I wouldn't call this most active, rather which cities have the most registered 'buildings' at emporis, since they count anything above 12 floors.
Still, I believe the Top5 cities deserve their spot

most highriser city is San Paulo. There are 48 thousand of 12+ storeys buildings.

just 3 thousand of them entered on emporis... same problem goes for moscow, shanghai etc...

while hong kong and new york is very close to real figures.

Honkong will stay on top but second would be Dubai. More Chines citis will be in first 10. American cities would be falling down the cities. London, Moscow and Madrid would be rising. Maby some other citeis from europ will appera but competition would be hard. Probably one city jump in which we couldn't today even predict.

Without doubt, the biggest gainer of the last 10 years is Istanbul.

In the next 10 years, Istanbul, Moscow and London will beat the rest.
