Pekan

Located on the banks of the Pahang River 50 km south of Kuantan, Pekan is the royal town of the Malaysian state of Pahang Darul Makmur. Its name comes from a flower, the Bunga Pekan. Pekan is also the name of the district the town is situated in, and a parliamentary constituency in its own right. It is the home of the state's royal family headed by Sultan Haji Ahmad Shah Al-Musta'in Billah Ibni Al-Marhum Sultan Abu Bakar Ri'ayatuddin Al-Mu'adzam Shah . It is also the hometown of the second Prime Minister of Malaysia Tun Abdul Razak Hussein and the current Prime Minister of Malaysia, Datuk Seri Najib Tun Razak. Najib is also Pekan's current Member of Parliament.

The Masjid Abdullah, which dates from the 1920s and the newer Masjid Abu Bakar is near the Sultan Abu Bakar Museum.

PEKAN: Datuk Seri Najib Razak berkata kerajaan sedia menimbang menjadikan projek berimpak tinggi Taman Industri Minyak, Gas dan Maritim di Tanjung Agas, di sini berstatus Zon Perdagangan Bebas selepas mencapai tahap penuh operasinya pada 2016.

Perdana Menteri berkata, projek bernilai RM2 bilion itu bertepatan dan bersesuaian dengan kehendak serta keperluan semasa negara dalam meningkatkan usaha cari gali dan pengeluaran minyak mentah dan gas asli.

Katanya, berdasarkan skala pembangunan projek yang membabitkan kawasan seluas 1,658 hektar, ia mampu memenuhi permintaan dan keperluan aktiviti cari gali dan pengeluaran minyak mentah serta gas asli sama ada di Malaysia mahu pun rantau Asean.

"Projek Taman Industri Minyak, Gas dan Maritim ini berjaya mendapat sambutan yang amat menggalakkan daripada pelabur asing dan tempatan untuk menempatkan operasi mereka seperti limbungan kapal, limbungan fabrikasi, pangkalan bekalan dan kemudahan perkhidmatan dan terminal penyimpanan minyak.

"Ini adalah pencapaian yang sungguh memberangsangkan dan ia sudah tentu akan memberi harapan cerah kepada penduduk di daerah ini terutama kampung sekitarnya berkaitan peluang pekerjaan dan perniagaan. Insya-Allah projek ini akan memberi perubahan dari segi ekonomi yang boleh dinikmati semua pihak," katanya.

Beliau berkata demikian berucap pada majlis pecah tanah Taman Industri Minyak, Gas dan Maritim yang disempurnakan Sultan Pahang, Sultan Ahmad Shah di Tanjung Agas, di sini semalam.

Turut berangkat, Tengku Mahkota Pahang, Tengku Abdullah Sultan Ahmad Shah dan Tengku Muda Pahang, Tengku Abdul Rahman. Hadir sama, Menteri Besar Pahang, Datuk Seri Adnan Yaakob.

Akhbar sebelum ini melaporkan pembinaan Taman Industri Maritim, Minyak dan Gas Tanjung Agas di Pekan, Pahang itu berjaya menarik pelaburan RM6 bilion, dengan RM3 bilion daripadanya adalah pelaburan langsung asing (FDI).

Pelaburan itu diperoleh susulan pemeteraian perjanjian pajakan antara pemaju induk taman itu, Tanjung Agas Supply Base & Maritime Services Sdn Bhd (TASBMS) dengan tujuh syarikat multinasional yang terbabit dalam pelbagai perkhidmatan minyak dan gas.

Najib yang juga Menteri Kewangan berkata, pembinaan taman industri itu juga akan mewujudkan 30,000 peluang pekerjaan baru dalam tempoh 10 tahun, dengan 5,000 daripadanya akan diwujudkan dalam fasa pertama, sekali gus menjadikan daerah itu hab perkhidmatan minyak serta gas terkenal di rantau ini termasuk Thailand, Indonesia, Singapura dan Filipina.

Beliau berkata, kerajaan mengalu-alukan projek sedemikian kerana ia dapat meningkatkan sumbangan sektor perkhidmatan kepada pembangunan ekonomi negara.

"Sektor perkhidmatan adalah satu daripada punca penjanaan sumber ekonomi negara dan ketika ini ia menyumbang kepada 54 peratus Keluaran Dalam Negara Kasar (KDNK) dan menerusi aktiviti sebegini maka ia boleh ditingkatkan kepada 70 peratus," katanya.

