Thanks for the info ... but if the builder is selling it for one crore, then why not they give that money to the winner ...well the winner can as well sell the villa through the builder if minimum 1 crore is guaranteed!!^^BTW One Crore would be the 'value' of the project, and not the cost. If you do that Villa on your own, engaging a contractor, it will be anyway less than 50 lakhs. So the builder would never give you 1 crore if you ask for money rather than the villa.
A house (Villa in Builders parlance) of 2500-2750 sft will be pegged at Rs. 3500/sft and plus registration it will come to One crore. You can do it within 25-30 lakhs going by the builder's standards+ say 10-15 lakhs for the 5-6 cent land at such locations.
