They are fairly recent too . . .


The June 1999 Gallowgate/Percy Street plans that never happened . . .





NO 'Time Central' or 'Wellbar Central' in these grand plans!!

That look interesting, if it would of been high quality glass and steel buildings then I would of been tempted by it, a couple of good buildings would of been lost by the looks of it so I'm unsure weather or not it would of been worth it, but a few bad buildings would of been replaced.

The Gallowgate "office quarter" concept emerged around this time - the city council produced a City Centre Action Plan in 2000 led by the then Enterprise Environment and Culture head Brian Ham. This identified the shortfall in modern city centre office space outside the Quayside and the need to capitalise on the "new" Boulevard which made Gallowgate a key area again, after having been on the edge of the old city centre. It also identified that the city centre could only thrive in terms of retail and public realm if there were more people working in the city centre, rather than at out of town parks.

It took a fair bit of time to come to fruition but on the whole it's getting there. This experience leads me to think that at least in Newcastle terms, it generally takes a decade to go from masterplan to reality.... I'm conscious that Discovery Qtr and Sci City need to start kicking in given they dated from around 2005....

For some reason I could imagine that turning out as some kind of business park, ie Baltic Business Quarter. Not too worry though, Gallowgate is coming along nicely with Time Central and Wellbar Central!
It has the 'look' of a darker 'Citygate' about it, but I do like the idea of the large stepped area going up from near Percy Street to near St James Metro Station area.

The good thing is that the "empty" St James Metro Station site is built on!!

I, too, like Time & Wellbar Central too much, to say that I would have preferred this plan though!

By discovery quarter are you referring to the Stephenson Quarter? If so I'm sure that phase 1 is supposed to begin in spring of this year.

Correct me if I'm wrong, but isn't the triangular shape of Time Central precicely to allow for the eventual creation of a pedestrian route from the junction with Percy St up to the stadium, as envisaged in these plans?

Isn't the 'Discovery Quarter' that VERY annoying area of 'backs of buildings' in between the Discovery Museum and the Boulevard, that COMPLETELY ruins the 'dramatic impact' the Discovery Museum building could have when you first enter Newcastle from the South that way?

If so, I hope something is done SOON!!!

Ah yes that will be it! Did any plans ever get made/submitted for this area?

That pedestrian route is a necessity as the metro tunnels run under this route. They are not very deep at this point preventing anything being built on top.

Yes this is shown in the plans for Strawberry Place, I'm guessing it will only go ahead if Strawberry Place gets built.

I really hope Strawberry Place does go ahead as per these plans, it would be a great addition to this area and would help to make it feel like a proper central business district.

When I was regen cabinet member the council produced a "masterplan" of sorts for the DQ which was intended to be a "dumb-bell" shaped area expanding the city centre to the west - covering the Arena area, Strawsons site (at one point considered for supercasino / convention centre location), the Redheugh bridgehead junction (still no nearer being achieved), then the connecting bar of the dumbbell (ie the Boulevard) leading to the development areas of the brewery and Gallowgate.

Was quite a good study in planning terms, though unfortunately lacking in a delivery framework, and both I and the then director left post at the same time (2006) and both our respective successors focused elsewhere; some of the impetus was lost and then the recession hit. However, it remains the obvious area for the expansion of the city core and I hope SQ will help to encourage the redevelopment of the rest of the southern part of the area and rest of the Boulevard.

Greg, are there plans or intentions to do something about that awful 'backs of buildings' area, beteween the Discovery Museum and the boulevard?

That area could be fantastic ('setting off' the Museum as you travel North) but at the moment is is the exact opposite!

Oh, I like that kind of cryptic response, haha. Hopefully we'll be in for a pleasant surprise, will certainly be watching this space.

As I understand it the aspiration is to acquire those properties and create a public square between the museum and the boulevard, but there has been precious little sign of progress on the boulevard for some time now. It would presumably involve CPOing various sites and I wonder whether there is a plan to do this as part of a wider initiative as and when they get round to doing the fabled Redheugh Bridgehead "hamburger junction" and/or when the money is available (presumably the intention would be to part-fund using s106 from the envisaged Boulevard developments that didn't happen due to the recession).
