Big-spending mayor goes for broke



HE HAS been dubbed The Smiling Mayor, but John So was not smiling yesterday.

The "world's most popular mayor" was confronted with the reality that — unless things change dramatically — his council will be broke within a decade.

A damning report into the operations of Melbourne City Council has shown that, in the years since Cr So became Lord Mayor, spending on marketing, promotions and senior staff has exploded.

In a bid to stop the bleeding, chief executive David Pitchford yesterday sacked 26 staff, with another 100 expected to go by the end of the year. This will save the council — which is $67 million in the red over the past two years — $6 million.

Cr So declined to answer specific questions on the council's finances. Instead, he sheeted home the blame for the crisis to Mr Pitchford and the council's administration. "The chief executive is responsible for the administration of the council," Cr So said. "He is responsible for staffing and operations."

Cr So, who on Tuesday night used his own casting vote to defeat a motion of no-confidence, did not appear alongside his chief executive to announce the sackings yesterday. Nor did Deputy Lord Mayor Gary Singer, holidaying in Europe, despite knowing the restructure would be announced this week.

Critic and Greens councillor Fraser Brindley said the crisis was the result of excessive spending on marketing and events, and was the result of Cr So's "cult of personality".

But Premier Steve Bracks said he still backed the Lord Mayor, who had "the people's support".

"I think he's doing a good job," Mr Bracks said.

Consultants Ernst & Young's report on cutting costs at the council also found that:

■If nothing is done, the council will be broke by 2016.

■The Lord Mayor's pledge to keep rate increases low, despite increases in spending, is unsustainable.

■The council has too many highly paid executives, with 15 per cent of its 1100 staff on salaries over $100,000.

■The same amount of work was done by the council's marketing division in 2003, even though 42 new staff have been hired since.

■Many city parking meters do not work, with 3800 calls a week complaining about faulty meters.

Only one in 10 drivers who break parking laws are caught, the report says. If the council's parking branch does not do better, it should be privatised, the report says.

Among those removed were two directors: media and communications boss Hayden ****, hired only last year on a salary of $220,000, and Terry Makings, the director whose portfolio included parking officers.

Ten other council executives and 14 staff also lost their jobs.

"There will be further reductions (in staff)," said Mr Pitchford, who on a salary of up to $396,000 is Victoria's highest-paid council officer.

The Australian Services Union, which represents almost half the staff at the council, said its parking officers would not take privatisation lightly.

"They are our most militant members," ASU secretary Brian Parkinson said. "I don't think they would take (privatisation) lying down

I though parking tickets where the sweetest plum so it makes sense to at least have one department that is making money by hiring adequate staff (executives dont qualify) & making sure ticket machines are working.

Cul your title for this thread is bullshit. Noweher in teh article does it say that Melbournes mayor sends council broke.

The article says that if teh council takes NO actions to increase revenue and cut costs it will be broke in 16 years time.

The fact that the council is run by a chief executive who prepares the budget which is then voted on by councillors each year, not just the mayor, is also a relevant point.

John So never inspired me as a particularly prudent / diligent controller of disciplines such as the purse strings. Great at PR though !

who cares about local government debt? If they are spending excessivly then thats awesome. The state will just bail them out anyway as it is the capital city.

If it is that bad then just lose some council workers.

For fucks sake, can't people just use the newspaper's headline as the title when posting articles?

Anything else is just sensationalism. We get enough of that from the newspapers, there's no need to add to it.

The state government will also appoint an administrator from the Department of Local government or equivalent and suspend the council for as long as it sees fit, leaving you with an autocrat and no local government to speak of.

They wont go "broke" ask the CBD business that are paying low rates if they like the council? A few sackings of useless middle management should do the trick. John So will stay as long as he wants to and would know a bit about how to save and make money being a self made millioniare with many businesses.

^^ What is with this obsession with John So? He looks like he is all show and no substance. His recent performances are just embarrasing. Good city mayors need to be more than just cute.

They've sold millions of DVDs and CDs, now the Wiggles want to sell Sydney as a holiday destination.

The four skivvy-clad lads were today announced as the face of a new Tourism NSW campaign, Wiggle Your Way to Sydney.

The campaign will run in conjunction with the entertainers' current tour of Britain and Ireland, which ends on June 16.

"The Wiggles members, all from Sydney, are admired around the world which makes them the perfect ambassadors for this city," NSW Tourism Minister Matt Brown said today.

"Their massive catalogue of music, their live shows, television series and movies makes them one of the most popular acts with all ages over the world.

"We'd be mad not to work with this bunch of amazing guys."

Mr Brown said the campaign would include regular spots on Britain's Virgin Radio along with new merchandise with the Wiggles and Sydney brands.

There will also be a competition to win a trip to Sydney.

About 439,000 Britons visited NSW last year, making Britain the top source for international visitors.

The Wiggles have sold in excess of 17 million DVDs and 4 million CDs worldwide.

lol at the Wiggles. That's actually a really good idea, who could be offended by them? Sure beats Lara Bingle.
