My only concern for your plan would be in making a route round the back of Old Eldon Square vestiges. I don't think it could ever be made an encouraging route as it faces back of house on both sides.
I think as an additional entrance that's already there, as the main Northumberland Street and the new St Georges Mall entrances onto the green and bus station would still be other main entrance / exit.

Also, I just don't see the demolition of the northern section happening in our lifetimes, also don't John Lewis own their store, not Eldon Square / NCC. So that would need a hefty taxpayer compulsory purchase. Mike Ashley paid £31.6 million for the H&M / WHSmiths unit which is 90,000 sq ft; John Lewis is 298,605 sq ft; so that's nearly 3.5 times the size.

The Co op on Market Street has an A-frame inside saying they're closing this March; very surprised although I always get aggravated with the staff in mornings as they fill the shelves and leave the till empty, meaning customers are just stood waiting till they realise and run around to serve.

Bad crack to have done work to a listed building without consent. However, although listed building includes everything of a property (some think it's only for the original parts), but I can't imagine what's worthy of listing about this building bar the upper façade and the roof as the interiors have been gutted numerous times.

Question about the newly cleaned Fenwick's front, has the older section of glazed brick / tiles just been painted? I walk past everyday and unlike the 90's tower additions that appear to have been just cleaned, the old front appears to have been painted as the mortar, any chips etc are now one standard colour. Bit sad if they've just painted it as like the old Woolworths (Sports Direct) next door that was painted after Virgin/Zavvi left, it quickly becomes grubby.

I'm hoping I'm wrong, but I think my assumption is correct.

As long as it's not deteriorating, I can't see how you can force the owners to make it work. With that logic, can I force the council to make the water fountains in working order like the one on the Bigg Market?

Perfect place for a trendy beer/food hall is Grainger Market. I was in a couple of times over Christmas and it needs repositioning.
I've said this before, change the hall section into a food / drinks area and move the current food places there; put gates on the alleys into the rest of the market so that the hall section can open longer / Sundays etc,

Personally though I wish they'd extend the mall through the unit and link it to the Gate and use the cinema and casino as the anchor instead (possibly even bridge it).
Arghhhh no bridges ha. The 2 that Eldon Square / Garden have already are some of the worst bits of design and underneath dehumanising spaces known to man.

Yeah I like that Manchester bridge, but i personally don't want different buildings connected as it feels like replicating the mistakes of the past. Whilst on about the ugly bridges of Eldon Square, I far prefer the previous bridge that was puresly for pedetians before they built the H&M (now HMV) bit later on,

I did see on a TV programme the other day that you can buy a spray for stained ceiling tiles (it's just a white, fire resistant coating, but makes them look new) and I instantly thought of Fenwicks.
