Naftalan - is a city in Goranboy region, 360 kilometers from Baku. It has gained city status in 1967. Its population is 9300 people. The area is home to petroleum spas.

It is the center of a unique petroleum industry, with a grade of oil referred to as "Naftalan". While Naftalan crude oil is too heavy for normal export uses (unlike Azerbaijan's plentiful Caspian Sea oil), it contains about 50 percent naphthalene, a hydrocarbon that is the active ingredient in coal tar soaps, which are used to treat psoriasis. As such, it is only used for medicinal purposes.

During Soviet period there were many petroleum spas in the city. But after Nagorno-Karabakh conflict, its tourism industry suffered a lot.

Today, most of the spas and hotels are being renovated. Also, in near future, new airport will be built in the city.

Not bad, can be done more for development. Which city is more developed Barda or Naftalan?

You can't compare those two. Naftalan is a small town with population less than 10 thousand while Barda is a district center with twice more population. In fact both of them are very small :)
