I would say it's better to build a new administrative center in the outskirts of Baku or not far from Baku. Only for Government buildings. So you will get Baku as financial|business center and let's say New Baku as an administrative city. It'll give an effect of new development of Old Baku towards New one, will change traffic and etc.
