IMO, it was the Queensway and the Greenbelt that led to the development of both Kanata and Orleans. Of course, I doubt things would have turned out much differently in the long run since virtually every North American city has experienced the same sprawl as Ottawa. In a way , Ottawa is rather compact within the Greenbelt and therefore somewhat better off than most N. American cities. But, to reassert my position, it would have probably happened anyway since the NCC was supposed to be in control of this sort of thing and they allowed it to happen anyway.
