I think it depends on the beach too, there are like two hotels in the whole city and one of them has a private beach where most of these foreigners hang out.
If foreign tourists are mostly in the beaches it should be fine, at least in town centre there is a relief . As a city considerably smaller than Cairo , Alex and relatively less touristed than Luxor & Sharm I think I will love the atmosphere in MM.
Alexandria itself doesn't really get foreign tourists, only Arabs and Egyptians.
I've never been to Matruh but it's not known to receive foreigners either. Maybe tour groups occasionally visit nearby Mediterranean resorts.
The North Coast in general is not too common with Foreign tourists (except Saudis and people from the Gulf, there's tons of them there). Apart from that it's mainly Egyptian vacationers.
