This indeed seems to be the case

found this article from Nov5 2019. (The dates in the article seem to be a bit off though):

NAGPUR will soon emerge as the manufacturing hub of innovative, affordable and quality medicines with 12 pharmaceutical companies starting operations at ‘The Drug Park’ in Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN). The companies which have been allotted land in MIHAN include Lupin, All India Institute of Medical Sciences (AIIMS), Indo UK Institute of Health, Suraj Eyecare, Essem Compliance, Zim Laboratories, Arco Life Sciences, Glowide Pharma, Pharmacheck, Nubeno Pharma, Divya Pharmacy and S K Logistics. “The pharmaceutical companies will soon start operations at MIHAN drugs park as the Maharashtra Airport Development Company (MADC) has allocated land to 12 pharma companies and medical institutions for developing bulk drugs, formulations and medical devices,” stated a report by AIDAN (All India Drug Action Network) through e-pharmail on Thursday.

This is subsequent to MADC having signed proposals with the companies who wish to operate in Green or non-polluting category. Environmental clearance on the same was received a year back. “Lupin has already started its production from MIHAN SEZ along with All India Institute of Medical Sciences (AIIMS) on 150 acres of land. Besides this, Indo-UK Institute of Health in association with King’s College, London, has procured 153 acres of land in SEZ for setting up a health city to promote medical tourism in India,” the report stated. Six acres of land has been allocated to city-based Zim Laboratories, Suraj Eyecare being allocated four acres, 2.5 acres to Essem Compliance, two acres to Arco Life Sciences, four acres to Nubeno Pharma and 36 acres to Divya Pharmacy.

Talking to ‘The Hitavada’, Dr Anwar S Daud, Chairman and Managing Director of ZIM Laboratories, said, “The company has been planning to develop an ultramodern pharmaceutical manufacturing plant to produce affordable generic medicines having export potential. ZIM is well recognised Pharmaceutical Manufacturing Company for making quality healthcare affordable through drug delivery solutions focusing on patient convenience and adherence. The modern plant will manufacture complex generic molecules, novel innovative products needed in global market, nano medicines etc.”

The AIDAN report stated, “Maharashtra Food and Drug Administration (FDA) Commissioner Dr Pallavi Darade who had been assigned to facilitate manufacturers with modalities related to the bulk drugs park had stated that the ecosystem in MIHAN has motivated new companies to set up bulk drug and medical device park based on the letters of intent from the concerned manufacturers.” In the past, Maharashtra FDA and pharmaceutical companies at Nashik, Pune, Aurangabad and Thane held several meetings to explore investment opportunities in MIHAN. Last year, MIHAN management team gave a presentation on the modalities of setting up a bulk drugs park, implementation of guidelines, approvals and clearances required for the companies for setting up the units, it was learnt.

Persistent defies Covid blues, buys 13.5 acres in Mihan
Nagpur: At a time when IT companies are sticking with work from home model, Persistent Systems Ltd has taken up land for a new campus at Mihan-SEZ.
The company, which is presently at the IT Park near VNIT, was on Thursday allotted 13.5 acres in the Mihan-SEZ being developed by Maharashtra Airport Development Company (MADC), a state government agency. MADC will be charging Rs70 lakh per acre for the land.

This is the first allotment at Mihan-SEZ after the Covid outbreak. However, Persistent Systems is late for availing the income tax benefit available to an SEZ unit. The benefit was withdrawn in March 2020 and only units operational before that will get it. The company will continue to get exemption on customs and GST, apart from other services at lower rates including power.

A new foreign trade policy is under process and it is hoped some benefit may be introduced in place of income tax.

Issuing allotment letter is the first step towards leasing land in SEZ area. Sources said Persistent had paid the initial cost towards the land. MADC, which held its board meeting on Thursday night, approved the allotment.

Persistent has 1,500 techies at its current centre and plans to at least triple the number when the Mihan campus becomes fully operational.

Sameer Bendre, the chief people’s officer of Persistent at Nagpur, said the decision on acquiring the land in Mihan was taken before the pandemic but was delayed due to the outbreak.

“The company was always upbeat about developing the Nagpur centre for which a bigger campus was planned. The present capacity is already full and the company will be needing space to house more techies,” said Bendre.

He said it may take at least two years for the new building to be ready. By that time they may begin with 3,000 techies. The final projections are to take the number to 4,500. All its centres clubbed, Persistent is a 12,000 strong company, he said.

Bendre said in the coming days IT companies are expected to work on a hybrid model that involves working from both campus and from home depending on the need. Moreover, the pandemic may be over in next six to eight month and the scene may change.

Persistent vice-chairman-cum-managing director Deepak Kapoor also tweeted about the development.

A majority of the industries in Mihan are from the IT sector. Sources said at present work from home continues largely and only a couple of small units have restarted their offices.