Beliau berkata, kerajaan sebelum ini sudah meluluskan peruntukan sebanyak RM150 juta untuk menjayakan projek berkenaan di bawah Pelan Pembangunan Ekonomi Wilayah Pantai Timur (ECER) dan sedia menambah peruntukan berkenaan pada masa akan datang.

The RM2 billion Tanjung Agas Oil & Gas and Maritime Industrial Park in Pahang will further boost the development of the oil and gas (O&G) industry in Malaysia.

Speaking at the ground-breaking ceremony of the project by the Sultan of Pahang, Sultan Ahmad Shah, in Pekan yesterday, the Prime Minister Datuk Seri Najib Tun Razak said the Government would consider turning the park into a free trade zone (FTZ) upon full operation in 2016.

The project, which has been allocated RM150 million under the country's second stimulus package, would also be given an additional allocation at a later date, he added.

The 1,620ha park, which is being developed by Tanjung Agas Supply Base and Marine Services Sdn Bhd in which the Pahang State Development Corporation has a 30% stake, will serve as an offshore base and an integrated service centre, supporting the fast-growing upstream and downstream O&G activities in the region.

The area will house a shipyard, a fabrication yard, a dredger yard, a logistic base, a vessel lay-up anchorage as well as facilities for petroleum storage and blending.

Phase 1 of the project is expected to generate some 5,000 new jobs with an additional 30,000 new employment opportunities to be made available over the next 10 years.

The Prime Minister said the project would also spur growth in the services sector, in tandem with the country's move towards a new economic model, which focused on the services sector.

Also present at the ground breaking were Tengku Mahkota Pahang,Tengku Abdullah Sultan Ahmad Shah; Tengku Muda Pahang, Tengku Abdul Rahman Sultan Ahmad Shah, who is also the Chairman of Tanjung Agas Supply Base & Marine Services Sdn Bhd, the project's concessionaire, and Pahang Mentri Besar Datuk Seri Adnan Yaakob.

Agropolitan Project To Eradicate Hardcore Poverty In Pekan

KUANTAN, July 17 (Bernama) -- Pahang's second agropolitan project in Bebar, Pekan, will create 5,000 new jobs and elevate the monthly household income of hardcore poor families in Pekan district to more than RM1,000 next year.

Some 1,450 hardcore poor households, including 700 Orang Asli families will participate in the project, to be launched by Prime Minister Datuk Seri Najib Tun Razak on Aug 4.

The Malay participants will reside at a new area in Tanjung Batu, Bebar, while the Orang Asli families will remain in their villages but work at the plantation area.

The RM90 million Pekan agropolitan project will cover an area of 1,825 hectares with oil palm plantation and sheep rearing as the primary activities to help increase participants' income from RM350 to RM1,500 a month.

It is the only agropolitan project in Pahang that is under the East Coast Economic Region (ECER) master plan.

The Rural and Regional Development Ministry is handling the other two agropolitan projects in Gahai, Lipis and Chemomoi, Bentong.

ECER Development Council (ECERDC) chief executive officer Datuk Jebasingham Issace John said the Pekan agropolitan was one of four agropolitan projects within the ECER, the other three are in south Kelantan, north Kelantan and Besut-Setiu in Terengganu.

"We will introduce a business model that will enable each participant to earn at least RM1,000 from the first month and we will also train and prepare them with the right attitude and necessary skills," he said after meeting the first batch of 50 participants who are undergoing a two-day course at the Sanctuary Resort in Cherating near here Friday.

He said Felda as the main implementing agency would manage the project while ECERDC would act as the facilitator and coordinator.

He said various secondary activities would also be introduced in Pekan agropolitan such as downstream initiatives related to oil palm and sheep rearing, bird's nest cultivation, sewing, aquaculture and mushroom growing.

"We will also establish a collection, processing and packaging centre and a marketing facility," he said.

Jebasingham said the first 1,000 sheep of the Dorper breed would arrive here on July 22 and they would be sent to the Runchang Orang Asli resettlement scheme in Pekan.

"We choose the Dorper breed as they are easy to raise and could reach maturity in six months.

"In two years, the participants are expected to double their income to RM2,286 monthly and it could exceed RM3,000 when the oil palm fruits can be harvested," he said.

