The top of the tower will be completely covered. The tower crane is located inside this all weather cover. It will be able to extend the boom outside of the cover to lift things up to the top of the U/C building. When the crane is in it will be able to turn around in the covered area. Furthermore welding robots will be welding the steel beams together.
