Please be guided that the Public Hearing on June 13, 2017 is CANCELLED and RESET to JULY 18, 2017 (Tuesday) relative to the proposed ordinance of City Councilor Joel Garganera entitled:
“AN ORDINANCE FINALIZING THE LIST OF PERSONS AND PROPERTIES AFFECTED BY THE LOT ACQUISITION OF THE CEBU BUS RAPID TRANSIT PROJECT AND FOR OTHER PURPOSES.

This will be at 1:00 o' clock in the Afternoon at Dona Eva Macaraeg Macapagal Session Hall, 4th floor of the Legislative Building, Cebu City Hall.

Implementation Status and Key Decisions


DOTr established a Manila-based core team for Cebu BRT to facilitate oordination and assign focal persons regarding institutional, financial management, ROW and procurement concerns of the project. This is a positive step, demonstrating DOTR commitment to the project. However, the procurement of the key consultants continue to encounter delays, particularly the engagement of a Technical Support Consultant (TSC) which is crucial for provision of a wide range of technical support required by DOTr for the development and implementation of BRT. The mission reiterated its advice to DOTr regarding the need to take urgent steps to enable completion of the selection process.

The TSC mobilization is a legal covenant which has not been complied with. The TSC is also expected to provide technical advice leading to the establishment of legal, financial and institutional framework for BRT operation, another legal covenant not yet complied with. Important ongoing activities are revision of DED, preparatory activities leading to land and ROW acquisition, and procurement of consulting services. By next mission, it is targeted that selected civil works packages can be scheduled for procurement.

The possibility of reconfiguring the civil works packages to reduce the number of procurement packages was also discussed in the context of operating the BRT by sections e.g. partially operating from SRP to Osmena Blvd. But this will need to be based on more detailed assessment of the technical and financial viability of partial BRT operation on these sections, as well as the implication on the selection of the bus operators. This will be further assessed during the next supervision mission in June 2017. Other important ongoing project activities are the revision of DED, preparatory activities leading to land and ROW acquisition, and procurement of consulting services

CH finalizes BRT deal
June 12,2017

THE Cebu City Government is finalizing the contract of the P10-billion Cebu Bus Rapid Transit (BRT) project before proceeding to the bidding for the full implementation of the project.

City Administrator Nigel Paul Villarete said they met with representatives of the World Bank last week to discuss updates of the project.

Villarete said the project implementation will be divided into four contracts, which means that work along the entire route will be split into four.

He said the detailed engineering design of the BRT project is 95 percent complete.

The BRT project will run from Barangay Bulacao in the south to Barangay Talamban in the north, passing Escario St., Osmeña Blvd. and N. Bacalso Ave.

Atty. Rafael Christopher Yap, BRT project manager, said they also briefed World Bank representatives about the underpass project on N. Bacalso Ave.

Yap said the BRT can either use the underpass or its service roads when accessing N. Bacalso Ave. once the project is operational.

Agree. Experience-wise, a gmelina tree (Gmelina arborea) grows fast when properly watered/pruned. In 5 years it can grow about 20 meters on average!
back in mid-1990, i planted 400 gmelina in my mom's property, they have been cut down 3-4 times due to overgrowth, and the area where i planted them is like a rainforest every 5 year growth. and new growth (from the seeds), are sprouting everywhere - away from where i planted them.

aside from gmelina, i planted also mahogany, they're a bit slow - but 10 yr growth is lumber quality. they're also growing everywhere from seeds

(i don't plant them personally - paid people to do it for me)

no, it does not take a generation to have large trees around.

During my roaming here in Cebu this weekdays, for me, I think they should prioritize the construction of LRT instead of BRT.

It took us almost 2-hours to reach our destination in Ayala Cebu from Consolacion

Too many vehicles already congested the major arteries especially during rush hours and traffic enforcers look like clueless with their job.

^^why not both (which is happening right now)? BRT just got a head start, but LRT will be coming soon. Actually, I'm quite envious of the plans for Cebu. There's a good mix of LRT, BRT and road projects. The best transportation solution is not just simply dumping LRTs everywhere, but a good mix of options for the commuters with main corridors and feeders.

There's a good mix of LRT, BRT and road projects. The best transportation solution is not just simply dumping LRTs everywhere, but a good mix of options for the commuters with main corridors and feeders.
TRY to look at Jakarta, They have extensive network of BRT, mixing with Commuter line for JABODETABEK and now constructing MRT subways. Hope all of them will push through for CEBU along with the JICAs plan constructing commuter lines of CENTRAL, SOUTH AND NORTH. :)

On the first year of DU30, the Metro Manila BRT was allocated P23.50 billion while NONE for Cebu BRT. Anyare? :dunno:

Wtf is his basis exactly? What proof does he have that this will not work? BRT is a great complement to LRT. Just because this BRT line will be built doesn't impede the construction of an LRT. King inang mareklamong impasyenteng bobo reklamo ng reklamo ang mga puta kaya walang tumatayo na proyekto.

Pagkatambaloslos gyud aning Yap.

First, Yap said in late 2014, after the approval by Pnoy that the detailed engineering study was already started by a Korean firm and to be completed on May 2015 after which the RROW acquisition and start of the road works along Osmena Blvd should commence.

Then no more news after that until in the middle of 2015 (August?) when he said that the RROW would start by November 2015.

Then 2015 had passed and early 2016, he said that the RROW could start in June 2016 but he failed to say something about what happen to the detailed engineering study and the road works.

June 2016 had passed and no news coming from Yap about BRT. Then on the last quarter of 2016, he said that BRT couldn't be started because Malacanang didn't allocate a budget for it as its counterpart. WTF!

Then early last year, when Villarate is already on board, things became clearer. No movement has ever been done to the project. No consultation was ever made to lot owners regarding RROW, DES was far from complete as opposed to Yap's previous statement that it only takes 9 months to complete (Aug 2014-May 2015), no discussion yet with DENR re trees to be cut on the route, etc.

No, here's the news. DES is still 95% complete? That's not funny at all!

Yep, good. Let's delay this even more by about 6-10 more years.

No point complaining since there are already plans for three train lines that are interconnected for Cebu. I hope this is not a matter of pride, and irritation against 'imperial manila'.

65 brgys. to oppose BRT project: Zafra

THE Association of Barangay Councils (ABC) Cebu City has formally expressed its reservations on the multi-billion Cebu Bus Rapid Transit (BRT) project. During their second quarter assembly yesterday, ABC president Philip Zafra said they’re expecting 65 out of the 80 barangay captains to sign the manifesto, which states their reservations on the project. The development came after transport and engineering expert Rene Santiago said that the Cebu BRT will most likely fail because of the physical limitation of its roads, which only have two lanes dedicated for the buses.
