As a continuous growth of population in Bangkok and its vicinity, the land used of the area in the north of Bangkok and its adjacent area of Nonthaburi Province, especially in the west side of the Chao Phraya River, has been rapidly changed due to the large amount of residential community development. This results in an increasing traffic demand in the morning from the residential area on the west side to the employment and educational area on the east side and vice versa situation in the evening. Consequently, this increasing demand results in a congested traffic condition on the existing river crossing bridges especially in the morning peak period
The Commission for the Management of Land Traffic, the summit body who considers the land transportation system of the nation of which the chairman is the Prime Minister, had a resolution on 23rd February 2004 assigning the Department of Rural Roads (DRR) as the Executing Agency for the implementation of the Project.
