"At long last, we now have a law that breaks the formidable barriers between government and the downtrodden and the poor due to the lack of identification," Lacson said. Lacson is the principal sponsor of the measure, aside from being a perennial author since his first term as senator in 2001. On the other hand, Lacson expressed thanks to President Duterte, as it was under his term that the national ID system - whose legislative journey spanned four presidencies - saw the light of day.

Some presidents did try... but only Duterte was able to get it done. :eek:kay:

Can dual citizens, apply for this id - if one has copy of Pinoy birth certificate, certificate of Pinoy citizenship, cedula, TIN, with residence in the PH? :)

Is there a website for this great initiative to find out?

from my understanding, dual citizens do not relinquish their privilidge and rights of being a filipino. so it would be presumable that dual citizens can acquire a national ID.

Well I think as long as your re-acquire your PH citizenship thru dual citizenship... you should be able to acquire a national ID since you’d still be considered a PH citizen... i wonder if there would be an expiry date for the ID like every 5 years or if children below 18 will need one...

Make passports, driving license (provisional, professional), sss/ gsis, Phil health, compulsory too... All new borns, nursery, elementary, high school students should have National School ID... the same for all over 60s or old age pensioners (OAPs) should have a National Data Base... not to forget people with learning difficulties or physical disabilities... excluded are people with health or mental conditions (it is private)...

The government has not yet released the IRR for the national ID but, IMO, a Filipino with dual citizenship has more right to acquire this ID than the resident aliens who are also covered by the new ID system. If I'm not mistaken, the only limitation for dual citizens is that they cannot not run for or be appointed to public office unless they renounce their foreign citizenship.

PNP eyes linking police database to nat’l ID system


The Philippine National Police (PNP) on Tuesday welcomed the enactment of Republic Act 11055 or the Philippine Identification System Act (PhilSys) by President Rodrigo Duterte, which will pave the way for a national ID system that would ensure 106.6-million Filipinos access to a wide range of government services and privileges. PNP chief Director General Oscar Albayalde said they are even considering the possibility of linking the police force’s database with the new system in the future.

“With the PhilSys law now in effect, the PNP can look forward to migrating our own National Crime Information System and the National Police Clearance System to a national database for sharing with other government agencies to optimize the operational potential of the entire national ID system,” Albayalde noted.

I've been waiting for this to be enacted into law for years now. Yung sim registration na panukala nalang ang inaantay ko at pede na akong magbakasyon sa japan for 2 weeks. lol

Driver's license, whether student permit, non-pro and pro as compulsory ID? I oppose that because it is just a privilege and not all people are required to become a driver.

That is why criminals are able to roam free and do their businesses undetected because their is no National Criminal Data Base... there should be a National Sex Offender Register that will prevent them criminals from gaining employment in a school or hospital (away from Children and Vulnerable Patients)... The Police can simply notify Immigration for a hold departure order via air, land or water if a criminal is about to go hiding... DNA Data Base for all convicted criminals - their DNA stored and all unsolved cases with gathered DNA/ finger prints can be cross matched ala CSI... NBI or Police Clearance will be quicker to get and all job applicants/ applicants for overseas/ new graduates could be screened... Crime witnesses can be given a different identities... Court Cases (civil, criminal) should be uploaded onto a Data Base... All incoming foreigners should be in a register for the Commission on Immigration and Deportation (can keep tract of unwanted aliens like loose criminals in hiding or convicted overseas paedophiles on the prowl)... Over Haul the Criminal Justice System unto the 21st Century...

The Driving License Acquisition could be in two parts: Theoretical (if applicants will passed a provisional license will be given) and Practical (the applicant driver will be submitted to world standard tests conducted by a registered driving instructor approved by a governing body)... the practical test should be stringent and expensive... Points System should be used... driving through a red light, speeding in a school zone, double parking, road rage, driving under the influence of drugs or alcohol... so all adults are encouraged to pass theoretical tests for a small fee (it does not mean you’re allowed to drive unless you’ll pass the practical) and all would be driver should pass the practical test paying a hefty sum... so it will become a privilege if you’re able to pass the practical test...

The Marriage Civil Register could be updated at the same time... it will list couples as married, widowed, separated... Enactment of a Divorce Law should be looked into.. so separated couples could enter civil partnerships if the Catholic Church won’t allow them to marry... then Married Men with kids could give child support (shelter, clothes, food, education until the age of 18)... LGBT couples could enter civil partnership too... The marriage civil register will also keep tract of spouse abuse... All children neglected by their parents should be entered on a vulnerable children register... it will keep tract of children who suffered abuse (mental, physical, sexual), abandonment, neglect, rape, prostitution, substance addiction, child criminals who will be under the DSWD (welfare)... they should be given counselling, rehabilitation and be given a safe home (in care, or registered foster parents)... Digitalise everything and it will just be literally one click and everything is revealed... Big Brother is watching us...

Gay or Lesbian Couples won’t receive their partners pension, or have access to their joint accounts, conjugal property or real estate if one of the couple will die first.. everything will go to their nearest blood relatives as the couples are not recognised by law as no National Civil Registry for same sex couples... Civil partnership should work for separated couples who are living together... it is about time that the government should acknowledge this in absence of a proper Divorce Law... the Catholic Church is so strict that it made dissolution of marriage so difficult and very expensive... Men or women will think twice in having affairs as half of their property goes to the spouse...