Project in Pekan set for launch next Tuesday

PEKAN: Initiatives listed under the East Coast Economic Region (Ecer) masterplan are set to move ahead with the Pekan Agropolitan Project in Kampung Runchang set for launch near here next Tuesday.

Prime Minister Datuk Seri Najib Tun Abdul Razak, who is also Pekan MP, is expected to launch the much-anticipated project.

Involving 1,450 families, the project will employ a comprehensive regional development approach by resettling 700 hardcore poor families to new areas in Tanjung Batu, Bebar and Kubang Panjang and engaging 750 orang asli families in an in-situ approach.

Ecer Development Council chief executive officer Datuk Jebasingam Issace John said the project was expected to create 5,000 jobs and elevate the monthly household income of the hardcore poor from RM360 to RM1,500.

Describing the project as a milestone under the Ecer blueprint, John said it would promote the development of growth centres in rural areas and accelerate economic growth through agriculture and farm-based activities.

“At the same time, the project will balance development growth between rural and urban areas while providing sustainable income to poor families in line with the Government’s aim to eradicate hardcore poverty by 2010,” he said.

He said a unique feature of the project was the establishment of primary, tertiary and support activities for participating families.

Another key characteristic was that income would not solely be earned by the respective heads of the households but by each member of the family through gains from secondary and support activities, he added.

In the project, oil palm plantation and sheep rearing have been identified as primary activities.

Secondary activities are downstream initiatives related to oil palm and sheep rearing as well as bird’s nest cultivation, sewing, aquaculture, aquaponic and mushroom growing.

John said the setting up of collection, processing and packaging centres and collection and marketing centres, including training centres, auction centres, meat-processing centres and abattoirs would ensure participants were well-facilitated to earn more from related support activities.

“The project is an economic model that will enhance the economic value chain through the deployment of an integrated approach.

“This means that participants will be able to tap into non-agriculture based activities to supplement their incomes.

“In addition, human capital development via training and education will prepare participants with the attitude, knowledge and skills to adopt new technologies and good agriculture practices,” he said, adding that the initiative would develop entrepreneurship for participants to benefit from business opportunities.

It is one of four agropolitan projects in Ecer which includes the development of south Kelantan, north Kelantan and Besut-Setiu in Terengganu.

The 9th Malaysia Plan (2006-2010) is committed to achieving growth and reduce the poverty rate to 2.8% and eradicate hardcore poverty by 2010.

It has also set the target to narrow income disparities and improve equity in the rural population in east coast states.

Najib lancar Zon Ekonomi Khas di Pekan esok

PUTRAJAYA: Mesyuarat majlis Pembangunan Wilayah Ekonomi Pantai Timur ketiga hari ini membincangkan Zon Ekonomi Khas (SEZ) yang akan dilancarkan di Pekan esok oleh Perdana Menteri, Datuk Seri Najib Razak.

Ketua Pegawai Eksekutif Majlis itu, Datuk Jebasingam Issace John, berkata Projek Agropolitan Pekan yang bertujuan membasmi kemiskinan akan turut diumumkan esok.

“Lembaga itu juga mahu menggalakkan pelaburan swasta secara aktif. Kami juga mengkaji kerangka bagi pewujudan satu amanah hartanah untuk memajukan tanah simpanan Melayu," katanya selepas menghadiri mesyuarat itu di Pejabat Perdana Menteri di sini hari ini.

Projek lain ialah Taman Perindustrian Automotif Pekan, Taman Polimer Kertih dan pembangunan bersepadu Bandaraya Pelabuhan Kuantan.

Mesyuarat selama dua setengah jam itu dipengerusikan Najib yang juga Pengerusi majlis Pembangunan ECER.

Ia turut disertai Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin; Menteri di Jabatan Perdana Menteri, Tan Sri Nor Mohamed Yakcop; dan Ketua Setiausaha Negara, Tan Sri Sidek Hassan.

Turut hadir ialah Menteri Besar Kelantan, Datuk Nik Abdul Aziz Nik Mat; Menteri Besar Johor, Datuk Abdul Ghani Othman; Menteri Besar Pahang, Datuk Seri Adnan Yaakob; dan Menteri Besar Terengganu, Datuk Ahmad Said.

