus package, would also be given an additional allocation at a later date, he added.

The 1,620ha park, which is being developed by Tanjung Agas Supply Base and Marine Services Sdn Bhd in which the Pahang State Development Corporation has a 30% stake, will serve as an offshore base and an integrated service centre, supporting the fast-growing upstream and downstream O&G activities in the region.

The area will house a shipyard, a fabrication yard, a dredger yard, a logistic base, a vessel lay-up anchorage as well as facilities for petroleum storage and blending.

Phase 1 of the project is expected to generate some 5,000 new jobs with an additional 30,000 new employment opportunities to be made available over the next 10 years.

The Prime Minister said the project would also spur growth in the services sector, in tandem with the country's move towards a new economic model, which focused on the services sector.

PEKAN: Residents of Kampung Tanjung Agas here are expected to benefit from an economic spin-off once the Tanjung Agas Oil, Gas and Maritime Industrial Park opens in 2014, Mentri Besar Datuk Seri Adnan Yaakob said.

Among the sectors which stood to flourish were supply of services and goods; food, transport, telecommunications, construction and trade, he said.

“As such, locals should seize the opportunity.

“I am sure they will benefit tremendously if they are hardworking and willing to get involved,” he said in his speech during the groundbreaking ceremony by Sultan Pahang Sultan Ahmad Shah here recently.

Also present were Tengku Mahkota Tengku Abdullah; Tengku Muda Tengku Abdul Rahman (also the chairman of Tanjung Agas Supply Base & Marine Services Sdn Bhd, the project’s concessionaire), Prime Minister Datuk Seri Najib Tun Razak, Chief Secretary to the Government Tan Sri Mohd Sidek Hassan and others.

The park - dubbed the “maritime bay of the east” - will act as a one stop centre with modern service facilities and offshore base to meet the needs of oil and gas dredging activities, particularly along the country’s shores, Natuna islands, Indonesia and Teluk Siam.

The RM2bil park, spread across an area of 4,530 acres, comprised a ship yard, fabrication yard, dredger yard, logistic base, vessel lay-up anchorage, repair and maintenance of offshore rigs and petroleum storage and blending terminal.

Adnan hoped the Federal Government would set aside some allocation to improve public facilities in the area.

Incentives for investors in the form of tax rebates should be considered to bring in more investments for the park, he added.

“This is one of the projects mooted to help Malaysia to generate economic activities and boost growth.

PSDC has a 30% stake in the project while seven companies had signed agreements with Tanjung Agas Supply Base & Marine Services as the main investors.

Adnan also urged South Koreans to invest in the project through its ambassador to Malaysia Yang Bong Ryull, who was also present.

Meanwhile, Tengku Abdul Rahman said they had held briefings with residents of Kampung Tanjung Agas; Kampung Sekukuh and Kampung Pasir Panjang who were supportive of the project.

He said the project would be developed in stages and needed between five and seven years to be fully completed.

Vantech and South Korean companies to build automated shipyard

Vantech Dockyard (M) Sdn Bhd and South Korea's Daewoo and Handong will jointly build Malaysia's first fully automated shipyard at the Tanjung Agas Oil & Gas and Maritime Industrial Park in Pahang.

Vantech Managing Director, Azlan Sidol, said construction of the shipyard would begin next year and is expected to be operational by 2013.

The shipyard is a component of a RM4.8 billion project which will also include a fabrication and engineering yard, marine and repair as well as shipbuilding facilities.

The company has received orders to build eight ships valued at RM7 billion, Azlan said, adding that the yard will have the capacity to repair 100 ships a year.

Vantech will also focus on the construction of large ships weighing over 100,000 tonnes, in particular for liquefied natural gas (LNG), he said.

Meanwhile, the company will also collaborate with a South Korean University to establish a shipbuilding academy in Tanjung Agas, Azlan revealed.

The academy will be an integral part of the development of the shipyard as the company will require some 8,000 employees, of which about 30% would be engineers, he added.

First fully-automated shipyard in 2013

THE country's first fully-automated shipyard will be in operation at the Tanjung Agas Oil and Gas and Maritime Industrial Park in Pekan in 2013. It will be part of a RM4.8 billion project that comprises a fabrication and engineering yard and marine-repair and ship-building facilities on a 320ha site.

Vantech Dockyard (M) Sdn Bhd's managing director, Azlan Sidol, said the company would build and operate the facilities under a joint-venture effort with two South Korean giants - Daewoo and Handong.

