Summary

Noor City is located in front of the new administrative capital on an area of 5,000 acres, aiming to meet demand in East Cairo, which is currently inhabited by about 4.5 million citizens and is expected to reach 10 million citizens by 2030. East Cairo is Egypt’s Hub for development, as it includes nearly 250,000 acres of projects and the administrative capital, where the government institutions, parliament, banks and big companies are located there. This promising area will be the pole of urban development in Egypt in the near future as it’s linked to the development of the Suez Canal axis and nearby cities such as the 10th of Ramadan, El Shorouk, Badr and others.

The city was planned with 2021’s philosophy and a scientific vision for the future by the four largest, specialized international companies, namely SWA, SASAKI, BCG, and Perkins Eastman. Noor will be a green smart city that is meeting 21st century 4G cities standards. The new city will include a set of integrated services and modern applications for the first time in Egypt, such as 5G technologies. TMG Holdings will create a smart city, using the latest technologies, and an advanced fibre optics infrastructure, as well as providing high-speed Wi-Fi in all public, commercial, and service areas. The city will include high accuracy security services through the latest security systems, CCTV cameras, and control rooms in all areas. Noor City facilities will be managed by utilizing the latest technologies as smart irrigation methods to decrease water consumption, the use of clean energy, smart environment-friendly transportation, as well as smart lighting system for the whole city.

Nour City will accommodate about 600,000 residents, as well as integrated commercial, administrative and government service areas, similar to what was provided in Rehab and Madinaty, where 850,000 residents are living. Furthermore, the project will be implemented in line with the 2021 vision by offering privacy to all residential areas, serving millions in the East Cairo area and ensuring to double the return of the unit of investments

Talaat Mostafa emphasized that the Group will apply a new payment system for the first time in Egypt in order to make Noor, the city of the future available to various segments and accommodate the growing demand in the capital’s east axis. The First instalment will be with a minimal cost with a 15 years payment plan in cooperation with government banks as the National Bank of Egypt, Banque Misr, and Banque du Caire. Noor City is scheduled to include 140,000 housing units, namely buildings and villas, with total investments of EGP 500 billion and will generate taxes for the government worth EGP 110bn, and provide about 3.3m regular and irregular jobs. It will also increase the size of the group's contributions in the corporate social responsibility initiatives, as a result of the company's clients who trust Talaat Mustafa Group and became its partners.

While TMG may be a holding company, this project is not entirely a private comment. The Ministry of housing will share the Project and will own a 50% stake.
A new idea adopted by the state where it was already applied for Sun City, Badia City and a range of other projects.

that seems to be outside NAC though! not part of any of its 3 phases
It is indeed. I wasn't sure where to post this but the NAC section was the most appropriate given its proximity. This city will be a major suburb of NAC.

how is it that this tiny suburb will cost $32 billion while the entire NAC will cost $58bln only!
not a fan of TMG myself there has always been rumors of their deeply corrupt ties with the Mubarak govts.

$58bln is only an estimate for the first phase of NAC and that only goes towards basic infrastructure and government buildings. Private projects such as commercial buildings and residential compounds don't fall under that figure.
Nour won't be tiny, smaller than NAC but not at all Tiny.

The standards for Nour are a lot higher than NAC. While this city will indeed cater to the middle class, the upper class is the main target.
Renders are to be taken with a grain of salt but looking at TMG's previous project, such as Madinaty, you'll see the standard set.
TMG is using foreign Design firms among other foreign partnerships. That pushes up the cost dramatically when compared to the new Capital which relies on cheaper domestic counterparts. For example, TMG has partnered up with Boston Consulting Group on this project. If you don't already know, Boston Consulting Group is the Crème de la Crème in the world of Consulting.

LMAO. In fairness, he was there to see what they had planned for Nour. The government owns a 50% stake so it's fair for him to go in and make a special report. Even as a private project, $32bn is a huge investment for a country like Egypt.

I'm completely opposed to these "private cities", they don't impress me one bit. I'm actually hoping this project never sees the light of day. I mean I'm a big fan of El Gouna in general but it's a very problematic and exclusivist concept.

I completely agree with you. These private cities however are all over places like Spain's Costa del Sol. Puerto Banús is a perfect example. Over time, however, these cities opened up. The walls were replaced with trees. One can only hope the same can happen in Egypt.

The government is giving them free land in exchange for a 50% stake. Land that would otherwise be a useless desert. The 50% stake goes towards the construction of medium-income housing. So it's defiantly not a total loss.

Regardless, $35bn is getting poured into the local economy. It's also a private investment so they can do as they please for all I care. So long as the government isn't forking out cash.

One can only hope, I'm not a fan of compounds either but at least they're just small residential areas within an existing city.

I moved this to the Greater Cairo forum which is more appropriate for now, if someone has a better suggestion for location instead of New Cairo please let me know.