New economic zone to create 220,000 new jobs by 2020


PEKAN: The country’s first Special Economic Zone (SEZ), launched by Prime Minister Datuk Seri Najib Tun Razak Tuesday, is expected to generate investments worth RM90bil and create 220,000 new jobs by 2020.

The Prime Minister said the SEZ was expected to contribute more job opportunities and yields compared with the East Coast Economic Region (ECER).

The SEZ covers an area of 3,875 sq km from Kerteh in Terengganu to Pekan and Gambang in Pahang.

Najib said the ECER SEZ was part of a new economic model designed by the Government that promises a fairer distribution of wealth and growth to be enjoyed by all.

“One of the projects identified is the Kuantan Port which will get a massive face-lift. Its current annual cargo bulk is expected to increase from 16.8 million metric tonnes to 30 million metric tonnes by 2020.

“It will involve construction of additional berths and wave breakers that will see the port becoming the main entry and exit point for the export and import of goods,” Najib said in his speech at the launch of the ECER SEZ at Runchang here yesterday.

In a move to attract investors, the Government will approve a set of special incentives for them including tax exemption for 10 years, Najib told reporters later.

“The Government has decided to offer additional incentives for those who showed merit, on top of those that have already been given. This will be on a case-by-case basis,” he added.

Najib also launched the Pekan Agropolitan Project that promotes the development of growth centres in the rural areas to provide sustainable income and eradicate hardcore poverty.

He later witnessed the exchanging of the cooperation agreement between ECER DC and Felda, which is the main implementing agency to manage participants in-volved in the agropolitan project.

The participants will be involved in oil palm plantation and sheep rearing as the primary activity.

Among the guests were Pahang Mentri Besar Datuk Seri Adnan Yaakob, Terengganu Mentri Besar Datuk Ahmad Said, Kelantan Mentri Besar Datuk Nik Abdul Aziz Nik Mat, Agriculture and Agro-based Industries Minister Datuk Noh Omar and ECER Development Council chief executive officer Datuk Jebasingam Issace John.

Najib also said the Government would consider creating SEZs in other areas in the country if they were suitable.

He said the SEZ would not affect the development of the ECER.

UDA to build hotel in Pekan, Pahang

KUALA LUMPUR: UDA Holdings Bhd announced on Thursday, July 15, that it is acquiring 6.67 acres of land in Kampung Peramu, Pekan in Pahang from the Pekan District Council for RM35.5 million to build a four-star hotel named AnCasa Resort Pekan.

The company plans to invest a further RM87 million to build a seven-storey hotel with 148 deluxe rooms and 20 family suites. The proposed resort will be the fourth hotel to be owned and managed by its wholly owned subsidiary UDA Ancasa Sdn Bhd.

“Other than that, a two-storey podium including a banquet hall that can hold up to 750 people at a time, a Balinese-concept spa, restaurants, a badminton hall-cum-multi-purpose hall, a swimming pool and a jetty would also be built there,” UDA Holdings chairman Datuk Nur Jazlan Mohamed told reporters after the signing ceremony between UDA Holdings and the Pekan District Council for the purchase of the land.

“Construction work on the project would begin in October and is scheduled for completion at the end of 2012,” Jazlan said, adding that UDA has taken a bold move in developing a hotel in Pekan, as many other developers were hesitant to develop a hotel there.

However, Jazlan said UDA is willing to take the chance as part of its corporate social responsibility as a government-linked entity to create a catalyst for development in the district. Currently there are no rated hotels in the Pekan district, as most hotels prefer to be located in Kuantan.

Jazlan said Pekan currently has a few automotive factories in the district owned by DRB-Hicom, including the factory for Mercedes-Benz and Isuzu brand vehicles. as well as factories owned by DRB-Hicom Defence Technologies Sdn Bhd (DEFTECH), which builds vehicles for military usage.

“There is also an automotive college in Pekan that acts as a feeder for the automotive industry in Pekan,” he added.

The head of Pekan District Council, Datuk Abdul Basik Mohd Sah said previously that another automotive company had wanted to invest in Pekan, but withdrew their plans after learning that the district lacked accommodation and other infrastructure.

Jazlan added that the site of the new hotel is located near a new highway and near the Pahang River.

Meanwhile, UDA managing director Datuk Jaafar Abu Hassan expected the hotel to see an occupancy rate of at least 40% to 50% in the first year of operations. He said that the return of investment on the new hotel is expected within six to seven years after the hotel begin operations.