"The construction of the shipyard will begin next year and it takes three years to complete," he told reporters after the ground-breaking ceremony of the industrial park in Pekan, Pahang, on Saturday.

Azlan said Vantech had already received advance bookings for the construction of eight ships worth RM7 billion. The bookings, he said, came from local companies but enquiries have also been received from neighbouring countries, the Middle East and Europe.

Azlan added that the company planned to cooperate with a leading university from South Korea to set up a shipbuilding academy in Tanjung Agas.

“At present, the services sector contributes about 54% of the Gross Domestic Product and our hope is to increase it further to 70% in the coming years.

“The shift will mark Malaysia’s coming of age as a knowledge-based economy in our quest to be an industrialised country,” he said in his speech during the ground-breaking ceremony of the project by Sultan Pahang Sultan Ahmad Shah here yesterday.

Also present were Tengku Mahkota Tengku Abdullah, Tengku Muda Tengku Abdul Rahman who is also the chairman of Tanjung Agas Supply Base & Marine Services Sdn Bhd, the project’s concessionaire, and Mentri Besar Datuk Seri Adnan Yaakob.

Najib, who is Pekan MP, said the Federal Government would give full backing to the project dubbed the “Maritime Bay of the East,” which would act as a one-stop centre with advanced service facilities and offshore base.

He said under the first phase, some 5,000 job opportunities would be created. It is projected that the park will provide 30,000 jobs over a 10-year period.

The RM2bil park, spread across 1,833ha, comprises a shipyard, a fabrication yard, a dredger yard, a logistic base, a vessel lay-up anchorage as well as facilities for petroleum storage and blending.

In Tanjong Karang last night, Najib warned enforcement officers in local authorities to not pressure hawkers and petty traders but instead help them in their businesses.

“Enforcement officers have much contact with traders and it is these officers that should lend a hand or even advise those without licences to apply for one and not put pressure on them,” he said.

Earlier, Najib attended the gathering of the Federation of Malay Hawkers and Petty Trader where some 5,000 people attended at the Padang Astaka field in Tanjong Karang. Najib also handed over RM500,000 to the federation.

Also present were Najib’s wife Datin Seri Rosmah Mansor and the federation’s president Datuk Ramli Norani.

Najib will open and deliver the keynote address at the 7th Heads of Mission Conference at Putrajaya International Convention Centre tomorrow.

The conference with the theme “Malaysian Foreign Policy: Future Direction for 2009 to 2015” from June 21-27 begins with the 4th Honorary Consuls Meeting from June 18-22.

Prime Minister Datuk Seri Najib Razak, describing the private project as iconic for Pahang and the country, said the Federal Government was fully supportive of the park, which covers 1,620ha.

It is likely to transform the fishing hamlet ofTanjung Agas into a regional player in the oil and gas industry, he said.

Najib, who is also f inance minister and Pekan member of parliament, said the RM150 million allocated to the project under the second stimulus package, would also be increased in future.

This, he said, showed the gover nment’s commitment to speed up the project, which was expected to create about 5,000 jobs in the first phase and another 30,000 over the next decade.

“The timing is right as the park is in line with the government’s effort to boost exploration and production of oil and gas,” he said during the ground-breaking ceremony performed by Sultan of Pahang Sultan Ahmad Shah yest e r d ay.

Present were Tengku Mahkota Pahang, Tengku Abdullah Sultan Ahmad Shah; Tengku Muda Pahang, Tengku Abdul Rahman Sultan Ahmad Shah and Menteri Besar Datuk Seri Adnan Yaakob.

“Based on its large scale, the park can easily fulfil the needs and demands of the local oil and gas industry.

“As a sign of our support, we will increase the project’s RM150 million allocation. We are also willing to consider awarding FTZ status to the park to ensure its success,” The project would also provide a boost to the services sector and push the sector’s contribution to gross domestic product from 54 per cent to 70 per cent.

The park is developed by Tanjong Agas Supply Base and Marine Services, which is 30 per cent owned by the Pahang State Development Corporation.

It will be a one-stop service centre and offshore base, serving and supporting the reg ion’s rapidly growing upstream and downstream oil and gas exploration and production activities.

Among the facilities are a shipyard, fabrication yard, dredger yard, manufacturing plant, steel billet plant, bulk terminal, petroleum terminal and warehouses.

Seven companies with joint agreements with Tanjong Agas Supply Base and Marine Services Sdn Bhd are the park’s main investors.

