STATEMENT OF GENERAL JOSEPH L. VOTEL
COMMANDER, U.S. CENTRAL COMMAND
BEFORE THE SENATE ARMED SERVICES COMMITTEE
ON THE POSTURE OF U.S. CENTRAL COMMAND
GREAT POWER COMPETITION: THE CURRENT AND FUTURE
CHALLENGES IN THE MIDDLE EAST
5 FEBRUARY 2019

Uzbekistan and U.S. partnerships continue to improve, and we are increasingly optimistic that the
government of Uzbekistan is promoting a constructive foreign policy, improving relations with its
neighbors and becoming more involved in multilateral exchanges and exercises.
Uzbekistan is fully
supportive of our South Asia Strategy and a constructive partner in the Afghanistan peace process.
Given its large population, strong security forces, central location, and a shared border with Afghanistan,
Uzbekistan’s willingness to partner with us and its neighbors can help promote stability in the region.

Key Challenges: Russia remains the dominant power in Central Asia, and Uzbekistan must balance
cooperation with the U.S. carefully to avoid actions Moscow deems provocative. As we strengthen our
partnership with Uzbekistan we must respect this balance, mindful of Uzbekistan’s absorptive capacity.
Key Opportunities: Uzbekistan is hosting the Central and South Asian armed forces Chief of Staff
conference in February, demonstrating its growing role as a regional leader. Our mil-to-mil efforts are
focused on improving border security capacity, enhancing counter-narcotic and counter-terrorism
capabilities, and assisting the Uzbeks with the potential return of domestic terrorist fighters returning
from Iraq, Syria, and Afghanistan. The Uzbeks expressed interest in diversifying their military
equipment and provided lists of U.S. systems and equipment they are interested in purchasing. This
interest represents a unique opportunity to off-ramp Uzbekistan from Russian equipment and deepen our
relationship as we negotiate increased air and land access through the Northern Access corridor.
2019 Prognosis: Uzbekistan will continue efforts to increase its capacity, using U.S. security
assistance to maintain a balance between Russian and Chinese influences and to boost its
professionalism in the areas of border security, counter-narcotics, counter-terrorism and defense
institution building. U.S. security assistance will help maintain and potentially enhance access in support
of U.S. and coalition forces in Afghanistan.

Uzbekistan, United States conduct joint crisis response drills

The National Guard together with other Uzbek security forces hosted a joint crisis response exercise with U.S. Central Command from Feb. 24 – March 2, 2020 in order to strengthen security cooperation and improve interoperability.

Uzbek and U.S. military personnel participated in exercise Invincible Sentry 2020 at military training areas, and other locations approved by the Uzbek side. Some U.S. personnel also participated remotely from MacDill Air Force Base in Tampa, Florida.

“Our military cooperation with Uzbekistan is based on mutual respect and common interests,” said U.S. Ambassador Daniel Rosenblum. “Training programs and joint response exercises such as Invincible Sentry show the depth and breadth of our security partnership with Uzbekistan.”

Exercise Invincible Sentry was an opportunity for both Uzbek and American participants to improve operational effectiveness when confronted with unfamiliar challenges, and to enhance interoperability between our militaries. Combined military training such as Invincible Sentry was an ideal way to prepare partner forces to operate together when needed. The U.S. military participates in more than 80 exercises with partner nations each year in the U.S. Central Command area of responsibility

Uzbekistan and Kazakhstan hold military exercises

The Kazakh delegation visited the Victory Park memorial complex in the capital and Chimgan mountain training center of the Defense Ministry in the mountains of the Tashkent region where exercises with shooting in the mountains were demonstrated. The Kazakhstani defense minister familiarized himself with the training process and planted a tree there.

Concluding their visit, Ministers Bakhodir Kurbanov and Murat Bektanov observed the active phase of the Uzbek-Kazakh joint exercise Hamkorlik-2021 at the Termez training range of the Southwest Special Military District on November 24. It was a continuation of the joint exercise "Kalcon-2021" at the "Matibulak" training range in the Zhambyl region of Kazakhstan.

Soldiers from the two countries spent a week preparing for the main phase of the exercise. The ministers watched demonstrations by Uzbekistan's servicemen, including overcoming a complex set of 45 obstacle courses, a horseback riding marathon, and other demonstrations organized at 50 training locations within the training range.

According to the plan of exercises, the combined forces of the two countries went into battle with illegal armed formations, which had broken through the state border with more than 50 combat vehicles and about 300 servicemen.

Fighter jets, attack helicopters, armored vehicles, artillery, motorized rifle units, and unmanned aerial vehicles were used to destroy groups of the simulated enemy.