Things we need to know about the national ID....

Objectives

The PhilSys provides a valid proof of identity for all citizens and resident aliens to simplify public and private transactions. This will generate a PhilSys Number (PSN) that will be used to authenticate a person’s identity. This means that there will be no need to provide government offices or private establishments with multiple valid or government-issued IDs to prove ones identity. Section 6 provides that “An individual’s record in the PhilSys shall be considered as an official and sufficient proof of identity.” The PSN, a randomly generated unique number, is a permanent number assigned to every Filipino upon birth, or to resident alien upon registration by the Philippine Statistics Authority (PSA).

The PhilID

The Phil-ID is nontransferable and shall be issued to all citizens or registered aliens. The initial issuance and renewal of the PhilID shall be free of charge. The information stored in the Phil-ID include the citizen’s full name, gender, blood type, place of birth, address, and marital status (optional). It will also contain a QR code which contains fingerprint information and some security features.These information will be stored in the Philsys registry. Biometrics information to be collected and stored in the registry are front view photographs, full set of fingerprints; iris scan; and if necessary, other identifiable features.

How to register

A year after the law takes effect, the resident shall register personally in any of the following offices:

PSA regional and provincial offices, local civil registry offices, Government Service Insurance System (GSIS), Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), Home Development Mutual Fund (HMDF), Commission on Elections (Comelec), Philippine Postal Corporation (PHLPost), and other government agencies or offices assigned by the PSA.

In case a Filipino citizen is residing abroad, the registration will take place in the nearest Philippine Embassy or Philippine Foreign Service post, or other registration centers that may be designated by the Department of Foreign Affairs (DFA). Special arrangements shall be made for the registration of minors, senior citizens, persons with disabilities, indigenous peoples, and persons in institutional households. The PSA will also initiate mobile registrations to serve those in remote areas. Basic documentary requirement for registration is the applicant’s birth certificate.

Use of PhilID, PSN

The PhilID shall be honored and accepted in all transactions requiring proof of identity including application for government services and benefits, applications for passport and driver’s license, tax-related transactions, admission to health institutions, application for admission in schools, and opening of bank accounts, among others.

Safeguards

The government ensures that the PhilSys registry is protected from unauthorized access, use, disclosure, and against accidental or intentional loss, destruction, or damage. Individuals will be informed on how their data will be used and how they can access their information.

Penalties

Those who will unreasonably refuse to recognize the PhilID or PSN as official identification of the holder shall be fined in the amount of P500,000.

Those who will unlawfully use the PhilID or PSN shall be punished with imprisonment of up to two years, and a fine up to P500,000.

Submission of false information to the PhilSys registry shall be penalized with imprisonment of six years and a fine ranging from P1 million to P3 million. The same penalty shall be imposed for the unauthorized issuance of PhilID by any person, and willful falsification and tampering of the PhilID.

Employees or officials responsible for keeping the PhilSys registry shall be penalized with three to six years imprisonment and a fine from P1 million to P3 million if their negligence results in the registry being accessed by unauthorized people.

Mr. Hedel Cruz's stand on PhilID. Personally, this makes sense, especially the security issue which (I think) the government lacks. Plus the infra to use for the storage of personal and other relevant data of 105+ million people.

The National ID system is a waste of public funds. Billions of pesos that can be used for other projects. 'Wag niyong sabihing walang gastos at walang babayaran ang taumbayan dahil pera ng mga taxpayers yan.

Ultimong database ng LTO hindi maayos, gagawa pa kayo ng Nationwide database?

Ang Philhealth database na ang proseso ay paurong. Noon kapag naospital ka, isang check lang sa kompyuter ay makikita na ang iyong membership, ngayon kahit emergency at naghihingalo ka na, kailangan mo pang magfill-up ng forms ipapirma sa employer bago magamit ang benepisyo mo bilang miyembro.

Ang PAG-IBIG database na pinapasok ng sindikato, na wala kang kaalam-alam na may gumamit na ng account mo para kumuha ng loan.

Comelec database was breached and millions of voter's information were leaked online.

Ang NBI at Police clearance database na sobrang inefficient na kapag may kapangalan ka, kahit magkaiba ang middle name at magkaiba ang birthdate ay aabutin ka pa ng ilang araw to verify na hindi ikaw yung "Hit" na iyon.

Sa bagong National ID system, hindi lang ito pagkakaroon ng iisang ID na magpapanipis sa manipis nang wallet ni Juan.

Sa bagong National ID system, lahat ng transaksyon, ay maiimbak sa isang database na walang kasiguruhan ng iyong impormasyon.

Hindi ito pagiging praning, dahil hangga't ang pamamalakad at ang gobyerno ay hindi mo mapagkakatiwalaan, sa usapin man ng kaligtasan, sa pagsulong ng iyong karapatan at sa pera ng bayan dahil sa malawakang pagkamkam sa kaban ng mga ganid sa kanilang inuupan.

Kailangan mong maging mapagmatyang, magtanong at maging praning.

Hindi ito pagkakaroon lang ng iisang ID.