They are Vantech Dockyard, Tec-Steel Manufacturing Sdn Bhd, Usatech Marine (M) Sdn Bhd, Bitari Abadi Sdn Bhd, Core Competencies Sdn Bhd, Competent Selection Sdn Bhd and Damini Corporation.

Located on the banks of the Pahang River 50 km south of Kuantan, Pekan is the royal town of the Malaysian state of Pahang Darul Makmur. Its name comes from a flower, the Bunga Pekan. Pekan is also the name of the district the town is situated in, and a parliamentary constituency in its own right. It is the home of the state's royal family headed by Sultan Haji Ahmad Shah Al-Musta'in Billah Ibni Al-Marhum Sultan Abu Bakar Ri'ayatuddin Al-Mu'adzam Shah . It is also the hometown of the second Prime Minister of Malaysia Tun Abdul Razak Hussein and the current Prime Minister of Malaysia, Datuk Seri Najib Tun Razak. Najib is also Pekan's current Member of Parliament.

The Masjid Abdullah, which dates from the 1920s and the newer Masjid Abu Bakar is near the Sultan Abu Bakar Museum.

HRH the Tuanku amazed the attendees when he revealed the source to which the district and the royal town of Pekan has gotten its name, that was from a flower called ‘Bunga Pekan’.

And this ‘Bunga Pekan’ is a type of flower that grows wild on the banks of the longest river in Peninsular of Malaysia – the Pahang River, which runs alongside this town.

“Although the word ‘bunga’ is never used to address the town of Pekan, but I am (optimistic) and will be happy that it (Pekan) will ‘blossom’ further with this development (of Tanjong Agas Oil & Gas and Maritime Industrial Park),” the Tuanku said.

HH Tengku Mahkota of Pahang was also present at the royal launching. Also here were Deputy Prime Minister Dato’ Sri Mohd Najib Abdul Razak who is also the Pekan parliamentarian, and Pahang Chief Minister Dato’ Sri Adnan Yaakob.

Those who were spotted too at the function were princesses of HRH Sultan of Pahang and their spouses; Speaker of the Pahang State Legislative Assembly Dato’ Sri Wan Razali Mahussin; Pahang State Secretary Dato’ Muhammad Safian Ismail; and Pahang State Executive Councillors, and Pahang State Assemblymen.

Pekan Sees Vast Economic Changes With Najib At Helm

PEKAN, April 3 (Bernama) -- Once a small town with its economic activities limited to agriculture and small industries, Pahang's royal town of Pekan today has a growing industrial sector as well.

The town today also recorded history for having two of its Members of Parliament as the prime ministers of the country -- the late Tun Abdul Razak Hussein, the Pekan MP who became the second Prime Minister of Malaysia and Datuk Seri Najib Tun Razak who was sworn in as the sixth Prime Minister of Malaysia Friday morning.

The first time Pekan tasted fame was when Tun Abdul Razak was elected the country's prime minister in 1970.

More than three decades later, his eldest son, Najib, took oath for the same office, replacing Tun Abdullah Ahmad Badawi.

Pekan, which in the past was relatively left behind in terms of development compared with other districts in Pahang, however has seen much changes in the recent years especially following the appointment of Najib as Deputy Prime Minister in 2004.

Currently, the economic activities in the fourth largest district of Pahang, with a size of 380,500 hectares and a population of 120,000, cover not only agriculture and cottage industries but also includes a growing industrial sector boosted by foreign investments.

In line with Najib's aim to establish Pekan as an automotive hub, he is said to have successfully attracted world renowned automobile assembly companies to invest in Pekan and these include the producers of Isuzu from Japan and Mercedes Benz from Germany.

The District Officer of Pekan, Datuk Mohd Basik Mohd. Ali said an industrial zone covering 1,000 hectares in size was created in Peramu Jaya here for the setting up of auto assembly plants which now provide more than 4,000 job opportunities for locals.

Mohd Basik said the existence of the factories in the zone have also helped to stop the migration of locals especially the younger generation to the urban areas.

What is something to be even more proud of is that the automobile companies have also acknowledged that the automobiles produced in Pekan are better than those produced in their own countries, he said.

"This proves that the companies involved are also acknowledging the work of the Pekan people directly involved in the production of the vehicles," he told Bernama in an interview.

Meanwhile, two automobile producers, namely Chevvy from China and Volkswagen from Germany have also expressed their interest to invest in Pekan and negotiations are now at the final stages, he said.

If these plans become a reality, they would create another 3,000 employment opportunities for the locals.

The idea to develop Pekan as an automotive hub was already on board before the launch of the East Coast Economic Region in October 2007, and under the ECER development plan, Pekan was categorised as an automotive hub in view of its vast growth in the area of vehicle assembling.