“We target 6.5% to 7% average yield after that,” Jaafar said, adding that this may be considered a modest target for other developers.

The company’s leisure division currently operates the AnCasa Hotel and Spa in Kuala Lumpur (previously known as Puduraya Hotel), the AnCasa AllSuites Resort & Spa Port Dickson at Pantai Teluk Kemang, Port Dickson, and the Jerejak Resort and Spa in Penang.

UDA’s leisure division also operates Kuala Terengganu Golf Resort, which features an 18-hole course and a three-storey, 28,000-square feet clubhouse.

Mitrajaya Holdings Bhd has secured a RM11.363 million contract from the East Coast Economic Region Development Council (ECERDC) for the construction and completion of Pekan Heritage Tourism Development (Phase 1A) at Pekan, Pahang.

In a filing with Bursa Malaysia Securities, Mitrajaya said the contract was secured by its wholly owned subsidiary, Pembinaan Mitrajaya Sdn Bhd which accepted the Letter of Acceptance from ECERDC on Oct 1.

The contract shall be for a period of 12 months commencing from October 14 and is expected to contribute positively to the group's future earnings. -- Bernama

OSC labur RM620 juta bina pangkalan bekalan

KUANTAN 12 Okt. - Syarikat minyak dan gas dari Dubai, Oilfields Supply Center Ltd. (OSC) akan melabur RM620 juta untuk membangunkan sebuah pangkalan bekalan pengguna bersama pelbagai guna di Taman Industri Minyak, Gas dan Logistik Tanjong Agas, Pekan.

Projek itu akan dijalankan dengan kerjasama syarikat minyak dan gas tempatan, Tanjong Agas Supply Base & Marine Services Sdn. Bhd. (TASBMS).

Upacara pecah tanah bagi pangkalan tersebut dijadualkan pada bulan depan dan dijangka siap untuk beroperasi sepenuhnya pada 2013.

Pengarah Urusan TASBMS, Mohd. Faidzal Ahmad Mahidin berkata, pangkalan tersebut akan dibangunkan di kawasan seluas kira-kira 100 hektar di pinggir laut sepanjang 1.5 kilometer dengan kedalaman air 20 meter.

''Apabila siap kelak, pangkalan tersebut akan menyediakan rangkaian perkhidmatan dan kemudahan sokongan yang menyeluruh untuk syarikat-syarikat tempatan dan antarabangsa yang terlibat dalam operasi penerokaan dan pengeluaran minyak serta gas di luar pesisir perairan negara dan Laut Cina Selatan," katanya.

Beliau berkata demikian selepas majlis menandatangani memorandum persefahaman (MoU) antara TASBMS dan OSC di Hotel Hyatt, Teluk Chempedak di sini, hari ini.

Pada majlis MoU itu, TASBMS diwakili Pengerusinya, Tengku Abdul Rahman Sultan Ahmad Shah manakala OSC diwakili Pengarah dan Pengurus Besar Perhubungan Korporat OSC, Iqbal Mohammed Abdullah Abedin.

Sultan Pahang, Sultan Ahmad Shah berkenan berangkat menyaksikan MoU tersebut bersama Ketua Pegawai Eksekutif Majlis Pembangunan Wilayah Ekonomi Pantai Timur (ECERDC), Datuk Jebasingam Issace John.

Dalam MoU tersebut, kedua-dua syarikat akan memberi komitmen untuk melaksanakan pembinaan dan mengendalikan pangkalan itu secara usahasama.

Projek itu dilaksanakan melalui syarikat usahasama yang baru ditubuhkan iaitu Tanjong Agas Oilfields Supply Centre Sdn Bhd (TAOSC).

Mohd. Faidzal memberitahu, TASBMS amat yakin kerjasama yang terjalin itu bakal mewujudkan impak besar kepada industri minyak dan gas di negara ini di samping merangsang pertumbuhan ekonomi tempatan terutama di Pekan.

Sementara itu, Jebasingam berkata, pangkalan itu dijangka dapat mewujudkan kira-kira 2,000 peluang pekerjaan untuk penduduk tempatan.

''Ia juga bakal mewujudkan peluang keusahawanan yang dapat membantu meningkatkan pendapatan penduduk sekitar," jelasnya.