Another upcoming project in Pekan is the Oil, Gas and Maritime Industrial Park in Tanjong Agas. The project was recently launched in Kuala Lumpur by the Sultan of Pahang Sultan Ahmad Shah.

Mohd Basik said the project successfully attracted an investment of RM6 billion with the majority of it coming from foreign investors.

"Several investors have signed the Memorandum of Understanding and they are expected to begin the project soon," he said.

The industrial park will involve an area of 1,639 hectares.

"Todate, a total of 640 hectares to 800 hectares of land have been handed over to the investors and the whole area is expected to be leased by the investors in two years time," he said.

The project is expected to be completed in three to four years and RM2 billion has been allocated for the provision of infrastructure facilities.

A local company, Tanjong Agas Supply Base & Marine Services Sdn Bhd (TASBMS) will be operating the park.

Mohd Basik said the industrial park will become the first such modern one-stop centre for the martime, oil and gas industry in Pahang and probably in Malaysia as well.

It will be divided into several sections and will have among others designated areas for recovery and maintenance of ships, fabrication, petroleum terminal, factory sites, town centre, residential as well as commercial centres.

"This project will start to generate income for Pahang state as soon as work on the infrastructure development starts including the provision of jobs for 4,000 people in the initial stage," he said.

The mega project is expected to transform Pekan in the next five years and certainly with the appointment of Najib as Prime Minister, more development can be expected in this district.

Automated first at Tanjung Agas shipyard

PEKAN: The country's first fully automated shipyard will be operational at the Tanjung Agas Oil & Gas and Maritime Industrial Park here in 2013.

It is part of a RM4.8 billion project that has a fabrication and engineering yard, and marine repair and shipbuilding facilities on a 320ha site.

Vantech Dockyard (M) Sdn Bhd managing director Azlan Sidol said the company would build and operate the facilities under a joint venture with two South Korean companies -- Daewoo and Handong.

"The construction of the shipyard will begin next year," he said here yesterday.

Azlan said the company had received bookings for the construction of eight ships worth about RM7 billion and the yard would be able to repair 100 ships annually.

"At present, the bookings are from local companies but there are enquiries from neighbouring countries, the Middle East and Europe."

Azlan said the company would also work with a South Korean university to set up an academy for shipbuilding in Tanjung Agas.

He said the academy was an important component as his company required about 8,000 workers with 30 per cent of them being engineers.

The company would specialise in the construction of large ships, weighing more than 100,000 tonnes, particularly liquefied natural gas tankers.

Tg Agas Industrial Park may be given FTZ status

PEKAN: The government is prepared to consider granting free trade zone status to the Tanjong Agas Oil and Gas and Maritime Industrial Park here, Prime Minister Datuk Seri Najib Tun Razak said.

He said the free trade zone status could be considered with the industrial park to achieve operational level soon and would be based on certain conditions.

“The project is in line with current needs under the country’s effort to increase oil and gas exploration and production activities,” he said at the ground-breaking ceremony of the industrial park here.

The ground-breaking ceremony of the project, involving a total area of 1,704 hectares and cost of RM2 billion, was officiated at by the Sultan of Pahang, Sultan Ahmad Shah.

Also present were Tengku Mahkota Pahang Tengku Abdullah, Tanjong Agas Supply Base & Marine Services Sdn Bhd’s chairman Tengku Muda Pahang, Tengku Abdul Rahman, and Pahang Menteri Besar Datuk Seri Adnan Yaakob.

Najib said the project has received good response from foreign and local investors in locating their operations such as shipyards, fabrication yards, supply bases and petroleum storage terminals.

“This is a catalystic achievement and will bring changes from the economic aspect, such as providing 5,000 job opportunities under phase one and 30,000 job opportunities after 10 years,” he said.

Najib said the government supported the project because in addition to creating jobs, it could also stimulate the services sector and boost related downstream activities.

The government, he said, had approved an allocation of RM150 million for the project and would add to it when required.

Najib said the government would always respond to the needs of the project, and wanted all departments and agencies to help companies and investors from the application, approval and incentive aspects so that they could start operations quickly.

“The project will showcase the government’s effort to implement the new economic model concept, and one of the effects is the growth of the services sector which we hope to increase its contribution to the gross domestic product from 54 per cent currently to 70 per cent,” he said. The industrial park was officially launched by the Sultan of Pahang on Feb 16 this year and the project is expected to be completed within five to seven years.
